中國主體功能區(qū)劃方案

【摘要】:中國主體功能區(qū)劃方案是刻畫未來中國國土空間開發(fā)與保護格局的規(guī)劃藍圖,主體功能區(qū)規(guī)劃已上升為主體功能區(qū)戰(zhàn)略和主體功能區(qū)制度。2004-2014年,筆者組織系列研究項目,配合國家編制主體功能區(qū)規(guī)劃,研究地域功能基礎(chǔ)理論和功能區(qū)劃技術(shù)流程,提出國家和省區(qū)尺度進行空間管制的地域功能區(qū)域類型為城市化區(qū)域、糧食安全區(qū)域、生態(tài)安全區(qū)域、文化和自然遺產(chǎn)區(qū)域等4類,在此基礎(chǔ)上轉(zhuǎn)化為以縣級行政區(qū)劃為單元的優(yōu)化開發(fā)、重點開發(fā)、限制開發(fā)和禁止開發(fā)4類主體功能區(qū)。研制了由水資源、土地資源,生態(tài)重要性、生態(tài)脆弱性、環(huán)境容量、災(zāi)害危險性、經(jīng)濟發(fā)展水平、人口集聚度和交通優(yōu)勢度等9類可定量指標(biāo)及戰(zhàn)略選擇為1項定性指標(biāo)構(gòu)成的地域功能識別指標(biāo)體系,進行了單項指標(biāo)評價,開發(fā)并運用地域功能適宜程度綜合評價指數(shù)進行了綜合評價,測算了各省區(qū)保護類區(qū)域下限、開發(fā)類區(qū)域上限以及開發(fā)強度等關(guān)鍵參數(shù);研討了以規(guī)劃為應(yīng)用指向的主體功能區(qū)劃分方法,形成中國首部主體功能區(qū)劃方案,按照全國主體功能區(qū)規(guī)劃口徑,2020年與2010年相比,全國國土空間開發(fā)強度從3.48%增加到3.91%;按照省區(qū)集成的主體功能區(qū)規(guī)劃口徑,優(yōu)化、重點、限制開發(fā)區(qū)域的土地面積比重分別為1.48%、13.60%、84.92%,城市化、糧食安全、生態(tài)安全區(qū)域的土地面積比重分別為15.08%、26.11%、58.81%。結(jié)合區(qū)域發(fā)展水平、資源環(huán)境承載狀態(tài)、民生質(zhì)量等相關(guān)分析,給出了主體功能區(qū)的主要特征。通過區(qū)劃方案校驗,國家和省區(qū)分兩級采用筆者主持制定的《主體功能區(qū)劃技術(shù)規(guī)程》互動完成的全國主體功能區(qū)劃方案,同預(yù)判的吻合程度多為80%以上。
[Abstract]:The main function zonation plan of China is a blueprint to depict the pattern of land and space development and protection in China in the future. The planning of the main function area has been upgraded to the strategy of the main function area and the system of the main function area. The author organizes a series of research projects.The basic theory of regional function and the technical process of functional regionalization are studied, and the regional functional regions for spatial control of national and provincial scale are proposed as urbanization region and food security area.On this basis, the four types of ecological security area, cultural and natural heritage area are transformed into four types of main function areas, which are optimized development with county administrative division as unit, emphases on development, restriction and prohibition of development.Developed by water resources, land resources, ecological importance, ecological vulnerability, environmental capacity, disaster risk, economic development level,Nine kinds of quantifiable indexes, such as population concentration and traffic dominance, and the regional function recognition index system, which are composed of a qualitative index and a strategic choice, are evaluated by a single index.The comprehensive evaluation index of regional functional suitability degree is developed and the key parameters, such as the lower limit of the protection region, the upper limit of the development region and the development intensity, are calculated.This paper discusses the method of dividing the main function areas with the application of planning, and forms the first main function zoning plan in China. According to the plan of the national main function areas, 2020 is compared with 2010.The intensity of national land and space development has increased from 3.48% to 3.91.According to the planning calibre of the main functional areas integrated by the provinces and regions, the proportion of land areas optimized, focused, and restricted in the development areas is 1.48% and 13.60% respectively. Urbanization, food security,The proportion of land area in ecological security area is 15.08 and 26.11 and 58.81 respectively.Based on the analysis of regional development level, resource and environment bearing status, quality of people's livelihood, the main features of the main function area are given.
