價(jià)值工程在農(nóng)民集中居住區(qū)規(guī)劃設(shè)計(jì)中的應(yīng)用研究

【摘要】:在我國(guó)城鎮(zhèn)化發(fā)展的過(guò)程中,農(nóng)民集中居住區(qū)是城鎮(zhèn)發(fā)展的主要方式。農(nóng)民集中居住區(qū)不僅能節(jié)約土地,方便集中化管理,也能提高農(nóng)民生活質(zhì)量,改善農(nóng)民的居住環(huán)境,符合城鎮(zhèn)化發(fā)展的要求。經(jīng)過(guò)國(guó)家和建設(shè)者的不懈努力,農(nóng)民集中居住區(qū)在城鎮(zhèn)化的進(jìn)程中已經(jīng)取得了很大進(jìn)展,也深受各地農(nóng)民的喜愛(ài)。但是,農(nóng)民集中居住區(qū)發(fā)展的過(guò)程中仍存在許多問(wèn)題,如選址問(wèn)題、配套設(shè)施問(wèn)題、規(guī)劃設(shè)計(jì)問(wèn)題等等。前期的規(guī)劃設(shè)計(jì)直接影響到小區(qū)建設(shè)的成敗,經(jīng)學(xué)者研究表明,在規(guī)劃設(shè)計(jì)階段,對(duì)項(xiàng)目的建設(shè)周期和成本的影響最大。因此,在農(nóng)民集中居住區(qū)規(guī)劃設(shè)計(jì)階段,綜合考慮各種因素對(duì)小區(qū)的影響,采用合理的評(píng)價(jià)方法建立合理全面的指標(biāo)評(píng)價(jià)體系,使得小區(qū)的規(guī)劃設(shè)計(jì)更實(shí)際,更符合農(nóng)民的居住要求。目前農(nóng)民集中居住區(qū)的規(guī)劃設(shè)計(jì)仍然存在很多不足之處。比如重成本控制忽視小區(qū)的建設(shè)效果,或者重視小區(qū)的建設(shè)效果忽視成本;只根據(jù)規(guī)劃者的個(gè)人想法而忽略居住者的需求等,以上的問(wèn)題就是缺乏正確的、科學(xué)的、系統(tǒng)的管理方法對(duì)小區(qū)的規(guī)劃設(shè)計(jì)進(jìn)行管理和評(píng)價(jià)。價(jià)值工程是一門(mén)交叉的、系統(tǒng)的、科學(xué)的管理方法。國(guó)外已經(jīng)將價(jià)值工程成功應(yīng)用到各行各業(yè),在國(guó)內(nèi)價(jià)值工程也得到廣泛的應(yīng)用。因此,將價(jià)值工程運(yùn)用到農(nóng)民集中居住區(qū)規(guī)劃設(shè)計(jì)中,對(duì)小區(qū)的功能進(jìn)行優(yōu)化,降低成本,實(shí)現(xiàn)價(jià)值最大化具有重要的實(shí)際意義。本文針對(duì)農(nóng)民集中居住區(qū)規(guī)劃設(shè)計(jì)階段進(jìn)行研究,分析農(nóng)民集中居住區(qū)規(guī)劃設(shè)計(jì)研究的現(xiàn)狀,找出其中存在的問(wèn)題,提出在農(nóng)民集中居住區(qū)規(guī)劃設(shè)計(jì)中運(yùn)用價(jià)值工程的特點(diǎn)和要求。①介紹價(jià)值工程理論、價(jià)值工程國(guó)內(nèi)為發(fā)展的現(xiàn)狀及發(fā)展趨勢(shì)、價(jià)值工程的一般工作程序和價(jià)值工程的計(jì)算模型。②以?xún)r(jià)值工程理論為基礎(chǔ)建立農(nóng)民集中居住區(qū)規(guī)劃設(shè)計(jì)指標(biāo)評(píng)價(jià)體系。③結(jié)合實(shí)際案例——以邗江公道鎮(zhèn)農(nóng)民集中居住區(qū)為例,通過(guò)指標(biāo)體系的建立、權(quán)重的計(jì)算、功能系數(shù)的計(jì)算、目標(biāo)成本的計(jì)算,完成價(jià)值系數(shù)的計(jì)算,選擇出價(jià)值最大的規(guī)劃設(shè)計(jì)方案,并對(duì)所選擇的方案提出優(yōu)化。
[Abstract]:In the process of urbanization in our country, peasant concentrated residential area is the main way of urban development. Farmers centralized residential areas can not only save land, facilitate centralized management, but also improve the quality of life of farmers, improve the living environment of farmers, in line with the requirements of urbanization development. Through the unremitting efforts of the state and builders, farmers concentrated residential areas have made great progress in the process of urbanization, but also by farmers everywhere. However, there are still many problems, such as site selection, matching facilities, planning and design, in the process of the development of peasant concentrated residential areas. The early planning and design has a direct impact on the success or failure of the community construction. Scholars have shown that in the stage of planning and design, the construction cycle and cost of the project are most affected. Therefore, in the planning and design stage of the peasant concentrated residential area, considering the influence of various factors on the residential district, the reasonable evaluation method is adopted to establish a reasonable and comprehensive index evaluation system, which makes the planning and design of the district more practical. More in line with the living requirements of farmers. At present, there are still many deficiencies in the planning and design of peasant concentrated residential areas. This article carries on the research to the peasant centralized residential district planning and design stage, analyzes the present situation of the peasant centralized residential district planning and design research, and finds out the existing problems. This paper puts forward the characteristics and requirements of applying value engineering in the planning and design of peasant concentrated residential area. 1 introduces the theory of value engineering, the present situation and development trend of value engineering in China. The general working procedure of value engineering and the calculation model of value engineering. 2. Based on the theory of value engineering, the evaluation system of the planning and design index of peasant concentrated residential areas is established. 3. Based on the practical cases-based on the farmers of Hanjiang Gongdao Town Centralized residential areas, for example, Through the establishment of the index system, the calculation of the weight, the calculation of the function coefficient, the calculation of the target cost, the calculation of the value coefficient, the selection of the planning and design scheme with the greatest value, the optimization of the selected scheme is put forward.
