華北院工程公司EPC項目采購流程改進(jìn)研究

【摘要】:隨著我國經(jīng)濟(jì)迅速發(fā)展并與國際接軌,工程項目建設(shè)也要與國際通行的模式相適應(yīng),朝總承包方向去發(fā)展。而EPC(設(shè)計、采購、施工)工程總承包模式由于是一種能很好的整合各方資源的建設(shè)模式,同時能更好的適應(yīng)市場經(jīng)濟(jì)的需要,因此被我國大力推廣,也被大多數(shù)企業(yè)所采用。如今,我國運用EPC總承包模式在多個領(lǐng)域取得了不錯的成績,各大設(shè)計研究院也都成功向EPC總承包模式轉(zhuǎn)型,其中就包括華北院工程公司。然而工程公司在快速的發(fā)展中也出現(xiàn)一些問題和隱患,例如采購流程方面。采購流程是EPC總承包的指導(dǎo)方針,每一個環(huán)節(jié)都對采購能否順利進(jìn)行起到至關(guān)重要的作用。華北院現(xiàn)在的采購流程主要包括制定采購計劃、招標(biāo)評標(biāo)、采購合同審批、付款審批、催交、運輸、檢驗和采購總結(jié)等方面。通過問卷調(diào)查結(jié)果顯示,其中采購合同和設(shè)備付款審批流程過于繁瑣,招評標(biāo)流程和供應(yīng)商的評價與審核流程不夠嚴(yán)謹(jǐn)?shù)葐栴}。這些問題對整個采購工作的流暢性、快捷性、高效性產(chǎn)生了一定的負(fù)面作用。針對華北院工程公司EPC總承包采購流程所遇到的問題,本文利用項目管理和EPC總承包的相關(guān)理論知識,結(jié)合了華北院的企業(yè)背景和特點,運用時間陷阱分析和ECRS分析法的方法,分別對滿意度較低的采購流程進(jìn)行分析和改進(jìn)、簡化和完善,使采購流程的每一個環(huán)節(jié)都能高效且易于操作,從而更好的服務(wù)于項目采購工作,達(dá)到項目采購的既定目標(biāo)。
[Abstract]:With the rapid development of China's economy and international standards, the project construction must be compatible with the international general contracting mode, toward the direction to develop. EPC (design, procurement, construction) general contracting mode is due to the construction model for the integration of all resources is very good, but better to adapt to the needs of the market economy, so it is popularized in China, has also been adopted by the majority of enterprises. Now, China's use of EPC general contracting model has achieved good results in a number of fields, the design and Research Institute have also successfully to EPC general contracting model transformation, including North China Academy of Engineering, however. Engineering company in the rapid development there are still some problems and hidden dangers, such as the procurement process. The procurement process is the guiding principle of EPC general contracting, every link of purchase can smoothly play a crucial role in North China Institute. In the procurement process including procurement, bidding, procurement contract approval, payment approval, expediting, inspection and transportation, procurement and other aspects. Through the summary of the survey results show that the equipment procurement contract and payment approval process is too cumbersome, the bidding process and supplier evaluation and review process is not precise enough and other issues. Fluency, these problems of the procurement work fast, high efficiency has a negative effect. In the North China Academy of engineering company EPC general contracting procurement process problems, based on relevant theoretical knowledge of project management and EPC project, combined with the background and characteristics of the North China Enterprise Institute, using the method of time trap analysis and ECRS analysis, respectively, to lower satisfaction with the procurement process analysis and improvement, simplification and improvement, so that each part of the procurement process can be efficient and easy In order to better serve the project procurement to achieve the established objectives of the project procurement.
