【摘要】：隨著城市現(xiàn)代化進程的不斷加速，“保護”與“發(fā)展”之間的矛盾逐漸成為阻礙城市前進的主要問題。歷史街區(qū)作為城市遺產(chǎn)的重要組成部分，應進行合理保護，并借助適當更新手段促進街區(qū)品質(zhì)提升，將“保護”化為城市的“發(fā)展”手段，落實歷史街區(qū)的保護與更新工作的開展。杭州作為我國第一批歷史文化名城，市區(qū)內(nèi)大部分歷史街區(qū)在得到一定保護與持續(xù)更新的同時，也面臨著歷史保護與現(xiàn)代振興相互沖突的問題。 論文基于可持續(xù)發(fā)展與有機更新理論，，以杭州歷史街區(qū)作為研究對象，立足杭州歷史街區(qū)保護與更新工作開展的具體情況，引入因子分析法，從社會、經(jīng)濟、環(huán)境三個維度分析影響杭州歷史街區(qū)保護與有機更新的因子；著重對小營巷舊城風貌保護區(qū)、中山中路傳統(tǒng)商業(yè)街保護區(qū)、拱宸橋橋西歷史街區(qū)進行案例調(diào)研，并結(jié)合使用后滿意度調(diào)查，總結(jié)杭州歷史街區(qū)保護與更新工作發(fā)展現(xiàn)狀；歸納杭州歷史街區(qū)保護與更新工作特色：立足城市發(fā)展背景，以政府為主導，以公眾利益為主要出發(fā)點，通過小規(guī)模漸進式更新，建設地域特色明顯、體驗層次多樣的“三宜”歷史街區(qū)。分析工作中存在問題并提出改善建議：1）引入市場機制；2）提升公眾保護意識；3）加強技術支撐；4）強調(diào)公眾參與；5）促進相互交流。 最后以思鑫坊歷史街區(qū)為例，分析街區(qū)保護的重點與難點，探討杭州歷史街區(qū)保護與更新工作的未來發(fā)展對策。
[Abstract]:With the acceleration of the process of urban modernization, the contradiction between "protection" and "development" has gradually become the main problem hindering the progress of the city. As an important part of urban heritage, historic blocks should be protected reasonably, and the quality of the blocks should be promoted by means of proper renewal, and the "protection" should be transformed into the "development" means of the city. To carry out the protection and renewal of historic districts. Hangzhou is the first group of historic and cultural cities in our country. Most of the historic districts in the urban area are protected and continuously renewed, but also face the conflict between historical protection and modern rejuvenation. Based on the theory of sustainable development and organic renewal, taking Hangzhou historical district as the research object, based on the specific situation of Hangzhou historical district protection and renewal, this paper introduces factor analysis method, from the social, economic, economic, Three dimensions of environment analysis of the impact of Hangzhou historical block protection and organic renewal of the factors; Focus on the Xiaying Lane old town protection area, Zhongshan Road traditional commercial street protection area, Gongchen bridge west historical district case investigation, and combined with the use of satisfaction survey, summed up Hangzhou historical block protection and renewal of the status quo; Based on the background of urban development, government as the leading point, public interest as the main starting point, the construction of regional characteristics is obvious through small scale gradual renewal. Experience various levels of "three Yi" historical block. Problems existed in the analysis and suggestions for improvement were put forward: (1) introducing market mechanism; (2) raising public awareness of protection; (3) strengthening technical support; (4) emphasizing public participation; (5) promoting mutual communication. Finally, taking Sixinfang historical block as an example, this paper analyzes the focal points and difficulties of block protection, and probes into the future development countermeasures for the protection and renewal of Hangzhou historic block.
