【摘要】：公文是黨政機(jī)關(guān)管理國(guó)家、處理公務(wù)時(shí)使用的重要工具,其種類、格式、行文規(guī)則、處理程序等都有明確的標(biāo)準(zhǔn)。建國(guó)后,黨政機(jī)關(guān)建立了適用于我國(guó)國(guó)情和人民民主專政國(guó)家所需要的新的公文體系。經(jīng)過(guò)六十多年的發(fā)展,黨政機(jī)關(guān)公文逐步規(guī)范。本文以建國(guó)后出臺(tái)的黨政機(jī)關(guān)公文工作規(guī)范性文件為主要參考,結(jié)合黨政機(jī)關(guān)公文擬制與處理的實(shí)踐,分四個(gè)部分對(duì)黨政機(jī)關(guān)公文的規(guī)范化進(jìn)程進(jìn)行探索研究。第一部分是從歷史發(fā)展的角度,剖析黨政機(jī)關(guān)公文規(guī)范化進(jìn)程的不同階段和不同層面。第二和第三部分是從工作實(shí)踐的角度,闡述黨政機(jī)關(guān)公文行文要素、處理工作的規(guī)范化進(jìn)程,全面系統(tǒng)地展示黨政機(jī)關(guān)公文的規(guī)范化進(jìn)程。第四部分是在前三部分的基礎(chǔ)上,對(duì)黨政機(jī)關(guān)公文規(guī)范化進(jìn)程的推動(dòng)因素、存在的問(wèn)題以及發(fā)展趨勢(shì)進(jìn)行論述,完成對(duì)整個(gè)進(jìn)程的評(píng)析,從而為構(gòu)建更為規(guī)范的黨政機(jī)關(guān)公文體系和科學(xué)地開展黨政機(jī)關(guān)公文工作提供參考。
[Abstract]:The official document is an important tool used by the Party and government organs to manage the country and deal with public affairs. There are clear standards for its type, format, rules of writing, processing procedure, etc. After the founding of the people's Republic of China, the Party and government established a new document system suitable for our national conditions and the people's democratic dictatorship. After more than 60 years of development, the party and government organs gradually standardized official documents. Based on the normative documents issued by the Party and government organs after the founding of the people's Republic of China and the practice of drawing up and handling the official documents of the party and government organs, this paper probes into the standardization process of the official documents of the party and government organs in four parts. The first part is to analyze the different stages and different levels of the standardization process of party and government official documents from the perspective of historical development. The second and third parts are from the angle of working practice, expound the elements of the official document of the party and government organs, deal with the standardization process of the work, and show the standardization process of the official documents of the party and government organs in an all-round and systematic way. The fourth part is on the basis of the first three parts of the party and government organs of the process of standardization of the promotion of factors, existing problems and development trends to complete the evaluation of the whole process, So as to build a more standardized party and government organs document system and scientific development of party and government organs document work to provide a reference.
