【摘要】：“美麗鄉(xiāng)村”建設(shè)是統(tǒng)籌城鄉(xiāng)發(fā)展、實(shí)現(xiàn)城鄉(xiāng)一體的途徑,也是我國社會(huì)主義新農(nóng)村建設(shè)的重點(diǎn)工程;“十二五”期間,我國將“綠色發(fā)展”作為村鎮(zhèn)規(guī)劃的重要指導(dǎo)思想。農(nóng)村環(huán)衛(wèi)體系建設(shè)不僅是新農(nóng)村建設(shè)的重要環(huán)節(jié),也是村鎮(zhèn)綠色化建設(shè)的基本途徑,但是由于長期的城鄉(xiāng)二元結(jié)構(gòu),造成農(nóng)村環(huán)衛(wèi)體系的建設(shè)相對滯后,村鎮(zhèn)環(huán)衛(wèi)體系規(guī)劃及規(guī)模設(shè)置一直是鄉(xiāng)村規(guī)劃編制的盲點(diǎn),其設(shè)施建設(shè)更是缺乏系統(tǒng)性。本次研究基于十二五農(nóng)村領(lǐng)域國家科技計(jì)劃課題“嚴(yán)寒地區(qū)綠色村鎮(zhèn)體系及其關(guān)鍵技術(shù)”(2013BAJ12B01),因此,構(gòu)建嚴(yán)寒地區(qū)綠色村鎮(zhèn)環(huán)衛(wèi)體系是綠色村鎮(zhèn)建設(shè)的重要內(nèi)容。目前,嚴(yán)寒地區(qū)村鎮(zhèn)環(huán)衛(wèi)體系的建設(shè)相對于我國其它地區(qū)仍比較落后,村鎮(zhèn)環(huán)衛(wèi)管理服務(wù)水平較低。因此,對嚴(yán)寒地區(qū)綠色村鎮(zhèn)環(huán)衛(wèi)體系的規(guī)劃配置研究具有十分重要的意義。嚴(yán)寒地區(qū)村鎮(zhèn)環(huán)衛(wèi)體系的研究是基于《中國城鄉(xiāng)環(huán)境衛(wèi)生體系建設(shè)》中對于環(huán)衛(wèi)體系的界定,即將村鎮(zhèn)環(huán)衛(wèi)體系劃分為清掃保潔、收集轉(zhuǎn)運(yùn)、處理處置、綜合利用和環(huán)衛(wèi)管理五個(gè)子系統(tǒng),其綠色化內(nèi)涵在于為有效治理嚴(yán)寒地區(qū)村鎮(zhèn)生產(chǎn)、生活廢棄物,為村民創(chuàng)造清潔、優(yōu)美的生活和工作環(huán)境而進(jìn)行的有關(guān)生活生產(chǎn)廢棄物管理等活動(dòng)的總稱。本文首先以國內(nèi)外已建立的環(huán)衛(wèi)體系為參考依據(jù),綜述了國內(nèi)外在綠色村鎮(zhèn)和環(huán)衛(wèi)體系等方面的理論研究成果和實(shí)踐經(jīng)驗(yàn)。其次,研究了村鎮(zhèn)環(huán)衛(wèi)體系綠色化發(fā)展的相關(guān)理論,并對相關(guān)規(guī)范進(jìn)行了總結(jié)。研究了村鎮(zhèn)體系規(guī)劃及其對于環(huán)衛(wèi)體系的要求,從而確定村鎮(zhèn)環(huán)衛(wèi)體系規(guī)劃的基本內(nèi)容。第三,針對嚴(yán)寒地區(qū)村鎮(zhèn)的整體狀況和生活、生產(chǎn)特征做了調(diào)查研究,通過實(shí)地調(diào)查和問卷訪談的方式,對東北三省及內(nèi)蒙古東部區(qū)的10個(gè)村鎮(zhèn)進(jìn)行現(xiàn)狀調(diào)研,分析了嚴(yán)寒地區(qū)村鎮(zhèn)的基本建設(shè)現(xiàn)狀和特殊性,以及總結(jié)了村鎮(zhèn)生活、生產(chǎn)廢棄物的基本特征,并發(fā)現(xiàn)嚴(yán)寒地區(qū)村鎮(zhèn)綠色化發(fā)展環(huán)衛(wèi)體系運(yùn)行的現(xiàn)狀問題。第四,通過調(diào)研總結(jié)影響環(huán)衛(wèi)體系各子系統(tǒng)建設(shè)的主要影響特征,采用“層次構(gòu)建”的方式,完成初選影響因子組的構(gòu)建,并運(yùn)用主成分分析法,實(shí)現(xiàn)對嚴(yán)寒地區(qū)村鎮(zhèn)環(huán)衛(wèi)體系中綠色化影響程度較高的影響因子的篩選。最后,基于主成分分析的統(tǒng)計(jì)結(jié)果,構(gòu)建了嚴(yán)寒地區(qū)綠色村鎮(zhèn)環(huán)衛(wèi)體系控制項(xiàng),提出環(huán)衛(wèi)體系布局及規(guī)模設(shè)施對策,制定綠色化發(fā)展綜合管理策略,為實(shí)現(xiàn)嚴(yán)寒地區(qū)綠色村鎮(zhèn)環(huán)衛(wèi)體系的發(fā)展奠定基礎(chǔ)。
[Abstract]:The construction of "beautiful countryside" is not only the way to balance urban and rural development and realize the integration of urban and rural areas, but also the key project of building a new socialist countryside in our country. However, due to the long-term dual structure of urban and rural areas, the construction of rural environmental sanitation system is lagging behind. The planning and scale setting of rural environmental sanitation system has always been a blind spot in rural planning, and the construction of its facilities is lack of systematicness. Regional Green Village and town system and its key technologies (BAJ12B01), therefore, the construction of Green Village and town environmental sanitation system in cold regions is an important part of Green Village and town construction. It is of great significance to study the planning and allocation of the environmental sanitation system in the towns and villages of Se Village.The study of the environmental sanitation system in the villages and towns of cold regions is based on the definition of the environmental sanitation system in the Construction of China's Urban and Rural Environmental Sanitation System. Tong, its green connotation is to effectively control the production of villages and towns in cold areas, living waste, for the villagers to create a clean and beautiful living and working environment for the production of waste management activities related to life and production. Secondly, it studies the relevant theories of the green development of the rural environmental sanitation system, and summarizes the relevant norms. The overall situation, life and production characteristics of villages and towns have been investigated. Through field investigation and questionnaire interviews, the present situation of 10 villages and towns in three northeastern provinces and Eastern Inner Mongolia has been investigated. The present situation and particularity of capital construction in villages and towns in severe cold areas have been analyzed. The basic characteristics of life and waste production in villages and towns have been summarized. Fourthly, through the investigation and summary of the main influencing characteristics of the subsystem construction of the environmental sanitation system, the construction of the primary influencing factors group was completed by the "hierarchical construction" method, and the principal component analysis method was used to realize the environmental sanitation system in the villages and towns in the severe cold areas. Finally, based on the statistical results of principal component analysis, the control items of environmental sanitation system in Green villages and towns in severe cold regions were constructed, the Countermeasures of environmental sanitation system layout and scale facilities were put forward, and the comprehensive management strategy of green development was formulated to lay a solid foundation for the development of environmental sanitation system in Green villages and towns in severe cold regions.
