【摘要】：正傳統(tǒng)基金會(huì)創(chuàng)始人埃德溫.福伊爾納說過:"我們的職責(zé)就是影響華盛頓的公共政策共同體,尤其是國(guó)會(huì),第二是行政部門,第三是國(guó)家新聞媒體。"福伊爾納的話簡(jiǎn)約直白地道出了現(xiàn)代智庫(kù)的主要功能以及評(píng)價(jià)的標(biāo)準(zhǔn)。現(xiàn)代智庫(kù)基本的運(yùn)作及其工作均無外乎三大方面:研究與咨詢、傳播與推廣以及籌款。所有智庫(kù)的日常工作都在于政策研究與咨詢,通過其成果作用于政策和法律,進(jìn)而影響和改變社會(huì)。因此,所有智庫(kù)均十分注重對(duì)自身機(jī)構(gòu)、研究成果乃至學(xué)者的推廣與傳播,甚至借鑒商業(yè)營(yíng)銷的方式進(jìn)行。當(dāng)然,這一切的基礎(chǔ)是具有雄厚的資金。
