【摘要】：從黨的十六大提出城鄉(xiāng)統(tǒng)籌發(fā)展要求到黨的十八大提出新型城鎮(zhèn)化,我國(guó)的城鎮(zhèn)化發(fā)展逐步由速度擴(kuò)張向質(zhì)量提升“轉(zhuǎn)型”。浙江省積極響應(yīng)中央文件精神,大力推進(jìn)城市化,進(jìn)一步加強(qiáng)要素集聚、產(chǎn)業(yè)集聚和人口集聚,強(qiáng)化各級(jí)中心城市的功能,提高了對(duì)農(nóng)村的輻射能力和帶動(dòng)能力,城鄉(xiāng)協(xié)調(diào)發(fā)展和村鎮(zhèn)建設(shè)水平得到穩(wěn)步提高。在此背景下,義烏市積極抓好城鄉(xiāng)新社區(qū)和連線連片精品區(qū)域規(guī)劃建設(shè),探索不同的建設(shè)形式和管理模式。為了更好地總結(jié)義烏市美麗鄉(xiāng)村建設(shè)的先進(jìn)經(jīng)驗(yàn),解決美麗鄉(xiāng)村建設(shè)遇到的諸如高層建設(shè)壓力大、建房用地不夠集約、農(nóng)村基礎(chǔ)設(shè)施配套不完善等問題。 本文對(duì)義烏市新農(nóng)村建設(shè)的模式進(jìn)行了探索與總結(jié),分析各自利弊,并結(jié)合國(guó)內(nèi)外現(xiàn)有的建設(shè)管理模式先進(jìn)經(jīng)驗(yàn),提出了適合義烏市未來(lái)幾年新農(nóng)村建設(shè)中高層公寓建設(shè)的管理模式和主要抓手工作。主要的研究?jī)?nèi)容為：首先對(duì)義烏市美麗鄉(xiāng)村建設(shè)的成效進(jìn)行回顧和評(píng)價(jià),說明了城鎮(zhèn)化建設(shè)對(duì)改善農(nóng)村居住環(huán)境,增加農(nóng)民財(cái)產(chǎn)性收入等方面的作用,也指出了農(nóng)村建設(shè)規(guī)劃、土地集約、基礎(chǔ)設(shè)施配套、建設(shè)管理等方面的不足。其次,在新形勢(shì)下,對(duì)義烏美麗鄉(xiāng)村建設(shè)的目標(biāo)和任務(wù)量進(jìn)行預(yù)測(cè),預(yù)測(cè)了今后5年高層公寓建設(shè)、用地面積、基礎(chǔ)設(shè)施投入等規(guī)模和資金需求量。再次,本文針對(duì)美麗鄉(xiāng)村建設(shè)時(shí)高層公寓建設(shè)不同的建設(shè)管理模式進(jìn)行對(duì)比,提出了適合當(dāng)?shù)氐慕ㄔO(shè)管理模式,并強(qiáng)化了社區(qū)化管理以提高小區(qū)檔次及品味,考慮村民建設(shè)資金籌集困難和建設(shè)壓力大等原因推行貨幣化安置,并實(shí)施產(chǎn)業(yè)化培育,大力發(fā)展旅游業(yè)、農(nóng)家樂等休閑娛樂產(chǎn)業(yè),加強(qiáng)技術(shù)培訓(xùn),轉(zhuǎn)移農(nóng)村剩余勞動(dòng)力到工廠上班,同時(shí),以農(nóng)房改造為契機(jī),加快農(nóng)村高層住宅建設(shè),打造一批精品示范項(xiàng)目,探索基礎(chǔ)設(shè)施配套建設(shè)新模式,并加強(qiáng)歷史建筑綜合保護(hù),推動(dòng)城鄉(xiāng)住房體系建設(shè)。最后,從加強(qiáng)組織領(lǐng)導(dǎo)、健全體制機(jī)制、完善政策法規(guī)、強(qiáng)化要素保障等四個(gè)保障措施保障義烏市美麗鄉(xiāng)村建設(shè)的成功實(shí)施。
[Abstract]:From the 16th National Congress of the Communist Party of China to the new urbanization proposed by the 18th National Congress of the Communist Party of China, the development of urbanization in China has gradually changed from speed expansion to quality improvement. Zhejiang positively responds to the spirit of the central document, vigorously promotes urbanization, further strengthens the concentration of elements, industries and population, strengthens the functions of central cities at all levels, and improves the radiation and driving capacity of rural areas. The level of coordinated development between urban and rural areas and the construction of villages and towns has been steadily improved. Under this background, Yiwu actively grasps the urban and rural new community and the link piece fine product area planning construction, explores the different construction form and the management pattern. In order to sum up the advanced experience in the construction of beautiful villages in Yiwu, solve the problems of the construction of beautiful villages, such as the pressure of high level construction, the lack of intensive land for building houses, the imperfect supporting facilities of rural infrastructure and so on. This paper explores and summarizes the mode of new rural construction in Yiwu, analyzes their respective advantages and disadvantages, and combines the advanced experience of the existing construction management mode at home and abroad. This paper puts forward the management mode and main work of the high-rise apartment construction in the new rural construction in Yiwu in the next few years. The main research contents are as follows: firstly, the paper reviews and evaluates the effects of the construction of beautiful villages in Yiwu, explains the role of urbanization in improving the rural living environment and increasing the peasants' property income, and also points out the rural construction planning. Land intensive, infrastructure supporting, construction management and other aspects of the deficiencies. Secondly, under the new situation, the goal and task quantity of Yiwu beautiful countryside construction are forecasted, and the scale and capital demand of high-rise apartment construction, land area and infrastructure investment in the next five years are forecasted. Thirdly, this paper contrasts the different construction management models of high-rise apartment construction in the beautiful countryside construction, and puts forward the construction management model suitable for the local area, and strengthens the community management to improve the grade and taste of the residential area. Considering the difficulties in raising funds for the construction of villagers and the heavy pressure on construction, the implementation of monetization resettlement, the implementation of industrialization cultivation, the vigorous development of leisure and entertainment industries such as tourism and agriculture, and the strengthening of technical training, To transfer rural surplus labor to work in factories, at the same time, to speed up the construction of rural high-rise housing, to create a number of high-quality demonstration projects, to explore new models for supporting infrastructure construction, and to strengthen the comprehensive protection of historical buildings, taking the transformation of rural houses as an opportunity. We will promote the construction of urban and rural housing systems. Finally, from strengthening the organization and leadership, perfecting the system and mechanism, perfecting the policies and regulations, and strengthening the guarantee of the elements, we can ensure the successful implementation of the construction of the beautiful countryside in Yiwu.
