【摘要】：空間作為產(chǎn)品和生產(chǎn)力，資源性與社會(huì)性的雙重存在，是城鄉(xiāng)一體化發(fā)展的重點(diǎn)和關(guān)鍵，也是城鄉(xiāng)一體化得以實(shí)現(xiàn)的基本載體，其尺度效應(yīng)對現(xiàn)代城鄉(xiāng)經(jīng)濟(jì)社會(huì)的發(fā)展產(chǎn)生了巨大的引導(dǎo)、限制及生產(chǎn)作用。隨著經(jīng)濟(jì)社會(huì)的發(fā)展演進(jìn)及現(xiàn)實(shí)矛盾的更替，城鄉(xiāng)一體化發(fā)展的價(jià)值取向及發(fā)展策略、空間組織等始終處于不斷的更迭演替之中。只有更加深入地解讀城鄉(xiāng)一體化發(fā)展的空間組織體系、生長演變規(guī)律，才能更有效地促進(jìn)城鄉(xiāng)社會(huì)空間結(jié)構(gòu)的適應(yīng)性轉(zhuǎn)型，推進(jìn)區(qū)域城鄉(xiāng)一體化的健康有序發(fā)展。 論文以關(guān)中地區(qū)為研究對象，以空間尺度和相應(yīng)的規(guī)劃策略為研究核心，深入剖析了城鄉(xiāng)一體化空間的形成、生長及拓展過程，闡釋了城鄉(xiāng)一體化發(fā)展的空間尺度體系，并對關(guān)中地區(qū)空間整合的優(yōu)化重構(gòu)和規(guī)劃策略進(jìn)行了深入探索，以便為關(guān)中地區(qū)的城鄉(xiāng)一體化發(fā)展及規(guī)劃編制提出積極有益的指導(dǎo)。 首先，，論文對當(dāng)前國內(nèi)外城鄉(xiāng)一體化的發(fā)展理論進(jìn)行了梳理和總結(jié)，并結(jié)合既有研究成果，指出對城鄉(xiāng)空間進(jìn)行有效地整合可以為城鄉(xiāng)社會(huì)經(jīng)濟(jì)全局一體化提供物質(zhì)載體支撐及空間生產(chǎn)力，是推進(jìn)城鄉(xiāng)一體化的有效手段和途徑。 其次，論文指出城鄉(xiāng)一體化空間具有圈層性及距離衰減性、完整性及單元性、延伸性及生長性等特征，并基于城鄉(xiāng)發(fā)展主體實(shí)力的變化、空間關(guān)聯(lián)和空間分割，空間的限制、引導(dǎo)及生產(chǎn)作用，深入闡釋了城鄉(xiāng)一體化的基本空間單元、聯(lián)系空間建設(shè)、層級結(jié)構(gòu)層次、多元空間組合、空間生長轉(zhuǎn)換、空間尺度提取規(guī)則等空間尺度的系統(tǒng)化規(guī)劃思想。 第三，論文針對關(guān)中地區(qū)城鄉(xiāng)一體化發(fā)展的本底條件與空間尺度行了分析總結(jié)，得出鄉(xiāng)村發(fā)展主體地位滯后，城鄉(xiāng)關(guān)聯(lián)互動(dòng)作用較弱，基本空間單元能效不足，聯(lián)系空間體系不健全、空間層級結(jié)構(gòu)斷裂、規(guī)劃編制層次不清晰等是關(guān)中地區(qū)城鄉(xiāng)一體化空間建設(shè)的極大制約因素，造成了關(guān)中地區(qū)城鄉(xiāng)發(fā)展效率的不足。未來關(guān)中地區(qū)要以城鄉(xiāng)生態(tài)環(huán)境的有機(jī)協(xié)調(diào)、鄉(xiāng)村發(fā)展主體的強(qiáng)力培育、城鄉(xiāng)產(chǎn)業(yè)的深度融合、城鄉(xiāng)公共服務(wù)的基本均等、城鄉(xiāng)文化價(jià)值的傳承兌現(xiàn)、城鄉(xiāng)實(shí)體空間的效能化組合、城鄉(xiāng)功能結(jié)構(gòu)體系的關(guān)聯(lián)互補(bǔ)、城鄉(xiāng)要素流的通暢流動(dòng)為重點(diǎn)，促進(jìn)關(guān)中地區(qū)有利于分類指導(dǎo)的城鄉(xiāng)一體化的亞區(qū)域區(qū)劃、完善的城鄉(xiāng)增長中心體系、便捷的城鄉(xiāng)要素流通道、高效空間組織模式的形成，從而為關(guān)中地區(qū)未來的城鄉(xiāng)一體化進(jìn)程打下堅(jiān)實(shí)的基礎(chǔ)。 第四，論文架設(shè)了關(guān)中地區(qū)城鄉(xiāng)一體化空間公正性的評價(jià)指標(biāo)體系，在對關(guān)中地區(qū)城鄉(xiāng)一體化空間公正性評價(jià)的基礎(chǔ)上，得出關(guān)中地區(qū)各地生產(chǎn)能動(dòng)性差異較大，致使關(guān)中地區(qū)城鄉(xiāng)一體化發(fā)展的空間公正性表現(xiàn)出以西咸及寶雞為中心的較強(qiáng)的極化現(xiàn)象。 第五，論文利用城鄉(xiāng)一體化發(fā)展的空間尺度思想體系及方法論提出了關(guān)中地區(qū)城鄉(xiāng)一體化空間優(yōu)化的具體思路及空間重構(gòu)的初步構(gòu)想，即：鑒于城鄉(xiāng)一體化的根本利益機(jī)制及實(shí)現(xiàn)利益機(jī)制，關(guān)中地區(qū)城鄉(xiāng)一體化的發(fā)展要以城鄉(xiāng)等值為核，以產(chǎn)業(yè)互動(dòng)為本，以制度推進(jìn)為體，以市場融合為器，以要素流動(dòng)為軸，以集聚擴(kuò)散為象，以空間網(wǎng)絡(luò)為綱，從城鄉(xiāng)經(jīng)濟(jì)社會(huì)制度公正化制定、跨越式提升區(qū)域發(fā)展現(xiàn)代性、選擇性集聚與普遍性擴(kuò)散、推進(jìn)型主導(dǎo)產(chǎn)業(yè)梯度選擇、農(nóng)業(yè)全程產(chǎn)業(yè)化發(fā)展、城鄉(xiāng)市場經(jīng)濟(jì)體系培育、城鄉(xiāng)要素流動(dòng)優(yōu)化、城鄉(xiāng)網(wǎng)絡(luò)通道強(qiáng)化等8個(gè)方面促進(jìn)關(guān)中地區(qū)城鄉(xiāng)一體化的發(fā)展演進(jìn)；在空間組織上將關(guān)中地區(qū)的城鄉(xiāng)一體化劃分為4大的綜合分區(qū)及4個(gè)類型化區(qū)域，11個(gè)空間群落及若干層級化增長極（生長中心）等多項(xiàng)關(guān)中地區(qū)城鄉(xiāng)一體化空間整合重構(gòu)的系列思路。 最后，基于前文對空間尺度的思想架構(gòu)和關(guān)中地區(qū)空間重構(gòu)的思路設(shè)定，從有的放矢的規(guī)劃思維轉(zhuǎn)變、基于精明增長的空間管制、資源要素配置的優(yōu)化設(shè)計(jì)、基于產(chǎn)業(yè)融通的產(chǎn)業(yè)體系組織，基于成本節(jié)約物流體系建設(shè)、規(guī)劃實(shí)施保障等6個(gè)方面給出了未來關(guān)中地區(qū)城鄉(xiāng)一體化規(guī)劃編制的完善策略。
[Abstract]:As the dual existence of product and productivity , resource and social nature , space is the key and key to the development of urban and rural integration , and it is the basic carrier to realize the integration of urban and rural integration . The scale effect of urban and rural integration has led to great guidance , limitation and production . With the development of economy and society , the value orientation and development strategy of urban and rural integration are always in the changing succession . Only by more deeply reading