【摘要】：隨著我國(guó)社會(huì)經(jīng)濟(jì)的發(fā)展,我國(guó)的建筑行業(yè)進(jìn)入了一個(gè)前所未有的發(fā)展階段,建設(shè)期長(zhǎng)、投資巨大、深基坑及超高層建筑的出現(xiàn),推動(dòng)了我國(guó)整個(gè)建筑行業(yè)的前進(jìn)和發(fā)展,不僅提高了我國(guó)的建筑行業(yè)技術(shù)水平,同時(shí)又為國(guó)民經(jīng)濟(jì)的發(fā)展做出了巨大的貢獻(xiàn)。但與此同時(shí),這些建筑的質(zhì)量安全因素成為了人們重點(diǎn)關(guān)注的對(duì)象,因?yàn)檫@些技術(shù)復(fù)雜、投資巨火的項(xiàng)目一旦出現(xiàn)質(zhì)量安全問(wèn)題,將給人們帶來(lái)難以想象的災(zāi)難。但是通過(guò)對(duì)一些發(fā)達(dá)國(guó)家的建筑研究我們發(fā)現(xiàn),國(guó)外在建筑質(zhì)量安全上很少有重大災(zāi)難發(fā)生基于以上原因,我們有必要認(rèn)真研究對(duì)比國(guó)內(nèi)外的建筑質(zhì)量安全因素,從建筑質(zhì)量安全各個(gè)方面進(jìn)行對(duì)比分析。為此,本文所做的主要工作包括如下內(nèi)容：仔細(xì)研究國(guó)外發(fā)達(dá)國(guó)家的鮮有事故的原因,從建設(shè)生產(chǎn)的各個(gè)環(huán)節(jié)入手,認(rèn)真分析國(guó)外建設(shè)項(xiàng)目全過(guò)程,諸如建設(shè)立項(xiàng)、建設(shè)施工、竣工驗(yàn)收等階段,重點(diǎn)對(duì)國(guó)內(nèi)外建筑質(zhì)量安全監(jiān)管制度進(jìn)行研究,在認(rèn)真研究總結(jié)國(guó)內(nèi)的建筑質(zhì)量安全立法及政府宏觀控制手段的基礎(chǔ)上,認(rèn)真比對(duì)國(guó)外相應(yīng)的建筑立法體系及執(zhí)行情況,從中找出我國(guó)現(xiàn)階段政策制度及工程各參與方在建筑工程質(zhì)量安全監(jiān)管工作上的不利因素,并認(rèn)真分析總結(jié)。為此,本文著重研究了國(guó)外一些發(fā)達(dá)國(guó)家的質(zhì)量安全監(jiān)管制度,對(duì)西德、英美、新加坡等一些發(fā)達(dá)國(guó)家的立法框架及執(zhí)行情況進(jìn)行深入研究,再通過(guò)國(guó)內(nèi)外相應(yīng)因素的比對(duì),找出我國(guó)在建設(shè)工程中質(zhì)量安全監(jiān)管方面的不利因素,便于我國(guó)在今后建設(shè)生產(chǎn)過(guò)程中能夠吸取國(guó)外先進(jìn)經(jīng)驗(yàn),有效減少建設(shè)工程質(zhì)量安全事故的出現(xiàn),為我國(guó)入世后的建設(shè)行業(yè)發(fā)展做出應(yīng)有的貢獻(xiàn)。
[Abstract]:With the development of our social economy, the construction industry of our country has entered an unprecedented stage of development. The construction period is long, the investment is huge, the appearance of deep foundation pit and super high-rise building, has promoted the progress and development of the whole construction industry of our country.It not only improves the technical level of China's construction industry, but also makes a great contribution to the development of national economy.But at the same time, the quality and safety factors of these buildings have become the focus of attention, because of the complexity of these technologies, once the investment projects with huge fire quality safety problems, it will bring people unimaginable disaster.However, through the study of architecture in some developed countries, we find that few major disasters occur in foreign countries in terms of building quality and safety. Therefore, it is necessary for us to seriously study and compare the factors of building quality and safety at home and abroad.From the building quality and safety aspects of comparative analysis.To this end, the main work of this paper includes the following: carefully study the causes of rare accidents in developed countries, start with each link of construction and production, seriously analyze the whole process of foreign construction projects, such as construction projects, construction construction,At the stage of completion and acceptance, the emphasis is on the supervision system of construction quality and safety at home and abroad, and on the basis of careful study and summary of domestic legislation on building quality and safety and the macro-control means of the government.This paper compares the relevant construction legislation system and implementation situation in foreign countries, finds out the disadvantageous factors of our country's present policy system and the construction project quality and safety supervision work, and analyzes and summarizes it carefully.Therefore, this paper focuses on the quality and safety supervision system of some developed countries abroad, deeply studies the legislative framework and implementation of some developed countries, such as West Germany, Britain and America, Singapore and so on, and then compares the corresponding factors at home and abroad.To find out the unfavorable factors in quality and safety supervision in construction projects in our country, so that our country can absorb foreign advanced experience in the process of construction and production in the future, and effectively reduce the occurrence of quality and safety accidents in construction projects.Make due contribution to the development of construction industry after China's entry into WTO.
