【摘要】：中國經(jīng)濟(jì)經(jīng)過20多年的高速粗放式的發(fā)展，進(jìn)入到20世紀(jì)90年代以后，我們國家以“八大公害”為代表的大氣污染、水污染、酸雨和有毒化學(xué)品污染等環(huán)境問題在各地不斷出現(xiàn)。面對工業(yè)快速發(fā)展給人類的社會(huì)、環(huán)境帶來了一系列諸如資源短缺、生態(tài)破壞、環(huán)境污染等問題，我國各地工業(yè)產(chǎn)業(yè)區(qū)尤其是傳統(tǒng)老工業(yè)區(qū)均需面對如何轉(zhuǎn)型發(fā)展的問題。 老工業(yè)區(qū)的轉(zhuǎn)型發(fā)展建設(shè)由于涉及面廣，情況復(fù)雜，不確定因素多，其轉(zhuǎn)型發(fā)展規(guī)劃和傳統(tǒng)的城市規(guī)劃設(shè)計(jì)規(guī)范上有著巨大差異。傳統(tǒng)的城市規(guī)劃限于自身的編制層次、章節(jié)內(nèi)容及深度要求和側(cè)重點(diǎn)不同，，難以真正對其進(jìn)行“對癥對時(shí)下藥”，很難滿足其轉(zhuǎn)型發(fā)展建設(shè)實(shí)踐的需求。如何在復(fù)雜多元的轉(zhuǎn)型發(fā)展建設(shè)過程中闡釋“綠色轉(zhuǎn)型”的內(nèi)涵，將影響其發(fā)展的多項(xiàng)因子進(jìn)行全面系統(tǒng)的協(xié)同規(guī)劃，這是建構(gòu)傳統(tǒng)老工業(yè)區(qū)“綠色轉(zhuǎn)型”規(guī)劃路徑的關(guān)鍵所在。 本文首先在相關(guān)概念及理論研究的基礎(chǔ)上，分析總結(jié)了傳統(tǒng)老工業(yè)區(qū)的屬性特質(zhì)，提出了以“綠色轉(zhuǎn)型”的系統(tǒng)轉(zhuǎn)型升級思想為主線來實(shí)現(xiàn)傳統(tǒng)老工業(yè)區(qū)成功轉(zhuǎn)型發(fā)展這一目標(biāo)； 其次，從株洲清水塘工業(yè)區(qū)現(xiàn)狀發(fā)展歷程、現(xiàn)狀產(chǎn)業(yè)發(fā)展概況、社會(huì)人口及生態(tài)環(huán)境現(xiàn)狀等方面，歸納總結(jié)出現(xiàn)存影響其轉(zhuǎn)型發(fā)展的主要問題； 最后，通過國內(nèi)外相關(guān)實(shí)踐案例的研究分析總結(jié)，提出以如何建構(gòu)“綠色轉(zhuǎn)型”規(guī)劃路徑的角度，來實(shí)現(xiàn)“生態(tài)科技新城”轉(zhuǎn)型的目標(biāo)：提出了“產(chǎn)業(yè)轉(zhuǎn)型、污染治理、品質(zhì)打造”的總體戰(zhàn)略目標(biāo)，從指導(dǎo)傳統(tǒng)老工業(yè)園區(qū)轉(zhuǎn)型實(shí)施層面對清水塘工業(yè)園區(qū)的“綠色”轉(zhuǎn)型路徑進(jìn)行了規(guī)劃探索，通過產(chǎn)業(yè)的研判發(fā)展、功能的優(yōu)化與調(diào)整、生態(tài)的修復(fù)、環(huán)境治理與產(chǎn)業(yè)空間的發(fā)展統(tǒng)一等手法實(shí)現(xiàn)規(guī)劃目標(biāo)；詮釋了“綠色轉(zhuǎn)型”的傳統(tǒng)老工業(yè)區(qū)立體升級轉(zhuǎn)型理念，對傳統(tǒng)老工業(yè)區(qū)轉(zhuǎn)型規(guī)劃中“綠色轉(zhuǎn)型”規(guī)劃路徑方法提出了具體對策。本文章希望能對株洲清水塘老工業(yè)區(qū)的實(shí)際轉(zhuǎn)型發(fā)展啟到一定的指導(dǎo)作用，同時(shí)希望也本研究能對同類傳統(tǒng)老工業(yè)區(qū)的轉(zhuǎn)型發(fā)展規(guī)劃提供有意義的實(shí)踐探索。
[Abstract]:After more than 20 years of rapid and extensive development of the Chinese economy, after entering the 1990s, the air pollution and water pollution represented by the "eight major public hazards" in our country.Environmental problems, such as acid rain and toxic chemicals pollution, are emerging all over the world.In the face of the rapid development of industry to human society, the environment has brought a series of problems, such as shortage of resources, ecological destruction, environmental pollution and so on. Industrial zones in various parts of China, especially the traditional old industrial zones, have to face the problem of how to transform and develop.The transformation development and construction of the old industrial zone have a great difference from the traditional urban planning and design norms because of its wide range, complex situation and many uncertain factors.The traditional urban planning is limited to its own level of compilation, and the content and depth of the chapters are different from each other, so it is difficult to "prescribe medicine in time and time", and it is difficult to meet the needs of the practice of transformation, development and construction.How to explain the connotation of "green transformation" in the process of complex and pluralistic transformation and development, and how to carry out comprehensive and systematic collaborative planning of many factors that affect the development of "green transition".This is the key to construct the planning path of green transformation in the traditional old industrial zone.First of all, on the basis of related concepts and theoretical research, this paper analyzes and summarizes the attribute characteristics of the traditional old industrial zone.This paper puts forward the idea of "green transformation" as the main line to realize the goal of successful transformation and development of the traditional old industrial zone.Secondly, from the development of Zhuzhou Qingshui Reservoir Industrial Zone, the current situation of industrial development, social population and ecological environment and other aspects, summed up the existing impact on its transformation and development of the main problems;Finally, through the domestic and foreign related practice case research analysis summary, proposed how to construct "the green transformation" the plan path angle, realizes "the ecology science and technology new city" the transformation goal: proposed "the industry transformation, the pollution control",The overall strategic goal of quality building is to plan and explore the "green" transition path of Qingshuitang Industrial Park from the perspective of guiding the implementation of the transformation of the traditional old industrial park, and to optimize and adjust its functions through industry research and development.The restoration of ecology, the unification of environmental governance and the development of industrial space, and the interpretation of the concept of "green transformation" of the traditional industrial zone,This paper puts forward concrete countermeasures to the path method of "green transformation" planning in the transformation planning of the traditional old industrial area.This paper hopes to guide the actual transformation and development of Zhuzhou Qingshuitang old industrial zone, and also hope that this study can provide a meaningful practical exploration for the transformation and development planning of the same kind of traditional old industrial zone.
