招投標(biāo)階段工程量清單計(jì)價(jià)模式的工程造價(jià)控制

【摘要】:隨著我國(guó)經(jīng)濟(jì)發(fā)展步伐的加快,經(jīng)濟(jì)發(fā)展模式的轉(zhuǎn)變,國(guó)家城鎮(zhèn)化進(jìn)程加緊實(shí)施,國(guó)家日益重視民生事業(yè),注重基礎(chǔ)公用設(shè)施的建設(shè)。建設(shè)工程在我國(guó)呈現(xiàn)遍地開花的局面,建設(shè)工程中的各類矛盾問(wèn)題也日益凸顯。 在建設(shè)工程招投標(biāo)中工程量清單計(jì)價(jià)模式的引入大大解決了建設(shè)工程招投標(biāo)工程中的各類問(wèn)題,也更加科學(xué)合理地評(píng)估了建設(shè)工程的預(yù)算與風(fēng)險(xiǎn),顯著提高了建設(shè)工程招投標(biāo)工作的效率。 目前,我國(guó)建設(shè)工程招投標(biāo)定價(jià)大多已采用工程量清單計(jì)價(jià)模式。招標(biāo)的底價(jià)和投標(biāo)的報(bào)價(jià)都是以工程量清單計(jì)價(jià)模式為基礎(chǔ)編制的。以這種計(jì)價(jià)模式為方法,投標(biāo)方根據(jù)自己特有的施工工藝、施工技術(shù)和直接材料、直接人工及機(jī)械的消耗水平和管理效率確定直接單價(jià)、間接費(fèi)占價(jià)格比率、利潤(rùn)率,結(jié)合市場(chǎng)因素確定相應(yīng)稅負(fù),從而達(dá)到自主報(bào)價(jià)。從這我們可以看出,工程量清單計(jì)價(jià)模式的應(yīng)用更能夠發(fā)揮投標(biāo)企業(yè)自主能動(dòng)報(bào)價(jià)的能力,體現(xiàn)其自身的平均生產(chǎn)水平和優(yōu)勢(shì)經(jīng)驗(yàn),實(shí)現(xiàn)政府定價(jià)到企業(yè)/市場(chǎng)定價(jià)的轉(zhuǎn)變,同時(shí)也適應(yīng)著社會(huì)經(jīng)濟(jì)體制從計(jì)劃經(jīng)濟(jì)到市場(chǎng)經(jīng)濟(jì)的轉(zhuǎn)變。 本文就建設(shè)工程中的招投標(biāo)環(huán)節(jié)加以重點(diǎn)研究,簡(jiǎn)要介紹了建設(shè)工程實(shí)現(xiàn)招投標(biāo)的理論依據(jù),結(jié)合目前國(guó)內(nèi)建設(shè)工程招投標(biāo)現(xiàn)狀,全面分析了建設(shè)工程招投標(biāo)活動(dòng)中存在的各類問(wèn)題及其成因,通過(guò)具體的案例分析梳理建設(shè)工程招投標(biāo)過(guò)程中的各方關(guān)系,提出了控制建設(shè)工程招投標(biāo)風(fēng)險(xiǎn)的相應(yīng)對(duì)策,,以保障建設(shè)工程質(zhì)量及安全。以期降低建設(shè)工程中的招投標(biāo)風(fēng)險(xiǎn),達(dá)到建設(shè)工程預(yù)期效果。
[Abstract]:With the acceleration of the pace of economic development, the transformation of economic development model, the implementation of the national urbanization process, the country increasingly attaches importance to the livelihood of the people, pay attention to the construction of basic public facilities. Construction projects are blooming everywhere in our country, and all kinds of contradictions in construction projects are becoming more and more prominent. The introduction of the bill of quantities valuation model in the bidding of construction projects has solved all kinds of problems in the bidding and bidding projects of construction projects, and assessed the budget and risks of construction projects more scientifically and reasonably. The efficiency of bidding for construction projects has been greatly improved. At present, most of the bidding pricing of construction projects in China has adopted the bill of quantities pricing model. The base price and bidding price are based on the bill of quantities pricing model. With this pricing model as the method, the bidder determines the direct unit price according to his own unique construction technology, construction technology and direct materials, the consumption level of direct labor and machinery and the management efficiency. Combined with market factors to determine the corresponding tax burden, so as to achieve independent quotation. From this, we can see that the application of the bill of quantities pricing model can bring into play the ability of bidding enterprises to move the bidding price independently, reflect their own average production level and superior experience, and realize the transformation from government pricing to enterprise / market pricing. At the same time also adapt to the social and economic system from a planned economy to a market economy. This paper focuses on the tendering and bidding links in construction projects, briefly introduces the theoretical basis for the realization of bidding in construction projects, and combines with the present situation of bidding for construction projects in China. This paper analyzes all kinds of problems existing in the bidding activities of construction projects and their causes, combs the relations between the parties in the process of bidding for construction projects through the analysis of specific cases, and puts forward the corresponding countermeasures to control the risks of bidding for construction projects. To ensure the quality and safety of construction projects. In order to reduce the risk of bidding in construction projects, to achieve the expected results of construction projects.
