【摘要】：政府資產負債表對于中國財政政策的實施、政府債務風險的應對以及政府間財政關系的進一步調整均十分重要,但目前中國尚無真正意義上的政府資產負債表。本文通過綜合國民賬戶體系、國外政府財務會計準則、政府財政統(tǒng)計、中國現(xiàn)行政府會計相關制度和國內外相關研究等多方面資料,并結合中國實際,構建了體系完整、內涵清晰的中國政府資產負債表理論框架。
[Abstract]:The government balance sheet is very important for the implementation of China's fiscal policy, the response to government debt risk and the further adjustment of intergovernmental fiscal relations, but at present, there is no real government balance sheet in China. Based on the comprehensive national accounts system, foreign government financial accounting standards, government finance statistics, the current government accounting system in China and the relevant research at home and abroad, and combined with the reality of China, this paper constructs a theoretical framework of Chinese government balance sheet with complete system and clear connotation.
