【摘要】：現(xiàn)代電子信息技術(shù)的不斷發(fā)展,使工程建設(shè)項(xiàng)目管理系統(tǒng)得以實(shí)現(xiàn)信息化、網(wǎng)絡(luò)化,各種面向道路、橋梁、大型水利等的工程項(xiàng)目管理軟件也層出不窮。但是隨著國家投資工程建設(shè)項(xiàng)目數(shù)量的不斷增多和規(guī)模不斷增大,以及政府履行其工程項(xiàng)目監(jiān)管職能的需要,迫切需要研發(fā)一種以政府為主導(dǎo)的,面向各個(gè)部門和項(xiàng)目承包商的,多任務(wù)協(xié)同管理的,一體化流程化設(shè)計(jì)的國家投資工程建設(shè)項(xiàng)目跟蹤系統(tǒng)。該系統(tǒng)可以提供一個(gè)虛擬平臺(tái),實(shí)現(xiàn)政府對各個(gè)項(xiàng)目的審批、招標(biāo)和動(dòng)態(tài)監(jiān)管等職能。本論文以國家投資工程建設(shè)項(xiàng)目跟蹤系統(tǒng)為主要研究對象,對其進(jìn)行管理與分析,以期對現(xiàn)有系統(tǒng)項(xiàng)目管理模式進(jìn)行診斷式治療,分析問題,提出對策。本文首先對該項(xiàng)目的背景進(jìn)行了論述,同時(shí)對國內(nèi)外研究現(xiàn)狀進(jìn)行了綜述。目前國內(nèi)外相關(guān)研究不少,但是針對性研究不多。國家投資工程建設(shè)項(xiàng)目跟蹤系統(tǒng)在設(shè)計(jì)、開發(fā)、運(yùn)行和維護(hù)方面有自己的特點(diǎn),需要進(jìn)行細(xì)致分析。本文提出了對國家投資工程建設(shè)項(xiàng)目跟蹤系統(tǒng)管理與分析的相關(guān)理論。主要從跟蹤的范圍研究、跟蹤的方式創(chuàng)新、跟蹤的效果控制三個(gè)方面進(jìn)行了闡述。實(shí)際上這三者之間互相關(guān)聯(lián),并不獨(dú)立。同時(shí),本文并未拘泥于理論,而是靈活運(yùn)用。三者之間相互管理,互相穿插、呼應(yīng)。隨后,本文重點(diǎn)對國家投資工程建設(shè)項(xiàng)目跟蹤系統(tǒng)進(jìn)行了范圍研究。從項(xiàng)目章程、項(xiàng)目范圍說明書、項(xiàng)目工作分解結(jié)構(gòu)WBS三個(gè)維度進(jìn)行了描述。在項(xiàng)目核實(shí)的基礎(chǔ)上,本文設(shè)計(jì)了變更管理控制系統(tǒng),并對其運(yùn)行效果進(jìn)行了分析,著重進(jìn)行了風(fēng)險(xiǎn)控制的設(shè)計(jì)。在此過程中,本文對利害關(guān)系者進(jìn)行了分析,辨明其對風(fēng)險(xiǎn)管理的影響。在區(qū)分了整體風(fēng)險(xiǎn)和技術(shù)風(fēng)險(xiǎn)后,提出了風(fēng)險(xiǎn)應(yīng)對的措施。本論文研究成果對國家投資工程建設(shè)項(xiàng)目跟蹤系統(tǒng)的項(xiàng)目管理研究具有一定的參考意義。
[Abstract]:With the continuous development of modern electronic information technology, the engineering construction project management system can realize information, network, all kinds of road-oriented, bridge, Large water conservancy and other engineering project management software also emerge in endlessly. However, with the increasing number and scale of national investment project construction projects, and the need for the government to perform its project supervision function, There is an urgent need to develop a government-led, multi-task, collaborative, multi-task and process-oriented tracking system for national investment projects and construction projects, oriented to various departments and project contractors. The system can provide a virtual platform. This paper takes the national investment project construction project tracking system as the main research object, carries on the management and the analysis to the government to each project examination and approval, the bidding and the dynamic supervision and so on. In order to carry out diagnostic treatment, analyze problems and put forward countermeasures to the existing system project management mode, this paper first discusses the background of the project, and summarizes the current research situation at home and abroad. At present, there are a lot of related researches at home and abroad. However, there are few targeted studies. The national investment project construction project tracking system has its own characteristics in design, development, operation and maintenance. This paper puts forward the related theories of the management and analysis of the national investment construction project tracking system, mainly from the scope of the tracking research, the way of tracking innovation, In fact, these three aspects are interrelated and not independent. At the same time, this paper is not restricted to theory, but flexible application. This paper focuses on the scope study of the national investment project construction project tracking system. It describes the three dimensions of the project charter, the project scope statement and the project work decomposition structure (WBS). In this paper, the change management control system is designed, and its operation effect is analyzed, especially the risk control design. In this process, the stakeholders are analyzed. After distinguishing the overall risk and the technical risk, the paper puts forward the measures to deal with the risk. The research results of this paper have certain reference significance for the project management research of the national investment project construction project tracking system.
