市政排水工程項(xiàng)目管理信息系統(tǒng)分析與設(shè)計(jì)

【摘要】:市政排水工程是城市對污水進(jìn)行綜合防治和城市防澇、防洪的基礎(chǔ)性骨干工程。隨著水污染及內(nèi)澇問題日益嚴(yán)重,其在城市建設(shè)和完善過程中的地位愈加重要。市政排水工程的管網(wǎng)都是深埋在地下,若運(yùn)行中出現(xiàn)問題將難于發(fā)現(xiàn)與解決,且會(huì)對民生造成重大的影響,因此,排水工程從策劃、評估、決策、設(shè)計(jì)、施工到竣工驗(yàn)收、投入生產(chǎn)或交付使用的整個(gè)建設(shè)過程中應(yīng)加強(qiáng)管理,從根本上確保工程的質(zhì)量。但現(xiàn)實(shí)的情況是,排水行業(yè)項(xiàng)目管理水平、信息化發(fā)展水平都落后于其它行業(yè),導(dǎo)致排水工程項(xiàng)目整體效益不高,生產(chǎn)技術(shù)效率偏低。近年,我國對水環(huán)境問題逐漸重視,許多大型排水工程建設(shè)項(xiàng)目陸續(xù)上馬,這對排水工程建設(shè)的管理提升提出了迫切的要求。 在工程建設(shè)管理領(lǐng)域,關(guān)注項(xiàng)目各要素優(yōu)化整合、提升整體效益的集成化管理逐漸成為項(xiàng)目管理的發(fā)展方向,已有了一套比較完整的管理框架,尤其適用于規(guī)模大、參與方眾多的市政工程項(xiàng)目;而隨著信息技術(shù)的普及與發(fā)展,為項(xiàng)目集成管理提供了重要的技術(shù)途徑。通過分析項(xiàng)目管理風(fēng)險(xiǎn),運(yùn)用集成管理的方法形成項(xiàng)目管理框架,在此基礎(chǔ)上設(shè)計(jì)合適的信息系統(tǒng),是一個(gè)可行、有效提高項(xiàng)目成功率的解決方案。 本文研究分析了國內(nèi)外集成管理的相關(guān)研究成果,將全生命周期項(xiàng)目集成管理理論引入到市政排水工程管理中,以廣州市深層隧道排水系統(tǒng)東濠涌試驗(yàn)段為例,分析排水工程管理所面臨的風(fēng)險(xiǎn)與問題,,整理市政排水工程建設(shè)全過程的管理功能需求,搭建工程管理信息系統(tǒng)模型,并對信息系統(tǒng)進(jìn)行了總體框架、基礎(chǔ)平臺、功能模塊的初步設(shè)計(jì)。 本文的撰寫同步于廣州市深層隧道排水系統(tǒng)東濠涌試驗(yàn)段工程,本文研究和論證的結(jié)果,可以作為市政排水工程管理信息平臺精準(zhǔn)的用戶需求報(bào)告,以此為基礎(chǔ)建設(shè)的排水工程管理信息系統(tǒng)將為以后全面開展的廣州深隧工程及其他排水工程服務(wù)。
[Abstract]:Municipal drainage project is the basic backbone of urban sewage prevention and waterlogging prevention and flood control. As water pollution and waterlogging become more and more serious, it plays a more and more important role in the process of urban construction and improvement. The pipe networks of municipal drainage projects are all buried deep underground. If problems occur in operation, they will be difficult to find and solve, and will have a significant impact on the people's livelihood. Therefore, drainage works are planned, evaluated, decided, designed, constructed and completed for acceptance. In order to ensure the quality of the project, the management should be strengthened during the whole construction process. However, the actual situation is that the level of project management and the level of information development of drainage industry lag behind those of other industries, which leads to the low overall benefit of drainage project and the low efficiency of production technology. In recent years, our country pay more and more attention to the water environment problem, many large-scale drainage engineering construction projects have been started one after another, which put forward the urgent request to the drainage engineering construction management promotion. In the field of engineering construction management, the integrated management, which pays close attention to the optimization and integration of the elements of the project and promotes the overall benefit, has gradually become the development direction of the project management. There has been a set of relatively complete management framework, which is especially suitable for large scale. With the popularization and development of information technology, it provides an important technical approach for project integration management. It is a feasible and effective solution to improve the project success rate by analyzing the risk of project management and using the method of integrated management to form a project management framework and to design an appropriate information system on this basis. This paper studies and analyzes the related research results of integrated management at home and abroad, and introduces the whole life cycle project integrated management theory into municipal drainage engineering management, taking the Donghao Bay test section of Guangzhou deep tunnel drainage system as an example. This paper analyzes the risks and problems faced by the drainage engineering management, arranges the management function requirements of the whole process of municipal drainage engineering construction, builds the engineering management information system model, and carries on the overall framework and the basic platform for the information system. The preliminary design of function module. The writing of this paper is synchronized with the Donghao trial section of Guangzhou deep tunnel drainage system. The results of the research and demonstration in this paper can be used as a precise user demand report for the municipal drainage engineering management information platform. The drainage project management information system based on this will serve the Guangzhou deep tunnel project and other drainage projects.
