【摘要】：農(nóng)村基礎設施是農(nóng)村經(jīng)濟社會發(fā)展的重要物質(zhì)基礎，其建設水平的提高是農(nóng)民生活水平提高的必然要求。歷史文化名村，作為村莊群體中的特殊類型，一方面因為其厚重的歷史、豐富的物質(zhì)和非物質(zhì)文化遺存，應納入國家遺產(chǎn)保護體系之中；另一方面，作為村莊，又是居住其中的居民的生活現(xiàn)實。當前我國眾多的歷史文化名村存在物質(zhì)性老化和功能性衰退的通病，難以滿足居民日益增長的物質(zhì)和文化生活的需求，保護和更新發(fā)展的矛盾突出。其中基礎設施的陳舊落后與村民現(xiàn)代化需求是最為突出的矛盾之一。 文章以太行山區(qū)歷史文化名村為居民生活服務的六大工程性基礎設施（道路交通、給水排水、垃圾環(huán)衛(wèi)、電力電信、能源供應、防災減災）為研究對象，通過大量翔實的現(xiàn)場踏勘、問卷和訪談等形式，，從對現(xiàn)狀認知展開，分析了基礎設施共性問題，提出缺乏良好的規(guī)劃控制和建設管理是導致現(xiàn)狀諸多問題的重要根源。在此基礎上研究了村莊規(guī)劃編制和建設管理現(xiàn)狀，針對問題，從保護-發(fā)展的角度，結合現(xiàn)有的村莊規(guī)劃體系，提出適宜于基礎設施建設發(fā)展的歷史文化名村村莊規(guī)劃新體系，并提出不同層次規(guī)劃中基礎設施規(guī)劃的相應要求；在基礎設施建設管理方面，從建設項目管理、資金管理、運營維護管理、監(jiān)督管理四個方面初步構建出適宜的歷史文化名村基礎設施建設管理體系。
[Abstract]:Rural infrastructure is an important material basis for the development of rural economy and society, and the improvement of its construction level is an inevitable requirement for the improvement of farmers' living standard.As a special type of village group, historical and cultural villages, on the one hand, should be included in the national heritage protection system because of their heavy history, rich material and intangible cultural relics; on the other hand, as villages,It is also the reality of the life of the residents who live in it.At present, there are many common problems of material aging and functional decline in many famous historical and cultural villages in our country. It is difficult to meet the increasing demand of material and cultural life of residents, and the contradiction of protecting and renewing development is prominent.One of the most prominent contradictions is the outdated and backward infrastructure and the modernization needs of villagers.This paper takes the six major engineering infrastructure (road traffic, water supply and drainage, garbage sanitation, electric power telecommunication, energy supply, disaster prevention and mitigation) as the research object of the famous historical and cultural villages in Taihang Mountain area.Through a large number of detailed field visits, questionnaires and interviews, this paper analyzes the common problems of infrastructure, and points out that the lack of good planning control and construction management is an important source leading to many problems in the present situation.On this basis, the present situation of village planning and construction management is studied. From the point of view of protection and development, combining with the existing village planning system, a new planning system of historic and cultural famous villages is put forward, which is suitable for the development of infrastructure construction.And put forward the corresponding requirements of infrastructure planning in different levels of planning, in infrastructure construction management, from the construction project management, capital management, operation and maintenance management,Four aspects of supervision and management have preliminarily set up a suitable management system for the infrastructure construction of historic and cultural villages.
