【摘要】：目的提升山東地區(qū)出口危險貨物包裝檢驗監(jiān)管水平,幫扶企業(yè)規(guī)避貿(mào)易風(fēng)險、提高產(chǎn)品質(zhì)量、擴大出口。方法根據(jù)山東地區(qū)2016年出口危險貨物包裝業(yè)務(wù)基本情況(包裝檢驗46 424批,8799萬件),總結(jié)業(yè)務(wù)變化(同比分別增長28.9%,27.1%)和檢驗的不合格信息。結(jié)果 2016年危險貨物包裝性能檢驗批次、數(shù)量分別同比增長了17.4%,13.8%;包裝使用鑒定批次、數(shù)量分別同比增長了32.2%,64.5%。危險貨物包裝性能檢驗與使用鑒定之間成正比關(guān)系,性能檢驗逐年增長,相應(yīng)的危險貨物包裝使用鑒定也隨之出現(xiàn)了井噴式增長態(tài)勢。結(jié)論歸納了天津"8.12"事件后山東地區(qū)業(yè)務(wù)激增原因和性能檢驗與使用鑒定不合格情況,從信息化、技術(shù)性貿(mào)易措施、安全特性檢驗管理3個方面提出了有針對性的對策建議。
[Abstract]:Objective to improve the supervision level of packaging inspection of export dangerous goods in Shandong, to help enterprises avoid trade risks, and to improve the quality of products. Methods according to the basic situation of export dangerous goods packaging business in Shandong area in 2016 (packing inspection 46,424 batches, 87.99 million pieces), summarize the business change (increase 28.990% 27.1% respectively) and the unqualified information of inspection in 2016. Dangerous goods packing performance inspection batches, The number of packages has increased by 17.4% and 13.8% respectively, and the number of batches of packaging use and appraisal has increased by 32.22% and 64.5% respectively. The relationship between packaging performance inspection and use appraisal of dangerous goods has been in direct proportion, and the performance inspection has been increasing year by year. The corresponding appraisal of the use of dangerous goods packaging has also appeared the blowout growth trend. Conclusion the causes of the surge of business in Shandong area after the "8.12" incident in Tianjin and the unqualified condition of the performance inspection and use appraisal are summed up, from the aspects of information technology and technical trade measures, Three aspects of safety characteristic inspection and management are put forward.
