【摘要】：在新型城鎮(zhèn)化背景下,農(nóng)村基礎(chǔ)設(shè)施建設(shè)具有更為深刻的內(nèi)涵,它不僅是農(nóng)民賴以生存、農(nóng)村生產(chǎn)發(fā)展的重要物質(zhì)基礎(chǔ),也是推進(jìn)新型城鎮(zhèn)化的有力保障。四川省屬于西部地區(qū),農(nóng)村基礎(chǔ)設(shè)施發(fā)展相對(duì)城市地區(qū)以及東部農(nóng)村地區(qū)還有很大的差距,基礎(chǔ)設(shè)施建設(shè)投資來源相對(duì)單一,資源來源比較匱乏。因此,研究新型城鎮(zhèn)化背景下農(nóng)村基礎(chǔ)設(shè)施投融資和建設(shè)管理問題,探索適合西部地區(qū)的農(nóng)村基礎(chǔ)設(shè)施投融資模式和建設(shè)管理模式,對(duì)促進(jìn)農(nóng)村經(jīng)濟(jì)持續(xù)發(fā)展與產(chǎn)業(yè)結(jié)構(gòu)升級(jí),全面推進(jìn)新型城鎮(zhèn)化建設(shè),具有重要的現(xiàn)實(shí)意義。 本文以公共物品理論和項(xiàng)目管理理論等為基礎(chǔ),在新型城鎮(zhèn)化建設(shè)的現(xiàn)實(shí)背景下,從四川省農(nóng)村基礎(chǔ)設(shè)施建設(shè)管理的現(xiàn)狀出發(fā),在借鑒國(guó)外農(nóng)村基礎(chǔ)設(shè)施項(xiàng)目管理經(jīng)驗(yàn)和做法的基礎(chǔ)上,以經(jīng)濟(jì)學(xué)和管理學(xué)理論為指導(dǎo),綜合運(yùn)用文獻(xiàn)研究、現(xiàn)場(chǎng)調(diào)研、案例分析等方法,對(duì)農(nóng)村基礎(chǔ)設(shè)施項(xiàng)目投融資政策及融資模式進(jìn)行比較分析,提出了適合農(nóng)村基礎(chǔ)設(shè)施項(xiàng)目建設(shè)投融資的方式；從過程管理的視角,分析了四川省農(nóng)村基礎(chǔ)設(shè)施建設(shè)管理的現(xiàn)狀和存在問題,構(gòu)建了以組織模式變革為核心的基礎(chǔ)設(shè)施分類建設(shè)體制和工程中心管理模式,并提出了農(nóng)村基礎(chǔ)設(shè)施建設(shè)管理模式運(yùn)行的實(shí)現(xiàn)路徑。 本文還以SQ鎮(zhèn)基礎(chǔ)設(shè)施建設(shè)與管理的實(shí)踐出發(fā),分析了在新型城鎮(zhèn)化背景下農(nóng)村基礎(chǔ)設(shè)施建設(shè)的基本情況的主要思路,以及SQ鎮(zhèn)在基礎(chǔ)設(shè)施投融資方面和建設(shè)管理方面的經(jīng)驗(yàn)和做法。
[Abstract]:Under the background of new urbanization, the construction of rural infrastructure has more profound connotation, which is not only the important material foundation for farmers to survive and the development of rural production. It is also a powerful guarantee for promoting new urbanization. Sichuan Province belongs to the western region. There is still a big gap between rural infrastructure development and urban and eastern rural areas, and the source of investment in infrastructure construction is relatively single. Therefore, this paper studies the problems of investment and financing of rural infrastructure and construction management in the context of new urbanization, and explores the mode of investment and financing of rural infrastructure and construction management model suitable for the western region. It is of great practical significance to promote the sustainable development of rural economy and upgrade of industrial structure, and to promote the construction of new urbanization in an all-round way. Based on the theory of public goods and the theory of project management, this paper starts from the present situation of rural infrastructure construction management in Sichuan Province under the realistic background of new urbanization construction. Based on the experience and practice of rural infrastructure project management abroad, and guided by the theories of economics and management, the methods of literature research, field investigation, case analysis and so on are used synthetically. This paper makes a comparative analysis of the investment and financing policies and financing models of rural infrastructure projects, and puts forward the appropriate investment and financing methods for rural infrastructure projects, from the perspective of process management, This paper analyzes the present situation and existing problems of rural infrastructure construction and management in Sichuan province, and constructs the classified construction system of infrastructure and the management mode of engineering center, which is based on the transformation of organization mode. And put forward the implementation path of rural infrastructure construction management mode. Based on the practice of infrastructure construction and management in sq town, this paper analyzes the main ideas of the basic situation of rural infrastructure construction under the background of new urbanization. And sq Town in infrastructure investment and financing and construction management experience and practices.
