【摘要】：2000年，廣東省政府積極響應(yīng)國(guó)家優(yōu)先發(fā)展具有一定規(guī)模、經(jīng)濟(jì)條件較好的小城鎮(zhèn)的號(hào)召，提出用10年左右的時(shí)間，從規(guī)劃編制和管理、積極引導(dǎo)產(chǎn)業(yè)集聚、拓展建設(shè)資金渠道等方面提供政策支持，重點(diǎn)建設(shè)300個(gè)左右經(jīng)濟(jì)總量較大，基礎(chǔ)設(shè)施較好、地理位置優(yōu)越、帶動(dòng)作用明顯的中心鎮(zhèn)，以此帶動(dòng)農(nóng)村經(jīng)濟(jì)社會(huì)的全面發(fā)展。2005年，萬(wàn)頃沙鎮(zhèn)獲廣東省建設(shè)廳批準(zhǔn)，成為廣州市第16個(gè)中心鎮(zhèn)，并立刻開(kāi)展中心鎮(zhèn)規(guī)劃編制和城鎮(zhèn)基礎(chǔ)設(shè)施建設(shè)。經(jīng)過(guò)8年的規(guī)劃建設(shè)，萬(wàn)頃沙鎮(zhèn)在城鎮(zhèn)規(guī)劃建設(shè)、基礎(chǔ)設(shè)施建設(shè)和環(huán)境設(shè)施建設(shè)等方面取得了不少成績(jī)，鎮(zhèn)建成區(qū)已初具規(guī)模。但是由于規(guī)劃變動(dòng)或滯后于城鎮(zhèn)建設(shè)需求、城鎮(zhèn)建設(shè)和規(guī)劃相脫節(jié)、建設(shè)項(xiàng)目用地困難。建設(shè)資金缺口大等問(wèn)題，導(dǎo)致萬(wàn)頃沙鎮(zhèn)與其他中心鎮(zhèn)和發(fā)達(dá)地區(qū)相比，城鎮(zhèn)化建設(shè)還相對(duì)滯后，難以充分發(fā)揮中心鎮(zhèn)的輻射帶動(dòng)作用。 鑒于城鎮(zhèn)規(guī)劃和建設(shè)涉及的內(nèi)容十分廣泛和復(fù)雜，受本人的學(xué)識(shí)和精力等方面的限制，本文不可能對(duì)當(dāng)前城鎮(zhèn)規(guī)劃和建設(shè)中涉及的所有問(wèn)題展開(kāi)深入探討和研究。本文主要結(jié)合本人的工作范疇和多年從事規(guī)劃建設(shè)管理工作的經(jīng)驗(yàn)，以萬(wàn)頃沙中心鎮(zhèn)為研究對(duì)象，在總結(jié)和歸納國(guó)內(nèi)外城鎮(zhèn)規(guī)劃建設(shè)理論和中心鎮(zhèn)建設(shè)理論的基礎(chǔ)上，以萬(wàn)頃沙鎮(zhèn)在中心鎮(zhèn)建設(shè)過(guò)程中遇到的規(guī)劃和建設(shè)的關(guān)鍵問(wèn)題為研究主線，探討如何在新時(shí)期提高萬(wàn)頃沙中心鎮(zhèn)的規(guī)劃建設(shè)水平，加快萬(wàn)頃沙中心鎮(zhèn)的建設(shè)步伐和城鎮(zhèn)化的發(fā)展進(jìn)程，充分發(fā)揮其集聚帶動(dòng)作用，建成一個(gè)布局合理、功能齊全、設(shè)施完善、環(huán)境優(yōu)美、經(jīng)濟(jì)發(fā)達(dá)，富有地方特色和風(fēng)貌的區(qū)域性經(jīng)濟(jì)文化中心，從而對(duì)加快南沙新區(qū)乃至全廣州市新型城鎮(zhèn)化進(jìn)程具有理論和實(shí)踐意義。本文的研究?jī)?nèi)容可分為以下五個(gè)部分： 第一章是緒論。闡明本文的選題背景、研究意義，總結(jié)國(guó)內(nèi)外城鎮(zhèn)規(guī)劃建設(shè)的發(fā)展情況和研究現(xiàn)狀，，結(jié)合對(duì)城市規(guī)劃調(diào)控小城鎮(zhèn)建設(shè)相關(guān)理論的探討，本和中心鎮(zhèn)建設(shè)的理論，簡(jiǎn)要交代本文的基本研究思路和技術(shù)路線、研究的主要內(nèi)容及研究方法。 第二章是國(guó)內(nèi)外城鎮(zhèn)規(guī)劃建設(shè)的探索經(jīng)驗(yàn)。闡釋了國(guó)內(nèi)外城鎮(zhèn)規(guī)劃建設(shè)的實(shí)踐探索，分析國(guó)內(nèi)外幾個(gè)重點(diǎn)城鎮(zhèn)或中心鎮(zhèn)通過(guò)城鎮(zhèn)規(guī)劃建設(shè)打造布局合理、功能齊全、設(shè)施完善、帶動(dòng)作用明顯的中心城鎮(zhèn)的成功經(jīng)驗(yàn)。 第三章是萬(wàn)頃沙中心鎮(zhèn)規(guī)劃建設(shè)成效分析。從萬(wàn)頃沙鎮(zhèn)中心鎮(zhèn)總體規(guī)劃的發(fā)展定位出發(fā)，結(jié)合萬(wàn)頃沙鎮(zhèn)總體規(guī)劃和城鎮(zhèn)基礎(chǔ)配套設(shè)施規(guī)劃建設(shè)成果，進(jìn)一步分析近年萬(wàn)頃沙中心鎮(zhèn)規(guī)劃建設(shè)取得的成效。 第四章是萬(wàn)頃沙中心鎮(zhèn)規(guī)劃建設(shè)存在的問(wèn)題分析。從規(guī)劃滯后或不斷調(diào)整、城鎮(zhèn)建設(shè)和規(guī)劃相脫節(jié)、建設(shè)項(xiàng)目用地困難、建設(shè)資金缺口大等方面入手，深入探討萬(wàn)頃沙中心鎮(zhèn)規(guī)劃建設(shè)過(guò)程中遇到的問(wèn)題和原因，具體分析制約萬(wàn)頃沙中心鎮(zhèn)規(guī)劃建設(shè)的不利條件和因素。 第五章是推進(jìn)萬(wàn)頃鎮(zhèn)中心鎮(zhèn)規(guī)劃建設(shè)成效的途徑與對(duì)策。立足于前面問(wèn)題及原因分析,從規(guī)避威脅、彌補(bǔ)劣勢(shì)的思維出發(fā)，探討如何在新時(shí)期提高萬(wàn)頃沙鎮(zhèn)中心鎮(zhèn)規(guī)劃建設(shè)水平，發(fā)揮其集聚帶動(dòng)作用，建成一個(gè)布局合理、功能齊全、設(shè)施完善、環(huán)境優(yōu)美、經(jīng)濟(jì)發(fā)達(dá)，富有地方特色和風(fēng)貌的區(qū)域性經(jīng)濟(jì)文化中心，從而推動(dòng)我區(qū)的新型城鎮(zhèn)化進(jìn)程。 第六章是結(jié)論。對(duì)論文的主要觀點(diǎn)及結(jié)論進(jìn)行總結(jié)，并提出展望。
[Abstract]:In 2000, the Guangdong provincial government actively responded to the state's call to develop a small town with a certain scale and better economic conditions. It provided policy support from planning and management, actively guiding industrial agglomeration and expanding capital channels for 10 years, focusing on the construction of more than 300 economic aggregate and infrastructure. Better, superior geographical location, leading role in the central town, in order to promote the overall development of rural economic and social development in.2005 years, Wan Sha town was approved by the Guangdong Provincial