【摘要】：在中國共產(chǎn)黨第十八次全國代表大會(huì)中，胡錦濤同志強(qiáng)調(diào)，堅(jiān)持走中國特色新型城鎮(zhèn)化道路；推動(dòng)工業(yè)化和城鎮(zhèn)化良性互動(dòng)、城鎮(zhèn)化和農(nóng)業(yè)現(xiàn)代化相互協(xié)調(diào)；促進(jìn)工業(yè)化、信息化、城鎮(zhèn)化同步發(fā)展。由此，新型城鎮(zhèn)化成為人們熱議的話題。20世紀(jì)80年代費(fèi)孝通提出“小城鎮(zhèn)、大問題”之后，蘇南小城鎮(zhèn)成為各學(xué)科研究的重點(diǎn)，也被認(rèn)為是中國城鎮(zhèn)化的典型代表。進(jìn)入21世紀(jì)，蘇南小城鎮(zhèn)的發(fā)展進(jìn)入了新的歷史階段。蘇南地區(qū)城鎮(zhèn)體系已經(jīng)形成，城鄉(xiāng)經(jīng)濟(jì)一體化、交通一體化、生活一體化正在形成。 本文首先整理了國外城鄉(xiāng)空間組織的相關(guān)理論，然后闡釋了城鄉(xiāng)一體化的內(nèi)涵，并介紹了蘇南地區(qū)城鄉(xiāng)一體化的研究現(xiàn)狀。在文章的第二部分，筆者首先回顧了蘇南地區(qū)城鄉(xiāng)一體化發(fā)展經(jīng)歷的三個(gè)階段，然后指出目前蘇南小城鎮(zhèn)已經(jīng)進(jìn)入了城鄉(xiāng)一體化轉(zhuǎn)型期，這一階段蘇南小城鎮(zhèn)面臨著國家宏觀政策的調(diào)整、國外城市發(fā)展理論的引入、土地市場化等多種機(jī)遇和挑戰(zhàn)。在文章的第三章，，筆者從規(guī)劃背景、規(guī)劃原則、規(guī)劃目標(biāo)和規(guī)劃布局結(jié)構(gòu)四個(gè)角度分析了蘇南小城鎮(zhèn)規(guī)劃實(shí)踐的一些特征。在論文的第四章，筆者按照開發(fā)主體將小城鎮(zhèn)開發(fā)分為政府主導(dǎo)、企業(yè)主導(dǎo)以及政府主導(dǎo)企業(yè)運(yùn)作的混合開發(fā)模式，也按照開發(fā)動(dòng)力對(duì)小城鎮(zhèn)的開發(fā)模式進(jìn)行了分類，并研究了幾種開發(fā)模式在蘇南小城鎮(zhèn)中的應(yīng)用。文章的最后簡要指出了近年小城鎮(zhèn)規(guī)劃發(fā)展的典型問題，如土地制度的漏洞、規(guī)劃與經(jīng)濟(jì)發(fā)展不同步等，也相應(yīng)的提出了一些對(duì)策。 論文突破了傳統(tǒng)的城市規(guī)劃立足點(diǎn)和思維習(xí)慣，從開發(fā)模式和土地制度等不同的視角對(duì)蘇南小城鎮(zhèn)的規(guī)劃與發(fā)展做出了理性思考，是對(duì)城鄉(xiāng)一體化領(lǐng)先的蘇南地區(qū)的小城鎮(zhèn)規(guī)劃和開發(fā)的最新考察和分析，總結(jié)其經(jīng)驗(yàn)和不足，由此對(duì)我國其它地區(qū)城鎮(zhèn)規(guī)劃與建設(shè)提供理論和實(shí)踐的借鑒。
[Abstract]:At the 18th National Congress of the Communist Party of China, Comrade Hu Jintao stressed that we should adhere to the new road of urbanization with Chinese characteristics, promote benign interaction between industrialization and urbanization, and coordinate urbanization with agricultural modernization; and promote industrialization. Informationization, urbanization develops synchronously. After Fei Xiaotong put forward "small towns, big problems" in 1980s, small towns in southern Jiangsu became the focus of various disciplines and were regarded as typical representatives of urbanization in China. Entering the 21 st century, the development of small towns in southern Jiangsu has entered a new historical stage. The urban system in southern Jiangsu has been formed, and the integration of urban and rural economy, transportation and life is taking shape. In this paper, the theories of urban-rural spatial organization abroad are summarized, then the connotation of urban-rural integration is explained, and the research status of urban-rural integration in southern Jiangsu is introduced. In the second part of the article, the author reviews the three stages of the development of urban and rural integration in southern Jiangsu, and then points out that the small towns in southern Jiangsu have entered the transition period of urban and rural integration. In this stage, small towns in southern Jiangsu are facing many opportunities and challenges, such as the adjustment of national macro policy, the introduction of the theory of urban development abroad, the marketization of land and so on. In the third chapter, the author analyzes some characteristics of planning practice of small towns in southern Jiangsu from four angles: planning background, planning principles, planning objectives and planning layout structure. In the fourth chapter, according to the main body of development, the author divides the development of small towns into government-led, enterprise-led and government-led development modes, and classifies the development models of small towns according to the development motivation. The application of several development models in small towns in southern Jiangsu is also studied. At the end of the paper, the typical problems in the planning and development of small towns in recent years are briefly pointed out, such as the loopholes of land system, the synchronization between planning and economic development, and some corresponding countermeasures are put forward. This paper breaks through the traditional urban planning foothold and thinking habits, and makes rational thinking on the planning and development of small towns in southern Jiangsu from different perspectives such as development mode and land system. It is the latest investigation and analysis of the planning and development of small towns in southern Jiangsu, which is a leading urban-rural integration area, and summarizes its experiences and shortcomings, thus providing a theoretical and practical reference for the planning and construction of cities and towns in other regions of China.
