【摘要】：我國大型公共項(xiàng)目在建設(shè)觀念上與發(fā)達(dá)工業(yè)國家存在差距,傳統(tǒng)管理模式使決策、實(shí)施和運(yùn)營階段相互脫節(jié),不利于運(yùn)營目標(biāo)實(shí)現(xiàn),無法實(shí)現(xiàn)社會(huì)、經(jīng)濟(jì)效益優(yōu)化和項(xiàng)目相關(guān)參與者的多方共贏,需要新的管理模式進(jìn)行管理。本文選用大型公共項(xiàng)目全壽命周期管理模式作為研究對象,對大型公共項(xiàng)目全壽命周期管理的內(nèi)涵、設(shè)計(jì)和實(shí)施、信息管理、實(shí)例驗(yàn)證進(jìn)行研究。論文研究主要包括以下四個(gè)方面的內(nèi)容(1)大型公共項(xiàng)目全壽命周期管理模式基本理論。從公共項(xiàng)目概念切入,對大型公共項(xiàng)目的概念和特點(diǎn)予以界定。介紹集成理念和全壽命周期管理模式的內(nèi)涵,提出將集成運(yùn)用到全壽命周期管理模式中。結(jié)合大型公共項(xiàng)目特點(diǎn),分析全壽命周期管理模式運(yùn)用到大型公共項(xiàng)目的適應(yīng)性。(2)大型公共項(xiàng)目全壽命周期管理模式設(shè)計(jì)和實(shí)施。本文提出了大型公共項(xiàng)目全壽命周期管理系統(tǒng)理念,分析了系統(tǒng)模型和其運(yùn)行機(jī)理,還從網(wǎng)狀虛擬組織的組織結(jié)構(gòu)和功能組織結(jié)構(gòu)兩方面分析了大型公共項(xiàng)目全壽命周期管理系統(tǒng)的組織基礎(chǔ),并提出核心團(tuán)隊(duì)建設(shè)問題等。(3)大型公共項(xiàng)目全壽命周期信息管理。結(jié)合大型公共項(xiàng)目特點(diǎn),提出管理信息化的概念和在大型公共項(xiàng)目中的作用。根據(jù)大型公共項(xiàng)目全壽命周期管理的需求,提出建立建設(shè)項(xiàng)目信息門戶,通過系統(tǒng)設(shè)立、系統(tǒng)體系結(jié)構(gòu)模型、系統(tǒng)功能模塊設(shè)計(jì)幾個(gè)方面研究建設(shè)項(xiàng)目信息門戶在大型公共項(xiàng)目管理中的應(yīng)用,最后補(bǔ)充在實(shí)現(xiàn)管理信息化中要使用的關(guān)鍵技術(shù)。(4)全壽命周期管理模式在大型公共項(xiàng)目中的應(yīng)用。結(jié)合某大型公共建設(shè)項(xiàng)目全壽命周期管理的實(shí)例,分析上文研究的組織結(jié)構(gòu)和信息管理在項(xiàng)目中的應(yīng)用。
[Abstract]:There is a gap between the construction concept of large-scale public projects in China and the developed industrial countries. The traditional management mode disconnects the decision-making, implementation and operation stages, which is not conducive to the realization of operational objectives and cannot realize the society. The optimization of economic benefits and the win-win situation of the project participants need a new management model. In this paper, the whole life cycle management model of large-scale public projects is chosen as the research object, and the connotation, design and implementation, information management and verification of the whole life cycle management of large-scale public projects are studied. This paper mainly includes the following four aspects: (1) the basic theory of life-cycle management model for large public projects. From the concept of public projects, the concept and characteristics of large public projects are defined. This paper introduces the concept of integration and the connotation of whole life cycle management mode, and puts forward the application of integration to the whole life cycle management mode. According to the characteristics of large-scale public projects, the adaptability of life-cycle management model applied to large-scale public projects is analyzed. (2) the design and implementation of life-cycle management models for large-scale public projects. In this paper, the concept of life-cycle management system for large-scale public projects is put forward, and the system model and its operation mechanism are analyzed. This paper also analyzes the organizational basis of the whole life cycle management system of large-scale public projects from the organizational structure and functional organization structure of the network virtual organization, and puts forward the construction of the core team. (3) the information management of the whole life cycle of the large-scale public projects. According to the characteristics of large-scale public projects, this paper puts forward the concept of information management and its role in large-scale public projects. According to the requirement of life-cycle management of large-scale public projects, this paper puts forward the establishment of the information portal of construction projects, and the system architecture model through the establishment of the system. The system function module design several aspects research construction project information portal in the large-scale public project management application, Finally, the key technologies to be used in the realization of information management are added. (4) the application of life-cycle management model in large-scale public projects. Based on the example of life-cycle management of a large public construction project, this paper analyzes the application of organization structure and information management in the project.
