輸變電工程設(shè)計(jì)方案的分析與評價(jià)方法研究

【摘要】:隨著我國國民經(jīng)濟(jì)持續(xù)穩(wěn)定的快速發(fā)展,很多地區(qū)對電力需求進(jìn)一步加大,為此,電網(wǎng)建設(shè)的力度也進(jìn)一步加大,輸變電工程就成為電網(wǎng)發(fā)展與建設(shè)的核心和重點(diǎn)。但由于輸變電工程具有不同于其他工程的顯著特點(diǎn),該類工程點(diǎn)多、面廣、戰(zhàn)線長,極易受到地形、地貌、地質(zhì)條件、地理環(huán)境、自然氣候、生態(tài)環(huán)境等因素的影響,因而,若要使得輸變電工程項(xiàng)目在保質(zhì)保量的基礎(chǔ)上得以順利實(shí)施并達(dá)到預(yù)期的建設(shè)目標(biāo),就不僅需要對項(xiàng)目做好詳細(xì)全面且深入的可行性研究,而且更需要在此基礎(chǔ)上制定出科學(xué)合理正確有效地工程設(shè)計(jì)方案。但更重要的是,在獲得多個(gè)設(shè)計(jì)方案的基礎(chǔ)上,如何對它們進(jìn)行科學(xué)的分析和評價(jià),使各方案通過相互的比較和對比,能夠相互補(bǔ)充與完善,積極汲取各自的優(yōu)點(diǎn)而使工程設(shè)計(jì)方案更加的科學(xué)合理就更為重要。為此,本課題就此問題展開針對性研究。 目前,對輸變電工程設(shè)計(jì)方案的分析已屬于常態(tài)化化工作,但各單位在分析的內(nèi)容、分析的方法、分析的步驟、分析的指標(biāo)等方面還存在很大的差異,為此,本課題在明確輸變電工程的特點(diǎn)、在其實(shí)施中可能遇到的問題和風(fēng)險(xiǎn)以及輸變電工程設(shè)計(jì)需考慮的內(nèi)容、應(yīng)遵守的原則等內(nèi)容基礎(chǔ)上,就如何把輸變電工程設(shè)計(jì)作為一個(gè)整體項(xiàng)目,把項(xiàng)目管理的科學(xué)思想與科學(xué)方法引進(jìn)來,如何對輸變電工程設(shè)計(jì)方案進(jìn)行更加科學(xué)的分析、評價(jià)和管理進(jìn)行了深入系統(tǒng)的分析與探討。并以朔州110KV輸變電工程設(shè)計(jì)方案為例,在確定了輸電工程設(shè)計(jì)方案的分析內(nèi)容和輸變電工程設(shè)計(jì)方案評價(jià)的基本準(zhǔn)則、評價(jià)方法以及評價(jià)流程的基礎(chǔ)上,結(jié)合朔州輸變電工程的特點(diǎn),確定了最重要的四個(gè)評價(jià)指標(biāo)即投資效益、方案的科技含量、項(xiàng)目的成功度和對環(huán)境的影響。然后,對該工程進(jìn)行了多方案的對比性分析和互斥性分析,按照輸變電工程設(shè)計(jì)方案的評價(jià)流程對朔州輸變電工程設(shè)計(jì)方案進(jìn)行了實(shí)例評價(jià),不僅為最終選出最為合理的方案提供了科學(xué)的依據(jù),而且還根據(jù)分析結(jié)果,對朔州輸變電工程的設(shè)計(jì)方案提出了若干改進(jìn)建議。這一研究結(jié)果不僅對輸變電工程設(shè)計(jì)方案的科學(xué)選擇具有重要的價(jià)值,而且對及時(shí)發(fā)現(xiàn)設(shè)計(jì)中存在的問題、提高工程設(shè)計(jì)管理水平、節(jié)約項(xiàng)目投資、為工程項(xiàng)目的后期實(shí)施提供有力的保障也具有重要的意義。
[Abstract]:With the sustained and stable rapid development of our national economy, the demand for electricity in many areas has been further increased. Therefore, the power grid construction has been further strengthened, and transmission and transformation projects have become the core and focus of the development and construction of the power grid. However, because the power transmission and transformation projects are different from other projects, such projects have many points, wide scope, long front, easy to be affected by topography, geomorphology, geological conditions, geographical environment, natural climate, ecological environment, and so on. If the transmission and transformation project is to be carried out smoothly on the basis of quality and quantity, and to achieve the expected construction goal, it is necessary not only to do a detailed, comprehensive and in-depth feasibility study on the project. Moreover, it is necessary to work out a scientific, reasonable, correct and effective engineering design scheme on this basis. But more importantly, on the basis of obtaining a number of design plans, how to scientifically analyze and evaluate them so that they can complement and perfect each other through comparison and comparison. It is more important to learn their advantages to make the engineering design more scientific and reasonable. For this reason, this subject carries out targeted research on this issue. At present, the analysis of transmission and transformation engineering design scheme is a normal work. However, there are still great differences in the contents, methods, steps, indexes, etc., of the analysis, etc., for this reason, there are still great differences in the contents of the analysis, the methods of the analysis, the steps of the analysis, the indexes of the analysis, and so on. On the basis of defining the characteristics of transmission and transformation projects, the problems and risks that may be encountered in the implementation of transmission and transformation projects, and the contents to be considered in the design of transmission and transformation projects, as well as the principles to be observed, How to take transmission and transformation engineering design as an integral project, how to introduce scientific ideas and scientific methods into project management, and how to carry out more scientific analysis of transmission and transformation engineering design scheme, The evaluation and management are analyzed and discussed systematically. Taking the 110KV transmission and transformation project design scheme of Shuozhou as an example, the paper determines the analysis content of transmission engineering design scheme and the basic criteria, evaluation methods and evaluation flow of transmission and transformation engineering design scheme. Combined with the characteristics of Shuozhou Power Transmission and Transformation Project, the most important four evaluation indexes, namely, investment benefit, scientific and technological content of the project, project success degree and impact on the environment, are determined. Then, the multi-project comparative analysis and mutual exclusion analysis are carried out, and the design scheme of Shuozhou transmission and transformation project is evaluated by an example according to the evaluation process of the transmission and transformation project design scheme. It not only provides a scientific basis for selecting the most reasonable scheme, but also puts forward some suggestions for improving the design scheme of Shuozhou transmission and transformation project according to the analysis results. The results are not only of great value to the scientific selection of transmission and transformation engineering design schemes, but also to the timely discovery of design problems, the improvement of engineering design management level, and the saving of project investment. It is also of great significance to provide effective protection for the later implementation of the project.
