【摘要】：燃?xì)夤艿兰霸O(shè)施的施工安全是城市建設(shè)施工活動(dòng)中常見的問題。如何保證在施工過程中有效避開燃?xì)夤艿兰霸O(shè)施，實(shí)現(xiàn)安全施工，保護(hù)城市建設(shè)者和社會(huì)的安全與穩(wěn)定，，是每一個(gè)施工單位、每一位施工人員共同面對的問題。第三方破壞已成為深圳市燃?xì)夤艿腊l(fā)生泄漏的主要形式之一，其成因復(fù)雜、具有較強(qiáng)的隨機(jī)性和不確定性。從第三方施工工地的管理方面入手，從源頭預(yù)防燃?xì)夤艿涝馐芷茐�，對燃�(xì)夤芫�的安全運(yùn)行具有重要的意義。 對深圳市近年來第三方施工工地進(jìn)行分析，從相關(guān)法律法規(guī)、施工建設(shè)管理、燃?xì)馄髽I(yè)內(nèi)部管理等方面找出燃?xì)夤艿辣黄茐牡某梢颉Ｉ钲谑械谌狡茐闹饕ㄩ_挖、鉆探、定向鉆施工、小區(qū)綠化建設(shè)等多個(gè)方面，其原因包括施工方在明知地下有燃?xì)夤艿赖那闆r下采用大型機(jī)械開挖的盲目施工，為避免責(zé)任在無相關(guān)手續(xù)以及不明確地下管線設(shè)施的情況偷偷施工，施工人員安全意識(shí)薄弱、燃?xì)庠O(shè)施建設(shè)施工管理松懈、燃?xì)馄髽I(yè)內(nèi)部運(yùn)行管理疏忽等。對幾種成因提出了有針對性的對應(yīng)措施——燃?xì)夤芫W(wǎng)建設(shè)施工管理、管道施工時(shí)嚴(yán)格按要求在現(xiàn)場設(shè)置相關(guān)的標(biāo)志樁、警示牌以及埋地警示設(shè)施等、第三方工地分級分類管理、第三方巡查管理等，力爭從源頭切斷破壞事故發(fā)生因素，預(yù)防第三方破壞，通過實(shí)現(xiàn)安全、文明施工目標(biāo)的同時(shí)，能為城市安全穩(wěn)定供氣做出貢獻(xiàn)。
[Abstract]:The construction safety of gas pipelines and facilities is a common problem in urban construction activities. How to effectively avoid gas pipelines and facilities, realize safe construction, and protect the safety and stability of the city builders and society is a common problem for every construction unit and every constructor. Third party damage has become one of the main forms of gas pipeline leakage in Shenzhen, which has complex causes, strong randomness and uncertainty. Starting from the management of the third party construction site, it is of great significance for the safe operation of the gas pipeline to prevent the gas pipeline from being damaged from the source. Based on the analysis of the third-party construction sites in Shenzhen in recent years, the causes of the destruction of gas pipelines are found out from the aspects of related laws and regulations, construction management, internal management of gas enterprises, and so on. Third party destruction in Shenzhen mainly includes excavation, drilling, directional drilling construction, community greening construction, and so on. The reasons include blind construction of large-scale mechanical excavation by the construction side knowing that there is a gas pipeline underground. In order to avoid the responsibility of secret construction without relevant formalities and unclear underground pipeline facilities, the safety consciousness of construction personnel is weak, the construction management of gas facilities is lax, the internal operation management of gas enterprises is negligent, and so on. The corresponding measures are put forward for several causes, that is, the construction management of gas pipe network, the installation of relevant marking piles, warning signs and warning facilities on site strictly according to the requirements of pipeline construction, and the classification and management of third party construction sites. Third party inspection and management strive to cut off the occurrence factors of damage accidents from the source, prevent the third party damage, through the realization of safety, civilized construction objectives, can contribute to the city safety and stability of gas supply.
