【摘要】：在工程項(xiàng)目建設(shè)中,有多種承包模式,在諸多承包模式中,因EPC總承包模式具有建設(shè)單位管理難度小、風(fēng)險(xiǎn)小、工程工期及質(zhì)量能得有效到保證等優(yōu)勢(shì),故在云天化國際化工XX公司成為了工程建設(shè)的主要承包模式,但在EPC總承包模式下,云天化國際化工XX公司的建設(shè)項(xiàng)目超概成了普遍現(xiàn)象,本文對(duì)產(chǎn)生該現(xiàn)象的原因進(jìn)行了分析研究,并提出了解決對(duì)策和建議。 論文從工程造價(jià)理論和EPC總承包理論出發(fā),采用對(duì)比法、統(tǒng)計(jì)法等對(duì)云天化國際化工XX公司2006年～2012年主要建設(shè)項(xiàng)目進(jìn)行分析,發(fā)現(xiàn)80%以上的建設(shè)項(xiàng)目都采用了EPC總承包模式。然后對(duì)云天化國際化工XX公司四個(gè)典型EPC總承包項(xiàng)目造價(jià)存在問題進(jìn)行深入剖析,發(fā)現(xiàn)存在造價(jià)問題的共同點(diǎn)是全部項(xiàng)目最終投資都超出概算10%以上。 文章對(duì)云天化國際化工XX公司四個(gè)典型EPC總承包案例從概算形成流程、超概比較、造價(jià)結(jié)構(gòu)比較、概算技術(shù)要求及中標(biāo)文件技術(shù)要求對(duì)比幾個(gè)方面進(jìn)行分析,找出云天化國際化工XX公司EPC總承包模式超概的主要原因由“云天化國際化工XX公司建設(shè)項(xiàng)目最高概算價(jià)格的形成與EPC總承包方式造價(jià)控制存在矛盾”等四條組成。 文章的最后,針對(duì)云天化國際化工XX公司EPC總承包項(xiàng)目存在的普遍超概現(xiàn)象,提出了“調(diào)整云天化國際化工XX公司概算限價(jià)指標(biāo)”等五條解決對(duì)策建議
[Abstract]:In the construction of engineering projects, there are many contracting modes. In many contracting modes, the EPC general contracting mode has the advantages of less difficult management, less risk, and effective guarantee of project duration and quality. Therefore, in Yuntianhua International Chemical XX Company has become the main contracting mode of engineering construction, but under the EPC general contract mode, the construction project of Yuntianhua International Chemical XX Company has become a common phenomenon. In this paper, the causes of this phenomenon are analyzed, and countermeasures and suggestions are put forward. Based on the engineering cost theory and EPC general contract theory, this paper analyzes the main construction projects of Yuntianhua International Chemical Industry XX Company from 2006 to 2012 by means of comparative method and statistical method. It is found that more than 80% construction projects have adopted EPC general contracting mode. Then the cost problems of four typical EPC general contract projects in Yuntianhua International Chemical Industry XX Company are deeply analyzed. The common denominator of the cost problem is that the final investment of all projects exceeds the estimated budget by more than 10%. In this paper, four typical EPC cases of Yuntianhua International Chemical Co., Ltd., are compared from the process of budget estimate, and the cost structure is compared. The technical requirements of the budget estimate and the technical requirements of the winning bid documents are analyzed in several aspects. To find out the main reasons for the overgeneralization of EPC general contracting mode of Yuntianhua International Chemical Co., XX Company. " The formation of the highest estimated price of the construction project of Yuntianhua International Chemical Industry XX Company and the contradiction between the cost control of the EPC general contract mode and the construction project cost control are composed of four parts. At the end of the article, aiming at the universal overgeneralization of EPC general contracting project of Yuntianhua International Chemical Industry XX Company. Five countermeasures are put forward, such as "adjust the price limit index of the estimate of Yuntianhua International Chemical XX Company" and so on.
