【摘要】:選擇以制度管理作為基本管理態(tài)勢的組織,按照從簡單至系統(tǒng)的順序,制度管理可以分為三個階段:責(zé)權(quán)利制度管理、職能制度管理和作業(yè)基礎(chǔ)制度管理。作業(yè)基礎(chǔ)制度管理是制度管理的最高態(tài)勢,它從過去以事項為中心轉(zhuǎn)化為以崗位為中心,通過作業(yè),將職能和崗位聯(lián)系起來,通過作業(yè)設(shè)計,將職能制度和崗位制度對接起來,使各項制度之間相互整合,在制度之間實現(xiàn)了無縫鏈接。這就為我們建立科學(xué)、系統(tǒng)及量身定做的業(yè)績評價奠定了堅實的基礎(chǔ)。
[Abstract]:In the order of system management as the basic management situation, the system management can be divided into three stages according to the order of simple to the system: the system management of responsibility and rights, the management of the function system and the management of the basic system. The operation based system management is the highest state of the system management. In the center, through the operation, the functions and posts are linked together. Through the work design, the function system and the post system are butted together to integrate each other and realize the seamless link between the systems. This lays a solid foundation for the establishment of scientific, systematic and tailor-made performance evaluation.
