【摘要】：容積率是控制土地使用密度、平衡公共基礎(chǔ)設(shè)施和公共空間建設(shè)、保證有特色的城市形態(tài)建設(shè)的重要管理指標(biāo)。利用容積率政府可以促進土地的集約利用、加強公共空間和公共設(shè)施建設(shè),鼓勵和引導(dǎo)社會力量參與城市創(chuàng)新建設(shè)提升,城市空間魅力。2013年日本國土交通省為加強東京都市圈的國際競爭力提出了包括容積率制度在內(nèi)的新城市成長戰(zhàn)略,該戰(zhàn)略以促進城市創(chuàng)新建設(shè)為目標(biāo),突破舊的土地使用管理限制,對有特色、有貢獻的大都市城市建設(shè)項目,根據(jù)貢獻程度實施不同的容積率標(biāo)準(zhǔn)。新的制度在引導(dǎo)和鼓勵更多的社會力量參與東京都市圈的城市創(chuàng)新建設(shè),加速形成大都市高集聚的戰(zhàn)略性區(qū)域,帶動大都市圈可持續(xù)發(fā)展中發(fā)揮了重要作用。
[Abstract]:The volume is to control the land use density, the balance of public infrastructure and public space construction, to guarantee the management and construction of characteristic index of city form. The volume of the government can promote the intensive use of land, strengthen public space and public facilities construction, encourage and guide social forces to participate in the construction of innovative city, city space charm.2013 in Japan the Ministry is put forward including the new city volume rate system, growth strategy for the international competitiveness of Tokyo metropolitan area to strengthen the strategy to promote the innovative city construction as the goal, process the old land use management, to contribute to the city characteristics, city construction projects, according to the contribution degree of implementation of different volume of the standard rate. The construction of innovation system in the city to guide and encourage more social forces to participate in the Tokyo metropolitan area, accelerate the formation of metropolitan high The strategic area of agglomeration plays an important role in the sustainable development of the metropolitan area.
