【摘要】：在我國快速城鎮(zhèn)化背景下,向市域空間層次拓展,解決宏觀生態(tài)保育和綠化建設問題,是綠地系統(tǒng)規(guī)劃目前的研究熱點。而構(gòu)建具有可操作性的空間管控技術(shù)體系是市域綠地規(guī)劃編研的必然趨勢。 本文研究的目的在于：立足于我國現(xiàn)行城鄉(xiāng)規(guī)劃體系和制度情景,構(gòu)建有較強可操作性和推廣意義的,基于空間管控視角下的市域綠地系統(tǒng)規(guī)劃編研技術(shù)方法體系。 本文采用比較分析、歸納總結(jié)、案例分析等研究方法。通過對國內(nèi)外相關(guān)規(guī)劃和實踐的比較,分析目前我國市域綠地系統(tǒng)規(guī)劃編制普遍存在的問題；在總結(jié)我國市域綠地系統(tǒng)規(guī)劃編研實踐,和我國相關(guān)市域規(guī)劃的研究和實踐的基礎上,提出基于空間管控視角的市域綠地系統(tǒng)規(guī)劃編制的技術(shù)方法體系。 本文形成如下幾個方面的研究結(jié)論和成果： 1.梳理我國市域綠地系統(tǒng)規(guī)劃的編研與實踐歷程,提出完善的空間管控體系是我國市域綠地系統(tǒng)規(guī)劃編研未來發(fā)展的必然趨勢； 2.提出了與新版城鄉(xiāng)用地分類標準對接的市域綠地分類體系； 3.提出了市域綠地系統(tǒng)規(guī)劃中市域“基本綠線”的概念和劃定方法,并進行了市域“基本綠線”空間管控對策研究； 4.提出了“基本綠線+綠化分級分區(qū)管控”的市域綠地系統(tǒng)規(guī)劃編研的技術(shù)方法體系,并進行了市域“綠化分級分區(qū)管控”的分級分區(qū)劃定和空間管控對策研究； 5.在《昌吉市綠地系統(tǒng)規(guī)劃(2012-2030)》編研成果的基礎上,進行了更加深入的拓展研究,全面示范了上述技術(shù)方法體系； 6.總結(jié)理論研究和示范研究成果,提出了基于空間管控視角的市域綠地系統(tǒng)規(guī)劃導則。 本文研究的創(chuàng)新之處在于： 1.提出了基于空間管控視角下的市域綠地分類體系； 2.提出了市域綠地系統(tǒng)規(guī)劃中市域“基本綠線”的概念及其劃定方法； 3.提出了基于空間管控視角下,“基本綠線+綠化分級分區(qū)管制”的市域綠地系統(tǒng)規(guī)劃編研的技術(shù)方法體系； 4.提出了基于空間管控視角的市域綠地系統(tǒng)規(guī)劃導則。
[Abstract]:Under the background of rapid urbanization in China, it is a hot research topic to expand to the urban spatial level and solve the problems of macroscopical ecological conservation and greening construction. It is an inevitable trend of urban green space planning and research to construct an operable spatial management and control technology system. The purpose of this paper is to build a technical system of urban green space planning based on spatial control and management based on the current urban and rural planning system and system situation of our country. This paper adopts comparative analysis, induction and summary, case analysis and other research methods. Through the comparison of related planning and practice at home and abroad, this paper analyzes the common problems existing in the planning and compilation of urban green space system in China at present. On the basis of summing up the research practice of urban green space system planning in China and the research and practice of relevant urban green space planning in our country, this paper puts forward the technical method system of urban green space system planning based on spatial management and control. This paper forms the following research conclusions and achievements: 1. Combing the course of compilation and practice of urban green space system planning in China, the author points out that perfect spatial control system is the inevitable trend of the future development of urban green space system planning in China; 2. Put forward with the new urban and rural land classification standards docking urban green space classification system; 3. This paper puts forward the concept and method of "basic green line" in the planning of urban green space system, and studies the spatial control countermeasures of "basic green line" in city area. This paper puts forward the technical method system of urban green space system planning and research on "basic Green Line greening classified zoning control", and makes a study on the classification division delineation and spatial control countermeasures of city "greening classified zoning control"; 5. On the basis of compiling and researching results of "Changji Green Space system Planning (2012-2030)", this paper has carried out more in-depth research and demonstrated the above technical method system in an all-round way. 6. This paper summarizes the theoretical research and demonstration research results, and puts forward the planning guidelines of urban green space system based on spatial management and control. The innovation of this paper lies in: 1. The classification system of urban green space based on spatial management and control is put forward. 2. This paper puts forward the concept of "basic green line" in the planning of urban green space system and its delineation method. Based on the view of spatial management and control, this paper puts forward the technical method system of urban green space system planning and research based on "basic Green Line greening grading and zoning control"; 4. The urban green space system planning guidelines based on spatial management and control are proposed.
