【摘要】：現(xiàn)代化的城市建設(shè)與傳統(tǒng)風(fēng)貌的水鄉(xiāng)村落能否和諧共存,是評(píng)價(jià)一個(gè)地區(qū)城鄉(xiāng)和諧發(fā)展程度的重要標(biāo)準(zhǔn)。隨著經(jīng)濟(jì)社會(huì)的發(fā)展,城市發(fā)展往往需要大量的建設(shè)用地,許多地區(qū)以侵占農(nóng)田和宅基地的方式來?yè)Q取城市建設(shè)用地指標(biāo),實(shí)現(xiàn)名義上的城鄉(xiāng)一體化發(fā)展,是粗放的,不可持續(xù)的。蘇州在城鄉(xiāng)一體化進(jìn)程中雖取得了豐富可行的實(shí)踐經(jīng)驗(yàn),但也走了不少?gòu)澛?引起了各種矛盾。 本文以太倉(cāng)市為例,以鎮(zhèn)村布局規(guī)劃為切入點(diǎn)進(jìn)行研究,第一部分(第1章)介紹了研究背景、意義、方法和框架;第二部分(第2章)梳理了國(guó)內(nèi)外與鎮(zhèn)村布局規(guī)劃相關(guān)的理論研究和實(shí)踐；第三部分(第3-4章)對(duì)太倉(cāng)在近十年的城鄉(xiāng)一體化發(fā)展過程中,鎮(zhèn)村的發(fā)展歷程、規(guī)劃的變遷情況、農(nóng)民的集中安置情況,以及結(jié)合太倉(cāng)自身實(shí)際而制定的集中安置政策和制度的實(shí)施情況進(jìn)行梳理,總結(jié)其在實(shí)施過程中遇到的各類問題和矛盾。第四部分(第5章)借“美麗鎮(zhèn)村建設(shè)行動(dòng)”為契機(jī),總結(jié)經(jīng)驗(yàn)教訓(xùn),提出更符合農(nóng)民意愿、可實(shí)施性更強(qiáng)的鎮(zhèn)村布局規(guī)劃和管理措施,為今后的城鄉(xiāng)一體化發(fā)展提供明確的指導(dǎo)思想和方向,避免出現(xiàn)政策搖擺,建設(shè)浪費(fèi)的情況,為太倉(cāng)率先實(shí)現(xiàn)現(xiàn)代化的總目標(biāo)莫定基礎(chǔ)。文章最后對(duì)研究結(jié)論進(jìn)行總結(jié)并對(duì)未來的研究進(jìn)行展望。
[Abstract]:It is an important criterion to evaluate the degree of harmonious development of urban and rural areas whether modern urban construction and traditional villages can coexist harmoniously. With the development of economy and society, urban development often needs a large amount of land for construction. In many areas, it is extensive in exchange for the index of urban construction land in the form of encroachment on farmland and homestead, and the realization of nominal urban-rural integration development. Unsustainable. Although Suzhou has gained rich practical experience in the process of urban-rural integration, it has also taken a lot of detours, which has caused various contradictions. This paper takes Taicang City as an example, takes the town and village layout planning as the breakthrough point to carry on the research, the first part (chapter 1) has introduced the research background, the significance, the method and the frame; The second part (chapter 2) combs the theory research and practice related to town and village layout planning at home and abroad. The third part (chapter 3-4) analyzes the development course and planning changes of town village in the past ten years of the development of Taicang in the process of urban-rural integration. The situation of farmers' centralized resettlement and the implementation of the policy and system of centralized resettlement made by Taicang itself are combed, and the various problems and contradictions encountered in the process of implementation are summarized. The fourth part (chapter 5) takes the "beautiful town village construction action" as an opportunity to sum up the experience and lessons, and put forward more suitable and more implementable town and village layout planning and management measures. It provides a clear guiding ideology and direction for the future development of urban-rural integration, avoids the policy swing and waste of construction, and is the basis for Taicang's overall goal of realizing modernization in the first place. Finally, the conclusion of the study is summarized and the future research is prospected.
