【摘要】：對(duì)世界各國(guó)智庫(kù)組織形態(tài)及其研究動(dòng)向進(jìn)行跟蹤研究,是人們了解各國(guó)政府內(nèi)外政策的有效途徑。以日本智庫(kù)為例,通過(guò)對(duì)研究智庫(kù)的理論與方法以及日本智庫(kù)在政府決策過(guò)程中的作用與影響進(jìn)行深入的分析和探討,可以發(fā)現(xiàn)智庫(kù)在實(shí)現(xiàn)自我價(jià)值的同時(shí)應(yīng)把追求"公共精神"作為自己的行為準(zhǔn)則。冷戰(zhàn)結(jié)束以來(lái),日本智庫(kù)的性質(zhì)與作用發(fā)生了質(zhì)變,即由面向企業(yè)的"咨詢(xún)機(jī)構(gòu)"轉(zhuǎn)換為面向政府的"政策研究平臺(tái)"。日本戰(zhàn)后曾出現(xiàn)三次智庫(kù)建設(shè)高潮,目前正處于智庫(kù)建設(shè)的調(diào)整期,其經(jīng)驗(yàn)值得正在開(kāi)展智庫(kù)建設(shè)的中國(guó)借鑒。
[Abstract]:It is an effective way for people to understand the internal and external policies of various countries by following up on the organization and research trends of think tanks around the world. Take the Japanese think tanks as an example, By studying the theory and method of think-tank and the role and influence of Japanese think-tank in the process of government decision-making, It can be found that while realizing self-worth, think tanks should regard the pursuit of "public spirit" as their own code of conduct. Since the end of the Cold War, the nature and role of Japanese think tanks have changed qualitatively. That is, from an enterprise-oriented "advisory body" to a "policy research platform" for the government. After the war, Japan experienced three upsurge in the construction of think tanks, and is now in a period of adjustment in the construction of think tanks. Its experience is worthy to be used for reference by China, which is building a think-tank.
