文章摘要：管理機(jī)制設(shè)計(jì)理論已經(jīng)形成了＂概念界定-機(jī)制六目標(biāo)的明確-機(jī)制七元組的構(gòu)成-機(jī)制四設(shè)計(jì)模式的提出＂一系列較完整的分析思路和框架,其中七元組之一的時間規(guī)制在整個管理機(jī)制設(shè)計(jì)理論中占據(jù)著舉足輕重的地位。本文在對經(jīng)濟(jì)機(jī)制設(shè)計(jì)理論、管理機(jī)制設(shè)計(jì)理論及已有時間規(guī)制相關(guān)研究進(jìn)行總結(jié)和分析的基礎(chǔ)上,首先對時間規(guī)制研究中涉及的時間進(jìn)行分類,將時間分為時間點(diǎn)、時間長度和時間周期三大類;接著,提出了關(guān)于時間規(guī)制的四大類設(shè)計(jì)模式,分別是時間點(diǎn)設(shè)計(jì)模式、時間長度設(shè)計(jì)模式、時間周期設(shè)計(jì)模式及組合模式;最后,分析了時間規(guī)制與管理機(jī)制設(shè)計(jì)理論中提出的其他兩種規(guī)制-空間規(guī)制和能量規(guī)制的關(guān)系,并以十大應(yīng)急管理機(jī)制為例,對提出的時間規(guī)制模式進(jìn)行了應(yīng)用分析。

Abstr：Managerial mechanism design theory has formed a series of more completely analytical approach and framework, including ＂definition defining, the explicit six objectives, the seven compositions and four design patterns of the mechanism＂ , of which time reg- ulation has a pivotal position. Based on the review of economic mechanism design theory, managerial mechanism design theory and re- lated researches on time regulation, this paper firstly classify the time regulation including time points, time length and time cycle. Then, the time regulation~ design modes are divided into four basic classes, which are time points design mode, time length design mode, time cycle design mode and the combination mode. Lastly, the relationship among time, space and energy regulation is analyzed, and the four time design modes of the above are applied to analyze ten emergency management mechanisms, in order to show the practical significance of the modes.
