低碳社區(qū)規(guī)劃實(shí)施績(jī)效評(píng)價(jià)研究

【摘要】:低碳社區(qū)作為發(fā)展低碳經(jīng)濟(jì)、建設(shè)低碳城鎮(zhèn)的基本單元,已成為各國(guó)學(xué)者研究和實(shí)踐低碳理論的重要空間載體。一個(gè)有效的規(guī)劃實(shí)施績(jī)效評(píng)價(jià)不僅可以提升社區(qū)規(guī)劃的實(shí)施水平,而且可以對(duì)社區(qū)規(guī)劃中的缺點(diǎn)和不足進(jìn)行及時(shí)反饋,最終達(dá)到社區(qū)規(guī)劃的低碳目標(biāo)。因此,研究低碳社區(qū)規(guī)劃體系,構(gòu)建符合低碳社區(qū)規(guī)劃的實(shí)施目標(biāo)、規(guī)劃目標(biāo)的社區(qū)規(guī)劃實(shí)施績(jī)效評(píng)價(jià)模型勢(shì)在必行。本文選取低碳社區(qū)作為研究對(duì)象,通過(guò)研究低碳社區(qū)規(guī)劃理論和實(shí)踐,結(jié)合社區(qū)碳排放特點(diǎn),提出低碳社區(qū)規(guī)劃體系,并以低碳社區(qū)規(guī)劃體系為框架,研究建立評(píng)價(jià)低碳社區(qū)規(guī)劃體系實(shí)施效果的績(jī)效評(píng)價(jià)模型。 論文基于低碳社區(qū)規(guī)劃及評(píng)價(jià)相關(guān)文獻(xiàn),結(jié)合國(guó)內(nèi)外典型低碳社區(qū)規(guī)劃實(shí)踐經(jīng)驗(yàn),從社區(qū)的建筑系統(tǒng)、交通系統(tǒng)、能源系統(tǒng)、環(huán)境系統(tǒng)和綠地系統(tǒng)五個(gè)方面對(duì)社區(qū)碳排放水平影響的主要因素進(jìn)行分析,提出了低碳社區(qū)規(guī)劃的原則和目標(biāo),并構(gòu)建了由從土地利用規(guī)劃、道路交通規(guī)劃、綠地系統(tǒng)規(guī)劃、能源系統(tǒng)規(guī)劃、環(huán)境系統(tǒng)規(guī)劃和綠色建筑設(shè)計(jì)六個(gè)部分構(gòu)成的低碳社區(qū)規(guī)劃體系。以低碳社區(qū)規(guī)劃體系為基本準(zhǔn)則,以城市規(guī)劃評(píng)價(jià)理論和績(jī)效評(píng)價(jià)基礎(chǔ)理論為理論基礎(chǔ),創(chuàng)新性地提出了低碳社區(qū)規(guī)劃實(shí)施績(jī)效的構(gòu)成,并運(yùn)用碳足跡法和模糊綜合評(píng)價(jià)法,分別建立了實(shí)施完整性評(píng)價(jià)模型、實(shí)施有效性評(píng)價(jià)模型和實(shí)施滿意性評(píng)價(jià)方法。以武漢市百步亭社區(qū)為例,對(duì)本文的績(jī)效評(píng)價(jià)模型進(jìn)行實(shí)證研究,,研究表明:百步亭社區(qū)規(guī)劃實(shí)施完整性的評(píng)價(jià)結(jié)果為“良”、實(shí)施有效性的評(píng)價(jià)結(jié)果為“非常有效”、實(shí)施滿意性的評(píng)價(jià)結(jié)果為“非常滿意”。本文研究提出的低碳社區(qū)規(guī)劃體系和低碳社區(qū)規(guī)劃實(shí)施績(jī)效評(píng)價(jià)模型,為低碳社區(qū)規(guī)劃的編制和規(guī)劃實(shí)施后的評(píng)價(jià)提供了新的思路和方法。
[Abstract]:As the basic unit of developing low-carbon economy and constructing low-carbon cities and towns, low-carbon communities have become an important space carrier for scholars to study and practice low-carbon theory. An effective performance evaluation of planning implementation can not only improve the implementation level of community planning, but also provide timely feedback on the shortcomings and shortcomings of community planning, and finally achieve the low carbon target of community planning. Therefore, it is imperative to study the low carbon community planning system and to construct the implementation target of the low carbon community planning, and the performance evaluation model of the community planning implementation is imperative. This paper selects low-carbon community as the research object, through studying the theory and practice of low-carbon community planning, combining the characteristics of community carbon emissions, puts forward the low-carbon community planning system, and takes the low-carbon community planning system as the framework. To establish a performance evaluation model to evaluate the effect of low-carbon community planning system. Based on the relevant documents of low-carbon community planning and evaluation, combined with the practical experience of typical low-carbon community planning at home and abroad, the paper discusses the construction system, transportation system and energy system of the community. This paper analyzes the main factors that affect the carbon emission level of community from five aspects of environmental system and green space system, puts forward the principles and objectives of low-carbon community planning, and constructs the planning of land use planning, road traffic planning, and green space system planning from the aspects of land use planning, road traffic planning and green space system planning. Low-carbon community planning system composed of energy system planning, environmental system planning and green building design. Taking low-carbon community planning system as the basic criterion, taking urban planning evaluation theory and performance evaluation theory as the theoretical basis, this paper innovatively puts forward the composition of the implementation performance of low-carbon community planning, and applies the carbon footprint method and fuzzy comprehensive evaluation method. The implementation integrity evaluation model, the implementation effectiveness evaluation model and the implementation satisfaction evaluation method are established respectively. Taking the Baibuting community in Wuhan as an example, the paper makes an empirical study on the performance evaluation model in this paper. The results show that the evaluation results of the implementation integrity of the community planning are "good", and the evaluation results of the implementation effectiveness are "very effective". The implementation of satisfactory evaluation results as "very satisfactory." In this paper, the low carbon community planning system and the implementation performance evaluation model of low carbon community planning are proposed, which provide a new way of thinking and method for the preparation and evaluation of low carbon community planning.
