新型城鎮(zhèn)化背景下杭州空港新城規(guī)劃與建設(shè)問題探索

【摘要】:城鎮(zhèn)化是現(xiàn)代化的必由之路,我國要順利推進并完成城鎮(zhèn)化,重物輕人、高代價、粗放型的傳統(tǒng)城鎮(zhèn)化模式已難以為繼,必須遵循城鎮(zhèn)化發(fā)展規(guī)律,走一條以人為本、城鄉(xiāng)一體、綠色低碳的新型城鎮(zhèn)化道路。 在全球化的背景下,機場在人類生活、生產(chǎn),經(jīng)濟、政治、文化各個領(lǐng)域中發(fā)揮越來越重要的作用。有機場的城市利用航空運輸?shù)膬?yōu)勢,促成了各種臨空指向型產(chǎn)業(yè)的聚集,帶動機場附近地區(qū)的土地開發(fā)和產(chǎn)業(yè)調(diào)整,逐漸形成了以機場為依托的多功能綜合性區(qū)域——空港城。杭州蕭山空港新城依托4F級的亞洲一級國際機場杭州蕭山國際機場建設(shè),是杭州連接世界,建設(shè)生活品質(zhì)支撐的關(guān)鍵區(qū)域,也是打造都市經(jīng)濟圈的重要組成部分。 空港城在土地、噪音、凈空等方面存在著各種問題,空港城規(guī)劃中如果對上述問題沒有引起足夠重視,不僅會損害空港城當?shù)鼐用竦睦?而且直接影響到空港城的經(jīng)濟社會發(fā)展。 本文基于新型城鎮(zhèn)化、城市規(guī)劃等相關(guān)理論,以杭州空港新城為研究對象,研究其規(guī)劃建設(shè)問題。首先,從新型城鎮(zhèn)化的角度分析空港城的現(xiàn)狀矛盾,并指出該區(qū)域規(guī)劃建設(shè)的特殊性因素。然后,在探索國內(nèi)外空港城規(guī)劃建設(shè)的成功經(jīng)驗后,從土地征遷、居民安置、產(chǎn)業(yè)結(jié)構(gòu)、用地規(guī)劃、交通建設(shè)時序等角度提出杭州空港新城規(guī)劃建設(shè)存在的問題。最后從新型城鎮(zhèn)化的角度提出杭州空港新城規(guī)劃建設(shè)對策,包括推行以人為本的征遷模式、嘗試多種選擇的安置模式、發(fā)展地域特色的空港產(chǎn)業(yè)、做好集約優(yōu)化的用地規(guī)劃、構(gòu)建因地制宜的交通路網(wǎng)、營造綠色低碳的新城環(huán)境、安排科學合理的建設(shè)時序。
[Abstract]:Urbanization is the only way to modernization. In order to promote and complete urbanization smoothly, the traditional urbanization mode of heavy material and light people, high cost and extensive type has been difficult to continue, so we must follow the law of urbanization development and take a people-oriented approach. Urban and rural integration, green low-carbon new urbanization road. In the context of globalization, airports play an increasingly important role in human life, production, economy, politics and culture. The cities with airports make use of the advantages of air transportation, promote the gathering of various air-facing oriented industries, promote the land development and industrial adjustment in the area around the airport, and gradually form a multi-functional comprehensive region, the airport city, based on the airport. Hangzhou Xiaoshan Airport New City relies on the construction of 4F Grade Asia International Airport Hangzhou Xiaoshan International Airport which is the key area of Hangzhou connecting the world and building quality of life. It is also an important part of urban economic circle. There are various problems in the area of land, noise and clearance in the airport city. If the above problems are not given enough attention in the planning of the airport city, it will not only harm the interests of the local residents of the airport city, And directly affect the economic and social development of the airport city. Based on the theories of new urbanization and urban planning, this paper studies the planning and construction of Hangzhou Airport New City. Firstly, this paper analyzes the present situation of the airport city from the perspective of new urbanization, and points out the particularity of the regional planning and construction. Then, after exploring the successful experience in the planning and construction of the airport city at home and abroad, this paper puts forward the problems existing in the planning and construction of Hangzhou Airport New Town from the aspects of land requisition and relocation, residential resettlement, industrial structure, land use planning, traffic construction and so on. Finally, from the perspective of new urbanization, the author puts forward the planning and construction countermeasures of Hangzhou Airport New Town, including carrying out the people-oriented model of requisition and relocation, trying out a variety of alternative resettlement modes, developing the regional characteristics of the airport industry, and doing a good job of intensive and optimized land use planning. Constructing the traffic network according to local conditions, creating a green and low-carbon new city environment, arranging scientific and reasonable construction timing.
