【摘要】：由于企業(yè)的擴(kuò)建對工業(yè)地產(chǎn)的需求增長很快,工業(yè)廠房的出租業(yè)務(wù)有很大的上升空間,因此目前有很多的地產(chǎn)開發(fā)商更加傾向于將工業(yè)地產(chǎn)作為其新的開發(fā)標(biāo)的。天津二商迎賓肉類食品有限公司肉制品深加工及物流基地項目一期工程,共15個單體建筑,本文對二商迎賓廠房建設(shè)項目實施過程中的風(fēng)險管理進(jìn)行了研究,對其中可能出現(xiàn)的風(fēng)險要素進(jìn)行識別、分析、規(guī)避,提出合理的風(fēng)險管理對策,以保證該項目的順利實施。本文主要分為四大部分。第一部分為理論分析,首先從風(fēng)險的定義引生到廠房建設(shè)項目風(fēng)險管理的內(nèi)涵,并基于本論文基于業(yè)主方的視角,詳細(xì)分析了廠房建設(shè)項目業(yè)主方的特點及其與其他利益方的關(guān)系。然后,重點分析了項目風(fēng)險管理理論的發(fā)展歷程及我國當(dāng)前在此領(lǐng)域的研究成果綜述,最后對風(fēng)險評估方法進(jìn)行了概述,簡單介紹了層次分析法、主觀評分法、敏感性分析法、蒙特卡羅法等,為后文在風(fēng)險評估實踐時進(jìn)行風(fēng)險評估方法的選擇奠定了基礎(chǔ)。第二部分為項目風(fēng)險識別。文章通過對二商迎賓廠房建設(shè)項目的分析和概述,得出給業(yè)主方帶來風(fēng)險的因素有五大類:相關(guān)主體風(fēng)險,經(jīng)濟(jì)風(fēng)險、自然風(fēng)險、技術(shù)風(fēng)險和管理風(fēng)險。然后有細(xì)分成了15項具體的風(fēng)險指標(biāo),形成了一個較為完善的風(fēng)險指標(biāo)體系,不僅幫助二商迎賓肉類食品有限公司在后續(xù)的風(fēng)險管理中有了控制目標(biāo),也為相關(guān)類似的建設(shè)項目業(yè)主們提供了很好的參考。第三部分為本文在對較常用的幾種風(fēng)險評估方法進(jìn)行了比較后,結(jié)合二商迎賓廠房建設(shè)項目的具體實踐情況,選擇了定性定量相結(jié)合的層次分析法來對該項目進(jìn)行風(fēng)險分析計算。根據(jù)對各個指標(biāo)項的權(quán)重計算結(jié)果,二商迎賓廠房建設(shè)項目業(yè)主方面臨較高的管理風(fēng)險中的組織協(xié)調(diào)風(fēng)險,相關(guān)主體風(fēng)險中的承包商帶來的風(fēng)險和承包商單位與監(jiān)理單位共謀帶來的風(fēng)險,以及經(jīng)濟(jì)風(fēng)險中的資金周轉(zhuǎn)不暢風(fēng)險等四方面風(fēng)險威脅。第四部分為提出風(fēng)險控制措施建議。本文從二商迎賓廠房建設(shè)項目的開發(fā)業(yè)主角度,對該項目進(jìn)行風(fēng)險評價分析與控制管理的研究。首先在理論方面,本文將層次分析法合理有效的運用于風(fēng)險識別過程,能為其他風(fēng)險管理研究提供可借鑒的思路和方法,一定程度上發(fā)展和豐富了建設(shè)工程風(fēng)險管理方面的理論與技術(shù),具有一定的理論意義。其次在實踐方面,本文通過對天津二商迎賓廠房建設(shè)項目業(yè)主方可能將面臨的風(fēng)險進(jìn)行分析,按照風(fēng)險管理的流程,主要從風(fēng)險識別、風(fēng)險評價及風(fēng)險應(yīng)對三個方面進(jìn)行全面的風(fēng)險管理研究,幫助業(yè)主有效規(guī)避項目風(fēng)險,消除或降低可能的損失,確保項目順利實施,具有重要的實踐意義。
[Abstract]:Due to the rapid growth of the demand for industrial real estate for the expansion of enterprises, there is a great room for the rental of industrial factories to rise. Therefore, at present, many real estate developers are more inclined to take industrial property as their new development target. Tianjin er Shang Yingbin Meat Food Co., Ltd., phase one of the deep processing and logistics base project of meat products, has 15 individual buildings. In this paper, the risk management in the process of the construction project of the second commercial welcome factory building is studied, and the possible risk elements are identified, analyzed, circumvented, and reasonable risk management countermeasures are put forward. In order to ensure the smooth implementation of the project, this paper is mainly divided into four parts. The first part is theoretical analysis. Firstly, from the definition of risk to the connotation of risk management of plant construction project, and based on this paper based on the perspective of owner, In this paper, the characteristics of owner and the relationship between owner and other stakeholders are analyzed in detail. Then, the development of project risk management theory and the summary of current research results in this field in China are analyzed. Finally, the risk assessment methods are summarized, including AHP, subjective score, sensitivity analysis, Monte Carlo method, etc. The paper lays a foundation for the selection of risk assessment methods in the practice of risk assessment. The second part is project risk identification. It is concluded that there are five kinds of risk factors to the owner: related subject risk, economic risk, natural risk, technical risk and management risk. A relatively perfect risk index system was formed, which not only helped Ershang Yingbin Meat Food Co., Ltd. to have a control goal in the subsequent risk management, It also provides a good reference for the owners of similar construction projects. The third part is the comparison of several risk assessment methods commonly used in this paper. The analytic hierarchy process (AHP), which combines qualitative and quantitative analysis, is selected to analyze and calculate the risk of the project. According to the weight calculation results of each index item, the owners of the construction project face higher risk of organization coordination in the management risk. The risks brought by the contractor and the collusion between the contractor and the supervision unit in the risk of the relevant subject, As well as four aspects of risk threats, such as the risk of capital flow in economic risk. 4th part is to put forward some suggestions for risk control. From the angle of the development and owner of the construction project of the second commercial factory building, First of all, in theory, this paper applies AHP to risk identification process reasonably and effectively, which can provide some ideas and methods for other risk management research. To a certain extent, it has developed and enriched the theory and technology of construction project risk management, which has certain theoretical significance. Secondly, in practice, Based on the analysis of the risk that the owner of Tianjin second Shang Yingbin factory building may face, according to the process of risk management, this paper makes a comprehensive study on risk management from three aspects: risk identification, risk evaluation and risk response. It is of great practical significance to help the owner avoid the project risk effectively, eliminate or reduce the possible losses and ensure the smooth implementation of the project.