Construction Department, became the sixteenth central town of Guangzhou, and immediately launched the central town planning and urban infrastructure construction. After 8 years of planning and construction, Wan Sha town in the town rules A lot of achievements have been made in the construction, construction of infrastructure and the construction of environmental facilities. The town built area has begun to take shape. However, due to the planning changes or lagging behind the demand for urban construction, the urban construction and planning are disjointed, the construction project land is difficult and the construction fund gap is big, which leads to the WAN Sha town and other central towns and developed areas. Compared with other areas, urbanization is lagging behind, and it is difficult to give full play to the radiation driving role of the central towns.
In view of the extensive and complex contents involved in urban planning and construction, it is impossible to explore and study all the problems involved in the current urban planning and construction by the limitations of my knowledge and energy. This paper mainly combines my work and experience in planning and construction management for many years. On the basis of summarizing and summarizing the theory of urban planning and construction at home and abroad and the theory of central town construction, the key problem of planning and construction encountered in the construction process of central town in Wan Qing Sha town is the main line of research, and how to improve the level of planning and construction of Wan Sha central town in the new period and quicken ten thousand times in the new period. The third chapter is an analysis of the effectiveness of the planning and construction of Wan Sha central town. Starting from the development orientation of the central town of Wan Sha Zhen, combined with the overall planning of Wan Sha town and the achievements of the planning and construction of urban infrastructure facilities, the results of the planning and construction of the central town in recent years are further analyzed.
The fourth chapter is the analysis of the existing problems in the planning and construction of Wan Sha central town. From the lag of planning or continuous adjustment, the disjunction of urban construction and planning, the difficulties of construction projects and the large capital gap, the problems and reasons in the process of planning and construction of Wan Sha Central town are discussed in detail, and the concrete analysis and restriction of the center of Wan Sha Sha center is made. The fifth chapter is the way and countermeasure to promote the success of the planning and construction of the central town of Wan Qing town. Based on the problems before and the reason analysis, starting from the thinking of avoiding the threat and making up for the disadvantages, this paper discusses how to improve the planning and construction level of the central town of Wan Sha town in the new period, and give full play to its centralization and drive function, and build a reasonable layout, complete function and complete facilities. Good, beautiful environment, well-developed economy, local economic and cultural center with local characteristics and style, thus promoting the process of new urbanization in our region.
The sixth chapter is the conclusion. The main points and conclusions of the paper are summarized and prospects are put forward.
