基于風(fēng)險(xiǎn)檢驗(yàn)技術(shù)的城市燃?xì)夤芫W(wǎng)風(fēng)險(xiǎn)管理研究

【摘要】:城市燃?xì)夤芫W(wǎng)與城市供電系統(tǒng)、供水管網(wǎng)和交通道路一起構(gòu)成了現(xiàn)代城市的公共基礎(chǔ)設(shè)施,也是城市生命線的重要組成之一。但是城市生命線燃?xì)夤芫W(wǎng)因長期運(yùn)行、材料腐蝕老化、環(huán)境變遷、系統(tǒng)擴(kuò)容和城市化進(jìn)程的迅速發(fā)展等因素極易發(fā)生突發(fā)性、災(zāi)難性事故,城市燃?xì)夤芫W(wǎng)的安全可靠性問題變得愈來愈嚴(yán)重。因此,城市燃?xì)夤芫W(wǎng)安全問題引起工業(yè)界及學(xué)術(shù)界的高度重視,開展城市燃?xì)夤芫W(wǎng)的風(fēng)險(xiǎn)管理研究具有重要的意義和價(jià)值。論文以重慶江北某區(qū)域內(nèi)的燃?xì)夤芫W(wǎng)為例,建立城市燃?xì)夤芫W(wǎng)失效樹模型,得出了導(dǎo)致管道失效的主要原因是管道土壤腐蝕嚴(yán)重和管材抗腐蝕性能較差。另外,還采用基于風(fēng)險(xiǎn)檢驗(yàn)(Risk Based Inspection,RBI)技術(shù),對(duì)區(qū)域內(nèi)的8條主燃?xì)夤艿肋M(jìn)行了定量風(fēng)險(xiǎn)分析,得出各管道的失效可能性等級(jí)和失效后果等級(jí),并對(duì)風(fēng)險(xiǎn)等級(jí)進(jìn)行排序,得出8條管道中處于低風(fēng)險(xiǎn)的管道4條,中風(fēng)險(xiǎn)的管道2條,中高風(fēng)險(xiǎn)和高風(fēng)險(xiǎn)的管道各1條。制定了基于風(fēng)險(xiǎn)檢驗(yàn)的城市燃?xì)夤芫W(wǎng)的檢測(cè)周期和維修規(guī)劃,從而科學(xué)制定風(fēng)險(xiǎn)防范措施,實(shí)現(xiàn)經(jīng)濟(jì)效益的最大化,使安全與效益達(dá)到最佳狀態(tài)的統(tǒng)一,為城市生命線燃?xì)夤芫W(wǎng)的預(yù)防維修管理和防范對(duì)策提供依據(jù)。
[Abstract]:Urban gas pipeline network, urban power supply system, water supply network and traffic road together constitute the public infrastructure of modern city, and it is also one of the important components of urban lifeline. However, the urban lifeline gas pipeline network is prone to sudden and catastrophic accidents due to long-term operation, material corrosion and aging, environmental changes, system expansion and the rapid development of urbanization. The problem of safety and reliability of urban gas pipeline network is becoming more and more serious. Therefore, the safety of urban gas pipeline network has attracted great attention of industry and academia, and it is of great significance and value to carry out the research on risk management of urban gas pipeline network. Taking the gas pipeline network in Jiangbei area of Chongqing as an example, the failure tree model of urban gas pipeline network is established, and it is concluded that the main reasons for pipeline failure are serious soil corrosion and poor corrosion resistance of pipe. In addition, the quantitative risk analysis of eight main gas pipelines in the region is carried out by using the (Risk Based Inspection,RBI technology based on risk test, and the failure possibility grade and failure consequence grade of each pipeline are obtained, and the risk grades are sorted. Four pipelines with low risk, two pipelines with medium risk, one pipeline with high risk and one pipeline with high risk are obtained. The detection cycle and maintenance plan of urban gas pipeline network based on risk inspection are worked out, so that the risk prevention measures can be formulated scientifically, the economic benefit can be maximized, and the safety and benefit can be unified in the best state. It provides the basis for the preventive maintenance management and preventive countermeasures of urban lifeline gas pipeline network.
