【摘要】:隨著中國(guó)城市化步伐的加快,農(nóng)村城鎮(zhèn)化也給工程建設(shè)創(chuàng)造了巨大機(jī)遇和挑戰(zhàn),建筑工程的市場(chǎng)規(guī)模,范圍和開(kāi)放性也在慢慢擴(kuò)大,工程項(xiàng)目日趨復(fù)雜擴(kuò)大化。日益激烈的競(jìng)爭(zhēng)和監(jiān)管制度也在逐步完善,更加嚴(yán)格的指標(biāo)制度和合同管理,包括相關(guān)的勞動(dòng)法律制度,企業(yè)新技術(shù)發(fā)展體制變革也在日趨國(guó)際化。改革的關(guān)鍵是管理,主要體現(xiàn)在對(duì)建設(shè)項(xiàng)目工程的管理。而建筑施工管理,又最終體現(xiàn)在施工組織設(shè)計(jì)。由于工程施工存在復(fù)雜性,施工組織設(shè)計(jì)通過(guò)分析項(xiàng)目特點(diǎn),擬設(shè)計(jì)施工全過(guò)程,使用現(xiàn)代管理技術(shù)和方法,對(duì)全過(guò)程進(jìn)行規(guī)劃、組織、協(xié)調(diào)控制來(lái)實(shí)現(xiàn)資源的合理配置、施工的有序進(jìn)行、生產(chǎn)要素合理組合,最終提高生產(chǎn)效益。并對(duì)生產(chǎn)物料、施工設(shè)備、人員分配、機(jī)械設(shè)備等進(jìn)行合理安排,協(xié)調(diào)各施工參與方、各施工工序和總流程之間的關(guān)系,使施工以最滿意的途徑進(jìn)行,,最終取得最佳的經(jīng)濟(jì)效益。 在編制施工組織設(shè)計(jì)選擇方案時(shí),不僅要遵循客觀實(shí)際還要符合先進(jìn)性、科學(xué)行的要求。若按照模糊概念來(lái)區(qū)別各指標(biāo)的主從關(guān)系,工期、質(zhì)量和費(fèi)用是三個(gè)很重要的指標(biāo),在方案的設(shè)計(jì),平面布置、材料分布供應(yīng)以及施工器械的安裝,辦公地點(diǎn)的選擇等都要服務(wù)于這三個(gè)重要指標(biāo)的要求。因此在進(jìn)行方案選擇時(shí),在對(duì)施工方案進(jìn)行量化分析的同時(shí),還要考慮各地區(qū)施工水平以及招標(biāo)的要求。在進(jìn)行施工組織設(shè)計(jì)量化指標(biāo)分析時(shí),所選取的指標(biāo)一定要具有綜合性、系統(tǒng)性、可用性、代表性、切實(shí)可行性。為了分清主次關(guān)系以及各指標(biāo)對(duì)總目標(biāo)的作用程度,選取多級(jí)模糊綜合評(píng)價(jià)法對(duì)內(nèi)蒙古呼和浩特市賽罕區(qū)小廠庫(kù)倫城中村改造項(xiàng)目施工組織設(shè)計(jì)進(jìn)行評(píng)價(jià)分析。通過(guò)評(píng)價(jià)分析的過(guò)程以及評(píng)價(jià)結(jié)果,查找方案的不足之處,并對(duì)施工組織設(shè)計(jì)方案優(yōu)化提出了相關(guān)的措施和辦法。施工組織設(shè)計(jì)能夠?qū)こ淌┕みM(jìn)行科學(xué)規(guī)范的指導(dǎo)和約束,對(duì)工程施工的順利進(jìn)行具有重要的意義。本文根據(jù)施工組織設(shè)計(jì)編制的特點(diǎn),結(jié)合工程實(shí)例,對(duì)施工組織設(shè)計(jì)進(jìn)行了綜合評(píng)價(jià)。經(jīng)過(guò)大量閱讀文獻(xiàn),結(jié)合該項(xiàng)工程的工程概況和目標(biāo)從六個(gè)方面選取了評(píng)價(jià)指標(biāo),包括人員配備、主要施工方案、質(zhì)量和安全保證措施、施工進(jìn)度計(jì)劃、施工成本費(fèi)用、環(huán)境影響等六個(gè)一級(jí)指標(biāo)因素,建立了二層級(jí)施工組織設(shè)計(jì)的體系圖。通過(guò)咨詢專家,對(duì)各個(gè)指標(biāo)賦權(quán)以及計(jì)算隸屬度值,綜合計(jì)算整理出施工組織設(shè)計(jì)的評(píng)價(jià)結(jié)果。 最后根據(jù)評(píng)價(jià)結(jié)果以及參照相應(yīng)指標(biāo)的標(biāo)準(zhǔn)從質(zhì)量保證體系、施工組織的管理與控制、先進(jìn)的施工技術(shù)的使用、考核制度的建立等方面提出了優(yōu)化的措施。
[Abstract]:With the acceleration of the pace of urbanization in China, rural urbanization has also created great opportunities and challenges for engineering construction. The market size, scope and openness of construction projects are gradually expanding. The increasingly fierce competition and supervision system is also gradually improving, more stringent index system and contract management, including the related labor law system. The key to the reform is management, which is mainly reflected in the management of construction projects and construction management. Because of the complexity of the construction, the construction organization design plans the whole process by analyzing the characteristics of the project, designing the whole construction process and using modern management techniques and methods. Organize and coordinate control to realize rational allocation of resources, orderly construction, reasonable combination of production elements, and ultimately improve production efficiency. And distribution of production materials, construction equipment and personnel. The machinery and equipment should be arranged reasonably, and the relations among the construction participants, the construction procedures and the total process should be coordinated, so that the construction can be carried out in the most satisfactory way, and the best economic benefits can be obtained. When compiling the selection scheme of construction organization design, we should not only follow the objective reality but also accord with the requirements of advanced nature and scientific practice. If we distinguish the principal and subordinate relationship of each index and the duration of the project according to the fuzzy concept. Quality and cost are three important indicators in the design of the scheme, layout, distribution of materials and installation of construction equipment. The selection of office location should serve the requirements of these three important indicators. Therefore, in the process of project selection, the quantitative analysis of the construction scheme is carried out at the same time. Also consider the construction level of each region and the requirements of bidding. In the construction organization design quantitative index analysis, the selected indicators must be comprehensive, systematic, usability, representative. Feasibility. In order to distinguish the primary and secondary relationships and the impact of the indicators on the overall objective. The multi-level fuzzy comprehensive evaluation method is selected to evaluate and analyze the construction organization design of the village reconstruction project in Coulomb of the small factory of Saihan district in Hohhot, Inner Mongolia. Combined with the general situation and objectives of the project, the evaluation indexes are selected from six aspects, including staffing, main construction plan, quality and safety assurance measures, construction schedule and construction cost. Six first-level index factors, such as environmental impact, are established, and the system diagram of two-level construction organization design is established. Through consulting experts, each index is empowered and membership value is calculated. The evaluation results of construction organization design are sorted out by comprehensive calculation. Finally, according to the evaluation results and the standards of corresponding indexes, the optimization measures are put forward from the aspects of quality assurance system, management and control of construction organization, the use of advanced construction technology and the establishment of evaluation system.
