特高壓電網(wǎng)工程建設(shè)管理模式研究

【摘要】:目前,隨著我國(guó)經(jīng)濟(jì)的快速發(fā)展,我國(guó)市場(chǎng)對(duì)電力資源的需求也逐年升高。但是,由于我國(guó)電力負(fù)荷中心和發(fā)電中心的相對(duì)地理分布不平衡,因而,這就給電力資源的使用帶來困難。為了解決這一問題,近年來,我國(guó)大力發(fā)展特高壓輸電工程。但是,特高壓工程的管理不同于一般工程的管理,它不僅具有輸電線路長(zhǎng)、工程投資大、工程質(zhì)量要求高、材料設(shè)備要求高等特點(diǎn),而且對(duì)環(huán)境有一定的影響、作業(yè)環(huán)境多變、多方參與工程建設(shè)、安全問題較為突出等特點(diǎn),一般性的工程項(xiàng)目管理方法與模式已無法滿足其要求盡管有許許多多的項(xiàng)目管理組織模式和運(yùn)行方式,但通過實(shí)踐證明,都有若干所需完善之處。因而,急需研究和提出滿足特高壓工程建設(shè)的管理新模式。 為此,本文通過對(duì)特高壓和特高壓工程項(xiàng)目基本概念的闡述,對(duì)已完成的1000千伏晉東南—南陽—荊門特高壓工程和向家壩—上!800千伏特高壓輸電工程進(jìn)行了案例分析。在全面了解和掌握特高壓工程項(xiàng)目各階段主要管理內(nèi)容和特高壓工程特點(diǎn)的基礎(chǔ)上,總結(jié)了現(xiàn)有特高壓工程管理的方法和模式,提練出了必須滿足特高壓工程建設(shè)管理的基本需求。然后,通過對(duì)特高壓工程參與各方的相互關(guān)系及其管理能力分析,明確了構(gòu)建特高壓建設(shè)管理模式的基本原則與思路,并根據(jù)國(guó)網(wǎng)三集五大體系和構(gòu)建管理模式的指導(dǎo)思想,給出了特高壓工程建設(shè)管理的新模式。最后,用皖電東送淮南至上海特高壓交流輸電工程實(shí)例證明了該管理模式的科學(xué)性和有效性,為今后的特高壓工程建設(shè)提供了有價(jià)值的參考范例。
[Abstract]:At present, with the rapid development of China's economy, the demand for power resources in China's market is increasing year by year. However, the relative geographical distribution of power load centers and generation centers in China is not balanced, so it is difficult to use power resources. In order to solve this problem, UHV transmission projects have been developed vigorously in China in recent years. However, the management of UHV project is different from that of general engineering. It not only has the characteristics of long transmission line, large project investment, high engineering quality, high material and equipment requirements, but also has certain influence on the environment and changeable working environment. The general engineering project management method and mode can not meet its requirements. Although there are a lot of project management organization modes and operation modes, it has been proved by practice. There are a number of things that need to be improved. Therefore, it is urgent to study and propose a new management model to meet the requirements of UHV project construction. For this reason, this paper expounds the basic concepts of UHV and UHV engineering projects, and analyzes the cases of 1000 kV EHV project from southeast Shanxi to Nanyang to Jingmen UHV project and Xiangjiaba-Shanghai 鹵800kV UHV transmission project. On the basis of understanding and mastering the main management contents and characteristics of UHV project in every stage, this paper summarizes the existing methods and models of UHV project management. It is necessary to meet the basic needs of construction management of UHV projects. Then, through the analysis of the relationship between the parties involved in UHV project and their management ability, the basic principles and ideas of constructing UHV construction management model are clarified, and according to the three sets and five systems of the national network and the guiding ideology of constructing the management model, A new mode of construction management of UHV project is presented. Finally, the example of Huainan to Shanghai UHV AC transmission project from Anhui Power East to Shanghai proves that the management model is scientific and effective, and provides a valuable reference example for the future UHV project construction.
