承包商團隊投標決策影響因素研究

【摘要】:工程項目的建設(shè)都是各個產(chǎn)業(yè)發(fā)展的基礎(chǔ),它為各個產(chǎn)業(yè)提供了基本的場地、交通、能源等若干條件。中國的工程行業(yè),中國工程行業(yè)的承包商隊伍自從新中國建國便邁開發(fā)展的步伐,尤其是改革開放后大量的基礎(chǔ)設(shè)施和工業(yè)民用配套設(shè)施的建設(shè)為中國工程承包商的發(fā)展注入了一針強心劑。近些年,隨著一系列高難度項目的成功建成,中國工程承包商在技術(shù)和管理水平上都得到了長足的發(fā)展并且逐步推行“走出去”戰(zhàn)略,不斷開拓海外市場并且成果喜人。雖然中國工程行業(yè)近些年整體發(fā)展態(tài)勢良好,承包商水平不斷提高,但是項目失敗或者項目虧損的情況仍然時有發(fā)生,值得我們警惕。其根本原因是工程行業(yè)具有非常高的不確定性,所以風險決策在工程領(lǐng)域非常常見。在眾多的風險決策當中,投標決策對于承包商是具有戰(zhàn)略意義的重要的決策,投標決策的好壞直接關(guān)系到承包商企業(yè)未來的發(fā)展。另外在決策方式上中國的工程企業(yè)類型逐漸增多并且接受了國外先進的決策理念即團隊決策。目前無論是中國承包商還是外國承包商,其中絕大多數(shù)都采用團隊決策的方式進行投標決策。根據(jù)以上問題和現(xiàn)狀提出了本文的研究內(nèi)容——承包商團隊投標決策影響因素研究。以此研究內(nèi)容為基礎(chǔ)展開為三個階段。第一階段因素識別階段,首先通過國內(nèi)外文獻綜述來了解相關(guān)研究的發(fā)展歷史并且從中選取可以借鑒的以識別因素,而后通過向工程業(yè)界人員調(diào)研訪談對于以識別因素進行修正或補充。第二階段數(shù)據(jù)收集和處理階段,本研究的數(shù)據(jù)將通過問卷取得,問卷通過滾雪球方式發(fā)放,采用因子分析方法對于因素進行整理分類。第三階段數(shù)據(jù)整理,將已完成的因素分類通過結(jié)合具體案例分析,明確各類因素如何影響決策,影響決策的哪個階段及各類因素間相互關(guān)系,最終形成承包商團隊投標決策影響因素體系概念模型。了解各種因素所屬類別及各類別因素對于投標決策的影響,可以幫助承包商高層領(lǐng)導在決策團隊組建,決策步驟設(shè)置,以及意見同一方式等若干方面完善公司的決策機制盡量避免不必要的決策偏差。
[Abstract]:The construction of engineering projects is the basis of the development of various industries, which provides basic ground, transportation, energy and other conditions for each industry. China's engineering industry, the contractors of China's engineering industry have been developing since the founding of the people's Republic of China. Especially after the reform and opening up a large number of infrastructure and industrial and civil facilities construction for the development of Chinese engineering contractors injected a shot of strength. In recent years, with the successful completion of a series of difficult projects, Chinese engineering contractors have made great progress in technology and management, and gradually implemented the "going out" strategy, and continued to open up overseas markets and achieved gratifying results. Although the overall development of China's engineering industry in recent years is good, the level of contractors has been improving, but the failure of projects or project losses still occur from time to time, so we should be on our guard. The fundamental reason is that engineering industry has very high uncertainty, so risk decision is very common in engineering field. Among the many risk decisions, the bidding decision is of strategic significance to the contractor, and the bidding decision is directly related to the future development of the contractor enterprise. In addition, the types of engineering enterprises in China have gradually increased and accepted the foreign advanced decision-making concept, that is, team decision. At present, the majority of Chinese contractors and foreign contractors make bidding decisions by team decision. According to the above problems and present situation, this paper puts forward the research content of the contractor team bidding decision factors. On the basis of the research, it is divided into three stages. The first stage of factor identification, first through the literature review at home and abroad to understand the development of relevant research history and choose from the identification of factors can be used for reference. Then the identification factors are modified or supplemented by the investigation and interview to the engineering industry personnel. In the second stage of data collection and processing, the data of this study will be obtained by questionnaire, the questionnaire will be distributed by snowball, and the factors will be sorted by factor analysis. In the third stage, the factors that have been completed are classified. Through the analysis of specific cases, it is clear how all kinds of factors affect the decision making, which stage of the factors influence the decision, and the relationship among the various factors. Finally, the conceptual model of influencing factors system of contractor team bidding decision is formed. Understanding the category of factors and their influence on bidding decision can help the senior contractor leaders to set up the decision-making team and the decision steps. And some aspects such as opinions and the same way to improve the company's decision-making mechanism to avoid unnecessary decision-making bias.
