【摘要】：隨著中國(guó)城市化影響的深入，中國(guó)的城鄉(xiāng)社會(huì)轉(zhuǎn)型的矛盾也不斷的加深，進(jìn)入21世紀(jì)以來，鄉(xiāng)村地區(qū)的發(fā)展在國(guó)家層面上受到了高度的重視，2008年《城鄉(xiāng)規(guī)劃法》頒布，明確提出了城市規(guī)劃向城鄉(xiāng)規(guī)劃的轉(zhuǎn)變，將城鄉(xiāng)規(guī)劃分為城鎮(zhèn)體系規(guī)劃、城市規(guī)劃、鎮(zhèn)規(guī)劃、鄉(xiāng)規(guī)劃、村莊規(guī)劃五個(gè)方面的規(guī)劃內(nèi)容，確立了村莊規(guī)劃作為一種重要的規(guī)劃類型在規(guī)劃體系中的法定地位。國(guó)內(nèi)以往“偏向城市”的規(guī)劃技術(shù)傾向開始出現(xiàn)變化，各地開始對(duì)村莊規(guī)劃編制問題進(jìn)行探索與實(shí)踐。但是，由于長(zhǎng)期“偏向城市”的規(guī)劃技術(shù)路徑的慣性、鄉(xiāng)村發(fā)展超常規(guī)的特殊復(fù)雜性與實(shí)地調(diào)研的嚴(yán)重缺乏等因素，村莊規(guī)劃編制仍然處于起步階段。 大別山地區(qū)是我們國(guó)家的貧困連綿山區(qū)，傳統(tǒng)村落的單一、同質(zhì)格局逐漸分化，村莊自身各項(xiàng)要素已經(jīng)由“同質(zhì)同構(gòu)”轉(zhuǎn)向“異質(zhì)異構(gòu)”的組合發(fā)展中，主要體現(xiàn)在產(chǎn)業(yè)發(fā)展、地域文化、建筑風(fēng)貌等方面。城市化進(jìn)程與社會(huì)分化的加劇，使得鄉(xiāng)村地區(qū)村莊功能與性質(zhì)向多元化方向演繹。在長(zhǎng)期的城鄉(xiāng)二元結(jié)構(gòu)的分割與影響制約下，側(cè)重城鎮(zhèn)化地區(qū)的城市規(guī)劃體系相對(duì)健全，而村莊規(guī)劃編制方面則比較薄弱，未有深入系統(tǒng)性的研究。村莊規(guī)劃編制體系、編制內(nèi)容、編制過程、實(shí)施管理四個(gè)方面還不健全，存在許多問題，急需解決。這需要人們重新認(rèn)識(shí)鄉(xiāng)村，以此來分析村莊規(guī)劃編制存在的問題，分析鄉(xiāng)村地區(qū)村莊的發(fā)展特征，基于鄉(xiāng)村視角下提出更加適合大別山地區(qū)村莊發(fā)展的村莊規(guī)劃編制構(gòu)建體系，以期對(duì)大別山地區(qū)村莊的規(guī)劃編制提供很好的借鑒。 第一章首先介紹研究背景，確定研究?jī)?nèi)容和范圍，對(duì)相關(guān)概念進(jìn)行辨析，并闡述鄉(xiāng)村視角下村莊規(guī)劃特征與內(nèi)涵。第二章對(duì)國(guó)內(nèi)外村莊規(guī)劃編制方面的研究實(shí)踐與理論進(jìn)行綜述，分析研究發(fā)達(dá)國(guó)家村莊編制的經(jīng)驗(yàn)借鑒，并對(duì)國(guó)內(nèi)的村莊規(guī)劃編制理論進(jìn)行總結(jié)。 第三章系統(tǒng)分析我國(guó)村莊建設(shè)發(fā)展歷程、村莊規(guī)劃編制進(jìn)程，進(jìn)而總結(jié)出當(dāng)前我國(guó)村莊規(guī)劃編制在編制體系、編制內(nèi)容、編制過程和實(shí)施管理方面存在的問題。第四章基于鄉(xiāng)村視角對(duì)大別山地區(qū)村莊發(fā)展的概況、村莊規(guī)劃編制存在的突出問題及村莊主要特征進(jìn)行分析，，由此提出大別山地區(qū)村莊發(fā)展的趨勢(shì)和需求：多元產(chǎn)業(yè)的發(fā)展、用地集約的推進(jìn)、生態(tài)環(huán)境的改善、鄉(xiāng)村文脈的傳承、居住品質(zhì)的提升。 第五章重點(diǎn)提出鄉(xiāng)村視角下大別山地區(qū)村莊規(guī)劃編制需從規(guī)劃編制思路與原則的明晰、村莊規(guī)劃編制體系的完善、編制內(nèi)容的延伸、編制過程技術(shù)策略的提升、管理實(shí)施的合理化這幾個(gè)方面來進(jìn)行構(gòu)建，以適應(yīng)當(dāng)今村莊的發(fā)展需求。 第六章以大別山地區(qū)湖北省大悟縣城市總體規(guī)劃城鄉(xiāng)統(tǒng)籌專題中的縣域村莊體系規(guī)劃和河南省信陽市光山縣村莊的規(guī)劃設(shè)計(jì)為例，從宏觀、中觀、微觀三個(gè)層次對(duì)村莊規(guī)劃編制理論方面的研究進(jìn)行例證的分析，對(duì)村莊規(guī)劃編制體系、編制內(nèi)容、編制過程、實(shí)施管理幾方面在實(shí)際項(xiàng)目中的創(chuàng)新點(diǎn)進(jìn)行闡述。以期能借助本次研究的相關(guān)理論與實(shí)踐對(duì)當(dāng)前的村莊規(guī)劃編制提出指導(dǎo)性的建議和借鑒。
[Abstract]:With the deepening of China ' s urbanization , the contradiction between China ' s urban and rural social transformation has been deepening . Since the 21st century , the development of rural areas has been highly valued at the national level . In 2008 , the urban and rural planning laws have been promulgated , and the urban and rural planning is divided into urban system planning , urban planning , town planning , township planning and village planning .

This paper analyzes the problems of village planning , analyzes the problems of village planning , analyses the problems of village planning , analyses the problems of village planning , analyses the development characteristics of villages in rural areas , and puts forward the construction system of village planning which is more suitable for village development in the mountainous areas , with a view to providing a good reference for the planning of village in Dabilianshan area .

The first chapter introduces the research background , determines the content and scope of the study , analyzes the relevant concepts , and expounds the characteristics and connotation of village planning in the village perspective .

The third chapter systematically analyzes the development course of village construction and the process of compiling the village planning , and then summarizes the problems existing in the development of village planning in the country , the compilation of content , the process of compilation and the implementation of management . Chapter IV analyzes the village development in Dabianshan area based on the rural visual angle , and puts forward the trend and demand of village development in Dabitha district . The development of multi - industry , the improvement of land intensive , the improvement of ecological environment , the inheritance of rural cultural vein and the promotion of living quality are put forward .

The fifth chapter focuses on the planning of village planning in Dabitha area from the perspective of countryside , which needs to be clarified from the planning thought and principles , the perfection of the planning system of village planning , the extension of the preparation process , the promotion of the process technology strategy , the rationalization of management and implementation , so as to meet the development needs of the village today .

In the sixth chapter , an example of the planning and design of the village planning and planning of the village planning and planning for the village planning in Dawu County , Hubei Province and the planning and design of the village in Guangshan County in Xinyang City of Henan Province are analyzed , and the innovation points of the planning system , the preparation process and the implementation management of the village planning are expounded .
