【摘要】:近30年來,我國基礎(chǔ)設(shè)施建設(shè)大量新技術(shù)、新材料、新工藝、新設(shè)備得到應(yīng)用和擴(kuò)散,建設(shè)參與主體的技術(shù)水平、工藝水平和專業(yè)化程度不斷提高,專業(yè)化施工隊(duì)伍大量涌現(xiàn)。另外,基礎(chǔ)設(shè)施建設(shè)項(xiàng)目亦呈現(xiàn)出建設(shè)規(guī)模巨大、項(xiàng)目功能多樣、資源投入龐大、建設(shè)組織方式靈活多變等特點(diǎn),由一個(gè)施工單位投入全部人力物力,完成項(xiàng)目的全部建設(shè)任務(wù)已經(jīng)越來越不可能。因此,通過專業(yè)分包和勞務(wù)分包等方式,吸收一些具有較高技術(shù)水平與工藝水平的專業(yè)化施工隊(duì)伍,參與基礎(chǔ)設(shè)施建設(shè)項(xiàng)目的專業(yè)化施工,是市場經(jīng)濟(jì)條件下,基礎(chǔ)設(shè)施建設(shè)的一個(gè)發(fā)展趨勢。但是,如何管理好這些專業(yè)隊(duì)伍和勞務(wù)隊(duì)伍,一直是建設(shè)項(xiàng)目管理中存在的現(xiàn)實(shí)難題。本文從總包方的角度出發(fā),結(jié)合本人親身經(jīng)歷以中交路橋華北公司的勞務(wù)分包為研究對(duì)象,探討分包的內(nèi)涵及存在的必要性,分析其管理現(xiàn)狀及存在的問題,研究如何引導(dǎo)、規(guī)范勞務(wù)分包行為,充分發(fā)揮分包的優(yōu)勢。本研究提出,為做好分包管理工作,總承包企業(yè)應(yīng)從以下方面去努力:加強(qiáng)對(duì)國家的法律、法規(guī)和地方行政法規(guī)的學(xué)習(xí),提升法律水平,嚴(yán)格走合法的道路;建立企業(yè)分包管理制度,對(duì)勞務(wù)分包隊(duì)伍的引進(jìn)要依據(jù)嚴(yán)格程序并進(jìn)行嚴(yán)格審查;加強(qiáng)與勞務(wù)分包隊(duì)伍的溝通和指導(dǎo),嚴(yán)格按照分包合同進(jìn)行管理,對(duì)分包負(fù)有不可推卸的義務(wù)和責(zé)任,也不放松對(duì)分包的要求:重視分包隊(duì)伍內(nèi)部的管理,幫助其提高管理水平。
[Abstract]:In the past 30 years, a large number of new technologies, new materials, new processes and new equipment have been applied and diffused in infrastructure construction in China. A large number of specialized construction teams have emerged. In addition, infrastructure construction projects also show the characteristics of large construction scale, diverse project functions, huge investment of resources, flexible construction organization, and so on. It is increasingly impossible for one construction unit to put in all its manpower and material resources to complete all the construction tasks of the project. Therefore, by means of professional subcontracting and labor subcontracting, It is a development trend of infrastructure construction under the market economy to absorb some specialized construction teams with high technical and technological levels to participate in the specialized construction of infrastructure construction projects. How to manage these professional and labor teams well has always been a practical problem in the construction project management. This paper, from the point of view of the general contractor, combined with my own personal experience, takes the labor subcontracting of China Road and Bridge North China Company as the research object. This paper discusses the connotation and necessity of subcontracting, analyzes its management status and existing problems, studies how to guide, standardize labor subcontracting, and give full play to the advantages of subcontracting. The general contracting enterprises should make efforts in the following aspects: strengthening the study of the laws, regulations and local administrative regulations of the state, raising the legal level, strictly following the legal path, and establishing the enterprise subcontracting management system, The introduction of labor subcontracting teams should be conducted in accordance with strict procedures and strictly examined; communication and guidance with labor subcontracting teams should be strengthened; management should be carried out in strict accordance with subcontracting contracts; and subcontracting should bear unshirkable obligations and responsibilities. Do not relax the subcontracting requirements: pay attention to the subcontracting team internal management, to help improve the management level.
