生產(chǎn)要素價(jià)格變化時(shí)建設(shè)工程合同價(jià)款調(diào)整方法研究

【摘要】:自2003年我國(guó)建筑市場(chǎng)中實(shí)行清單計(jì)價(jià)模式以來(lái),建設(shè)工程清單計(jì)價(jià)規(guī)范隨建筑市場(chǎng)的發(fā)展要求而不斷更新完善。由于建筑工程的建設(shè)周期一般較長(zhǎng),生產(chǎn)要素的價(jià)格變動(dòng)就成為工程建設(shè)各參與方必須考慮的風(fēng)險(xiǎn)因素之一,因此亟需提出一套應(yīng)對(duì)生產(chǎn)要素價(jià)格風(fēng)險(xiǎn)的合同價(jià)款調(diào)整方法以解決工程建設(shè)過(guò)程中因合同價(jià)款調(diào)整而產(chǎn)生的爭(zhēng)議,從而提高工程建設(shè)效率,保證建筑市場(chǎng)的健康發(fā)展。 以生產(chǎn)要素價(jià)格變化為切入點(diǎn)對(duì)建設(shè)工程合同價(jià)款的調(diào)整方法進(jìn)行研究,得到結(jié)論如下: 1)通過(guò)統(tǒng)計(jì)分析人工、材料、施工機(jī)具三類生產(chǎn)要素的市場(chǎng)價(jià)格信息,給出生產(chǎn)要素的價(jià)格變化原因及趨勢(shì); 2)提出生產(chǎn)要素價(jià)格變化時(shí)對(duì)合同價(jià)款的三種直接影響途徑,即分部分項(xiàng)工程費(fèi)、措施項(xiàng)目費(fèi)、其他項(xiàng)目費(fèi),并闡明每種影響途徑下合同價(jià)款的調(diào)整內(nèi)容及方法; 3)建立基于三次指數(shù)平滑法的生產(chǎn)要素市場(chǎng)價(jià)格預(yù)測(cè)模型并說(shuō)明模型中初始值及平滑系數(shù)的確定方法,,以人工、鋼筋、起重機(jī)為例證明其預(yù)測(cè)結(jié)果具有較高的準(zhǔn)確性; 4)統(tǒng)計(jì)整理出了框剪多層、框剪高層及框架多層建筑物中主要生產(chǎn)要素費(fèi)用占建筑成本的比例,并提出生產(chǎn)要素價(jià)格變化時(shí)對(duì)合同價(jià)款影響程度的確定方法; 5)分別建立三種影響途徑下的合同價(jià)款調(diào)整程序模型并在整合后提出完整、簡(jiǎn)單、實(shí)用的建設(shè)工程合同價(jià)款調(diào)整程序,將生產(chǎn)要素預(yù)測(cè)價(jià)格的應(yīng)用提前到投標(biāo)階段大大降低了合同價(jià)款調(diào)整幅度。 研究生產(chǎn)要素價(jià)格變化時(shí)建設(shè)工程合同價(jià)款的調(diào)整方法,為投標(biāo)人的投標(biāo)報(bào)價(jià)及工程結(jié)算時(shí)的合同價(jià)款調(diào)整提供了新的思路,對(duì)新方法在我國(guó)建筑市場(chǎng)中的推廣應(yīng)用提供了建議。
[Abstract]:Since 2003, when the list pricing mode was implemented in the construction market of our country, the valuation standard of construction engineering list has been updated and perfected with the development of the construction market. The price change of factors of production has become one of the risk factors that must be considered by all participants in the construction of the project. Therefore, it is urgent to put forward a set of contract price adjustment methods to deal with the risk of production factor price in order to solve the disputes arising from the adjustment of contract price in the process of engineering construction, so as to improve the efficiency of engineering construction and ensure the healthy development of the construction market. With the change of production factor price as the starting point, the adjustment method of construction contract price is studied, and the conclusion is as follows:. 1) through statistical analysis of the market price information of three kinds of factors of production, such as labor, materials and construction tools, the reasons and trends of price changes of production factors are given. 2) bring forward three direct ways of influencing the contract price when the production factor price changes, that is, the subdivision project cost, the measure project cost, the other project cost, and explain the adjustment content and method of the contract price under each kind of influence way; 3) based on cubic exponential smoothing method, the market price prediction model of factors of production is established and the method of determining initial value and smoothing coefficient in the model is explained. The example of artificial, steel bar and crane proves that the forecast result has high accuracy. 4) the main factors of production cost in the frame shear multi-story, frame shear high-rise and frame multi-storey buildings are sorted out statistically, and the method of determining the degree of influence on the contract price when the price of production factor changes is put forward. 5) establishing the model of the adjustment procedure of contract price under three kinds of influence ways, and putting forward the complete, simple and practical procedure of adjusting the contract price of construction project after the integration. The application of the forecast price of production factors to the bidding stage greatly reduces the range of adjustment of the contract price. This paper studies the adjustment method of the construction contract price when the production factor price changes, and provides a new way of thinking for the bidder's bidding quotation and the contract price adjustment when the project is settled. Some suggestions are given for the application of the new method in the construction market of our country.
