城市保障性住房選址布局優(yōu)化研究

【摘要】:摘要:住房是人類最基本的需求之一,實現(xiàn)“居者有其屋”是中國老百姓最真誠的愿望。改革開放三十多年來,我國住房政策經(jīng)歷了由“國家保障”向“市場供給”轉變,再由“市場供給”到“社會保障”的不斷完善的發(fā)展過程。保障性住房建設在全面快速發(fā)展的同時,也面臨著深層次問題和難點:一方面,在土地經(jīng)濟利益的驅動下,保障性住房選址布局呈集中化、郊區(qū)化趨勢日益嚴重,導致中低收入階層進入城市公共空間資源的機會越來越少,不利于社會的公平與穩(wěn)定;另一方面,集中化、郊區(qū)化的選址布局使得基礎設施配套不足加劇,并進一步產(chǎn)生諸如社區(qū)雷同、城市效率低下以及貧民窟等問題。鑒于此,深入研究優(yōu)化保障性住房的選址布局方法,有助于城市決策者對保障性住房的選址布局進行科學合理的判斷,促進保障性住房建設的可持續(xù)發(fā)展。 本文以優(yōu)化城市保障性住房科學選址布局為目的,嘗試從交通、基礎設施、就業(yè)、環(huán)境和土地等方面來綜合考慮保障性住房選址布局的影響因子,通過采用定性與定量相結合的層次分析法來評判保障性住房的選址布局方案,得出最優(yōu)選址布局。并長沙市公租房選址布局為例,采用層次分析法對長沙市五大片區(qū)公租房的影響因素進行權重和得分計算,得出最優(yōu)選址布局片區(qū),并對不合理方案提出優(yōu)化的建議和策略,從而提高整體選址布局的相對合理性,為優(yōu)化我國保障性住房的選址布局方法提供理論參考和實踐經(jīng)驗。 本文的主要成果有四:其一是系統(tǒng)研究分析目前我國城市保障性住房選址布局的特點、問題和成因;其二是基于問卷調查和現(xiàn)狀問題分析的基礎上總結了保障性住房選址布局的主要影響因子,并以此建立了遞階層次分析模型;其三是構建以層次分析法為核心的保障房選址布局優(yōu)化方法。其四是評判了長沙市五大片區(qū)公租房選址布局,得出了合理的選址布局片區(qū),并對不合理片區(qū)提出了優(yōu)化選址布局的建議和策略。
[Abstract]:Absrtact: housing is one of the most basic needs of human beings, and the realization of "home ownership" is the most sincere wish of the Chinese people. Over 30 years of reform and opening up, China's housing policy has undergone a transformation from "state security" to "market supply". The process of continuous improvement from "market supply" to "social security". While the construction of affordable housing is developing rapidly in an all-round way, it also faces deep problems and difficulties: on the one hand, driven by the interests of land economy, The location and layout of affordable housing is centralized, and the trend of suburbanization is becoming more and more serious, which leads to less and less opportunities for low- and middle-income groups to enter urban public space resources, which is not conducive to social fairness and stability; on the other hand, centralization, In view of the fact that the suburbanization of the location layout exacerbates the inadequacy of infrastructure and further creates problems such as community similarity, urban inefficiency and slums, the study of optimizing the location and layout of affordable housing is carried out in depth, It is helpful for urban decision makers to judge the location and layout of affordable housing scientifically and reasonably, and to promote the sustainable development of affordable housing construction. In order to optimize the scientific location layout of urban affordable housing, this paper tries to comprehensively consider the influence factors of the location layout of affordable housing from the aspects of transportation, infrastructure, employment, environment and land, etc. By adopting the analytic hierarchy process (AHP), which combines qualitative and quantitative analysis, to judge the location and layout of the indemnificatory housing, the optimal location layout is obtained, and the public rental housing location in Changsha is taken as an example. This paper calculates the weight and score of the influencing factors of public rental housing in five large districts of Changsha by AHP, and obtains the optimal location and layout of the area, and puts forward some suggestions and strategies for the optimization of the unreasonable scheme. Thus, the relative rationality of the overall location layout is improved, and the theoretical reference and practical experience are provided for optimizing the location and layout method of the supportable housing in our country. The main achievements of this paper are as follows: firstly, the characteristics, problems and causes of the location layout of the urban affordable housing in China are studied and analyzed systematically. Secondly, based on the questionnaire survey and the analysis of the current situation, this paper summarizes the main influencing factors of the location and layout of the affordable housing, and establishes the hierarchical sub-analysis model on the basis of the questionnaire survey and the analysis of the current situation. The third is to construct the optimization method of indemnificatory apartment's location layout with AHP as the core, and the fourth is to judge the location layout of public rental housing in five big districts of Changsha, and get the reasonable location layout of the area. Suggestions and strategies for optimizing location and layout of unreasonable areas are put forward.
