【摘要】：村鎮(zhèn)公共服務(wù)設(shè)施配置是牽涉到我國新農(nóng)村規(guī)劃實施效果的關(guān)鍵問題，村鎮(zhèn)公共服務(wù)設(shè)施能否覆蓋到所有村鎮(zhèn)居民，，設(shè)施規(guī)模能否滿足村鎮(zhèn)居民追求品質(zhì)生活的需要，都成為推動新農(nóng)村建設(shè)進程時不得不思考的問題。由于國內(nèi)城鄉(xiāng)二元結(jié)構(gòu)體制的存在，相應(yīng)的配置指標與規(guī)范均主要服務(wù)于城市，國家與地方均缺乏針對村鎮(zhèn)尤其是農(nóng)村區(qū)域的公共服務(wù)設(shè)施配置標準與規(guī)范，深入務(wù)實地研究村鎮(zhèn)公共服務(wù)設(shè)施配置理論和技術(shù)已經(jīng)成為加快推進城鄉(xiāng)統(tǒng)籌的一項重點工作，也是提高我國新農(nóng)村建設(shè)水平的重要途徑。 目前我國與村鎮(zhèn)公共服務(wù)設(shè)施相配套的政策力度不夠，資金貧乏、設(shè)備落后等現(xiàn)象顯著，尤其教育、醫(yī)療衛(wèi)生類公共服務(wù)設(shè)施仍不能滿足村鎮(zhèn)居民日益增長的生活生產(chǎn)需求，保障不充足，且缺少一套科學合理、系統(tǒng)全面、同時具有前瞻性的村鎮(zhèn)公共服務(wù)設(shè)施配置理論研究。針對以上問題，本文對村鎮(zhèn)公共服務(wù)設(shè)施配置現(xiàn)狀進行研究，總結(jié)出目前我國村鎮(zhèn)公共服務(wù)設(shè)施配置存在的問題，并分析隨著村鎮(zhèn)經(jīng)濟水平的提高，村鎮(zhèn)居民對公共服務(wù)設(shè)施的需求變化，并對村鎮(zhèn)公共服務(wù)設(shè)施配置研究的相關(guān)概念及邊界進行界定，同時分析了文章所研究的村鎮(zhèn)公共服務(wù)設(shè)施的配置過程。 本文結(jié)合我國村鎮(zhèn)及公共服務(wù)設(shè)施配置的特點，從公共服務(wù)設(shè)施的布局設(shè)計、公共服務(wù)設(shè)施配置項目的選定以及配置規(guī)模的確定這三方面對我國村鎮(zhèn)公共服務(wù)設(shè)施配置過程進行系統(tǒng)化的研究。提出運用漸進覆蓋模型解決村鎮(zhèn)布局設(shè)計問題，并構(gòu)建出配置項目選定框架模型，為項目選擇過程提供依據(jù)。為了對文章所提出的配置模型的運行效果進行評價，文章構(gòu)建了村鎮(zhèn)公共服務(wù)設(shè)施配置效益評價模型，并進行實證分析，對文章提出的配置模型進行實際應(yīng)用。
[Abstract]:The allocation of public service facilities in villages and towns is a key issue related to the implementation effect of new rural planning in China. Can public service facilities in villages and towns cover all the residents of villages and towns, and whether the scale of facilities can meet the needs of the residents of villages and towns in pursuit of quality of life? It has become a problem to be considered when promoting the construction process of new countryside. Due to the existence of the dual structure system of urban and rural areas in China, the corresponding allocation indexes and norms are mainly used in cities, and the national and local governments lack the standards and norms for the allocation of public service facilities in villages and towns, especially in rural areas. Deeply and pragmatically studying the theory and technology of the allocation of public service facilities in villages and towns has become a key task in speeding up the overall planning of urban and rural areas, and is also an important way to improve the level of construction of new rural areas in China. At present, the policy of supporting the public service facilities in villages and towns in our country is not strong enough, the funds are poor, the equipment is backward, and so on. Especially, the public service facilities of education, medical and health still can not meet the increasing living and production needs of the residents in villages and towns. The guarantee is not enough, and lacks a set of scientific and reasonable, systematic, comprehensive, and forward-looking research on the allocation of public service facilities in villages and towns. In view of the above problems, this paper studies the present situation of public service facilities in villages and towns, sums up the problems existing in the allocation of public service facilities in villages and towns in China, and analyses the problems existing in the allocation of public service facilities in villages and towns, and analyzes the improvement of the economic level of villages and towns. The change of village residents' demand for public service facilities, the definition of the related concepts and boundaries of the study on the allocation of village public service facilities, and the analysis of the allocation process of the village and town public service facilities studied in this paper. Based on the characteristics of the allocation of villages and towns and public service facilities in our country, this paper discusses the layout and design of public service facilities. The selection of public service facilities allocation project and the determination of allocation scale systematize the process of public service facilities allocation in villages and towns in China. The gradual coverage model is used to solve the problem of village and town layout design, and the frame model of configuration project selection is constructed, which provides the basis for the process of project selection. In order to evaluate the operational effect of the configuration model proposed in this paper, the article constructs the evaluation model of the allocation benefit of village and town public service facilities, and carries on the empirical analysis, carries on the practical application to the configuration model proposed by the article.