the spatial organization system and the growth and evolution law of the urban and rural integration development can the adaptive transformation of urban and rural social space structure can be promoted more effectively , and the healthy and orderly development of the regional integration of urban and rural areas can be promoted . In this paper , the spatial scales and the corresponding planning strategies are taken as the research objects , and the formation , growth and development of urban and rural integration spaces are analyzed in depth , the spatial scale system of urban and rural integration development is explained , and the optimal reconstruction and planning strategies of spatial integration in Guanzhong area are explored in depth , so as to provide positive and useful guidance for the development of urban and rural integration and planning . First of all , the paper summarizes and summarizes the development theory of urban and rural integration at home and abroad , and points out that the effective integration of urban and rural space can provide material carrier support and space productivity for the integration of urban and rural society , and is an effective means and approach to promote the integration of urban and rural areas . Secondly , the paper points out that the urban and rural integration space has the characteristics of circle and distance attenuation , integrality and unit , extension and growth . Based on the change of the main strength of urban and rural development , the spatial correlation and spatial division , the limitation of space , the guiding and production function , the systematic planning thought of spatial scale such as basic space unit , contact space construction , hierarchical structure level , multi - space combination , space growth conversion and spatial scale extraction rule are expounded in depth . Thirdly , the paper summarizes the background and spatial scales of urban and rural integration in the central and central areas , concludes that the status of rural development is lagging behind , the interaction between urban and rural areas is weak , the spatial structure of urban and rural areas is not perfect , the spatial hierarchy structure is broken , the planning and compilation level is not clear , etc . Fourthly , the paper sets up an evaluation index system of urban and rural integration spatial fairness in Guanzhong area . Based on the evaluation of urban and rural integration spatial fairness in the central region , the paper concludes that there is a great difference in production capacity among the central and central areas , which causes the spatial fairness of the integration of urban and rural integration in the central region to show the stronger polarization phenomenon in the center of the Xianyang salty and Baoji . In the fifth part , the paper puts forward the concrete thought of urban and rural integration spatial optimization and the preliminary idea of spatial reconstruction by using the spatial scale thought system and methodology of urban and rural integration . Finally , based on the thought structure of spatial scale and the idea of spatial reconstruction in Guan Zhong area , this paper puts forward a perfect strategy for the development of urban and rural integration planning in the future based on six aspects , such as planning thinking transformation , spatial control based on smart growth , optimal design of resource element configuration , industrial system organization based on industrial melting , construction of logistics system based on cost saving , and implementation guarantee .
