【摘要】：工程項(xiàng)目管理是指依靠專業(yè)知識(shí)和工程經(jīng)驗(yàn)為工程建設(shè)提供服務(wù)。建設(shè)一個(gè)工程項(xiàng)目,建設(shè)現(xiàn)場(chǎng)的管理工作復(fù)雜繁瑣,從在地方管理部門的各項(xiàng)審批流程,到施工現(xiàn)場(chǎng)的進(jìn)度、質(zhì)量、進(jìn)度和安全的管理工作,都需要投入大量的人力、物力。由此,很多建設(shè)方求助于工程項(xiàng)目管理。本文針對(duì)我國(guó)國(guó)內(nèi)目前尚沒(méi)有一套完整、有效的工作績(jī)效評(píng)價(jià)方法來(lái)評(píng)價(jià)工程項(xiàng)目管理團(tuán)隊(duì)工作績(jī)效的現(xiàn)狀,通過(guò)對(duì)國(guó)內(nèi)外相關(guān)團(tuán)隊(duì)工作績(jī)效理論的研究,遵循一致性、全面性、科學(xué)性、可回饋性等原則,以及對(duì)工程項(xiàng)目管理工作內(nèi)容和服務(wù)質(zhì)量的理解,從團(tuán)隊(duì)內(nèi)外因素以及項(xiàng)目管理團(tuán)隊(duì)實(shí)際工作內(nèi)容兩個(gè)方面作為評(píng)價(jià)主要內(nèi)容,制定了這套能夠?qū)こ添?xiàng)目管理團(tuán)隊(duì)進(jìn)行一個(gè)有針對(duì)性的、具體的、直觀的評(píng)價(jià)辦法,這套評(píng)價(jià)辦法可以是工程項(xiàng)目管理團(tuán)隊(duì)在提供服務(wù)的過(guò)程中的工作績(jī)效評(píng)價(jià),而不僅僅針對(duì)結(jié)果。本文提出的工程項(xiàng)目管理團(tuán)隊(duì)工作績(jī)效評(píng)價(jià)方法根據(jù)工程項(xiàng)目管理服務(wù)的內(nèi)容以及范圍,一共設(shè)置了四級(jí)評(píng)價(jià)因素,在評(píng)價(jià)因素設(shè)置上主要分為團(tuán)隊(duì)內(nèi)外因素與實(shí)際工作表現(xiàn)兩個(gè)主要方面,評(píng)價(jià)集設(shè)置為非常滿意、滿意、不滿意、非常不滿意四個(gè)等級(jí),由建設(shè)單位、項(xiàng)目管理團(tuán)隊(duì)成員、地方政府及相關(guān)部門的專家組成評(píng)價(jià)委員會(huì)對(duì)團(tuán)隊(duì)的各個(gè)方面進(jìn)行打分,通過(guò)多層次模糊綜合分析法,結(jié)合AHP層次分析法確定各級(jí)因素權(quán)重,最終得出工作績(jī)效的總評(píng)價(jià)結(jié)論。通過(guò)這個(gè)評(píng)價(jià)方法,可以使建設(shè)單位在選擇委托單位時(shí)以及建設(shè)單位在工程項(xiàng)目建設(shè)實(shí)施過(guò)程中對(duì)項(xiàng)目管理團(tuán)隊(duì)進(jìn)行工作績(jī)效評(píng)價(jià)時(shí),能夠擁有一個(gè)科學(xué)、有效的工具,同時(shí),工程項(xiàng)目管理團(tuán)隊(duì)也可以利用這套評(píng)價(jià)辦法查找自身問(wèn)題,改進(jìn)服務(wù)質(zhì)量。因此這套方法具有很好的實(shí)踐意義。
[Abstract]:Project management is to rely on professional knowledge and engineering experience to provide services for the construction of the project. The construction of an engineering project, the construction site management is complicated, from the local management departments in the approval process, to the construction site of the schedule, quality, schedule and safety management work, need to invest a lot of manpower, material force. Thus, a lot of building resort to project management. In view of our country at present is not a complete and effective performance assessment methods to evaluate the project management team performance, through the study of the theory at home and abroad related to the performance of the team, consistent, comprehensive and scientific. Feedback principle, and understanding of project management and service quality, as from the two aspects of internal and external factors as well as the team work the actual content of the project management team Evaluation of main content, for the project management team to conduct a targeted, specific, intuitive evaluation methods, this method can evaluate the project management team is in the process of providing the service performance evaluation, rather than on the results. The project management team performance evaluation method based on project management service content and scope, set up a total of four evaluation factors, mainly divided into internal and external factors and team performance in two main aspects in the evaluation factor set, evaluation set is very satisfied, satisfied, not satisfied, not very satisfied with the four levels of the construction units the project management team of experts, local governments and relevant departments of the evaluation committee composed of each team were scored by the multi-level fuzzy comprehensive analysis method, combined with the AHP AHP determine factor weight, total evaluation finally obtains the conclusion. Through this work performance evaluation method, can make the construction unit in the choice of units and construction units commissioned in the project implementation process of construction of the project management team performance evaluation, to have a scientific and effective tool, at the same time. The project management team can also use this method to evaluate its search, improve the service quality. So this method has good practical significance.
