【摘要】：改革開放以來,我國逐漸由計劃經(jīng)濟(jì)轉(zhuǎn)變?yōu)槭袌鼋?jīng)濟(jì),尤其是進(jìn)入WTO以后,市場經(jīng)濟(jì)體制不斷改進(jìn)、完善,工程建設(shè)領(lǐng)域的各項管理方法和制度也得到規(guī)范和發(fā)展。為了與國際市場經(jīng)濟(jì)接軌,工程項目的管理行為更加規(guī)范化、法制化和國際化,其中招標(biāo)投標(biāo)行為作為整體工程項目前期的重要一個環(huán)節(jié),其地位和作用顯得更加突出和重要。招投標(biāo)起源于18世紀(jì)后期的英國,在西方發(fā)達(dá)國家得到廣泛的應(yīng)用,取得巨大的成功和良好的效果。改革開放后我國才引入實施了招標(biāo)投標(biāo)制度,目前正不斷地深入到社會生活的各個方面,對我國的市場經(jīng)濟(jì)實現(xiàn)公平、公開以及公正的秩序建設(shè)有很大的促進(jìn)作用。 本論文是結(jié)合本人的工作實際進(jìn)行研究,研究主體包括招投標(biāo)管理中先進(jìn)國家的制度和方法,以及我國的制度、做法和經(jīng)驗；目的在于分析我國工程招投標(biāo)的現(xiàn)狀,找出這個領(lǐng)域內(nèi)目前存在的問題,并對產(chǎn)生問題的原因進(jìn)行了總結(jié)概括；然后在深入分析和研究基礎(chǔ)之上,提出解決我國工程招投標(biāo)中各種問題的對策,比如通過完善工程招投標(biāo)機(jī)制,加強(qiáng)法律、法規(guī)建設(shè),在制度健全的情況下推行工程量清單招標(biāo)和推廣最低價中標(biāo)法,真正使我國的招投標(biāo)做到公開、公平、公正；最后以本人單位辦理的工程招標(biāo)成果為例,將相關(guān)的解決對策運用到實際的具體案例中,通過規(guī)范的工程招投標(biāo)方式和程序解決這一實際問題,從而具有重大的現(xiàn)實和指導(dǎo)意義。
[Abstract]:Since the reform and opening up, China has gradually changed from a planned economy to a market economy, especially after entering WTO, the market economic system has been continuously improved and improved. The management methods and systems in the field of engineering construction have also been standardized and developed. In order to keep pace with the international market economy, the management behavior of engineering projects is more standardized, legalized and internationalized. As an important link in the early stage of the whole project, the bidding behavior is more prominent and important. The bidding originated in 18th century in the United Kingdom. It has been widely used in western developed countries, and has achieved great success and good results. After the reform and opening up, the bidding system was introduced and implemented in our country, and it is constantly going deep into all aspects of social life. It promotes the construction of fair, open and fair order in China's market economy. This paper is based on the actual work of my research, including the main body of bidding management in advanced countries systems and methods, as well as our systems, practices and experience; The purpose is to analyze the current situation of engineering bidding in China, to find out the existing problems in this field, and to summarize the causes of the problems. Then on the basis of in-depth analysis and research, this paper puts forward countermeasures to solve various problems in engineering bidding in China, such as improving the mechanism of engineering bidding, strengthening the construction of laws and regulations. Under the condition that the system is perfect, the bidding of bill of quantities and the method of winning the bid at the lowest price can be carried out in order to make the bidding of our country open, fair and just; Finally, taking the project bidding results handled by my unit as an example, this paper applies the relevant solutions to the actual specific cases, and solves this practical problem through the standard project bidding methods and procedures. Thus has the important reality and the instruction significance.
