【摘要】：學(xué)費(fèi)制度是大學(xué)組織的基本制度。世界大學(xué)組織系統(tǒng)的多樣化,造就了學(xué)費(fèi)制度的多樣化。本文選擇OECD官方網(wǎng)站的數(shù)據(jù),考察十六國大學(xué)學(xué)費(fèi)制度的生成發(fā)展,在2004-2013年間,學(xué)費(fèi)收取多少,大學(xué)特別是公立大學(xué)與社會經(jīng)濟(jì)關(guān)系的調(diào)適狀況。其一,從學(xué)費(fèi)與高等教育成本的維度,把各國大學(xué)分成高學(xué)費(fèi)、高成本等四種類型;其二,從學(xué)費(fèi)與家庭負(fù)擔(dān)的維度,把各國大學(xué)分成高學(xué)費(fèi)、高負(fù)擔(dān)等四種類型。由此得到的結(jié)論,在各國高等教育系統(tǒng)之間,大學(xué)學(xué)費(fèi)制度生成存在"路徑依賴";高等教育服務(wù)正從公共產(chǎn)品轉(zhuǎn)變?yōu)橹饕怯幸嬗趥�人的產(chǎn)品;學(xué)費(fèi)逐漸成為高等教育服務(wù)質(zhì)量的調(diào)節(jié)手段;針對我國學(xué)費(fèi)制度調(diào)整,提出的相關(guān)對策是樹立按"能力原則"繳費(fèi)上學(xué)的理念,建立以高等教育成本為基準(zhǔn)的學(xué)費(fèi)定價機(jī)制,構(gòu)建分級分層的學(xué)費(fèi)價格體系。
[Abstract]:Tuition fee system is the basic system of university organization. The diversification of the organization system of universities in the world has brought about the diversification of the tuition system. This paper selects the data from the official website of OECD to examine the formation and development of the tuition fee system in sixteen countries. In 2004-2013, how much tuition fees will be charged, and the adjustment of the relationship between universities, especially public universities, and socio-economic relations. Firstly, from the dimension of tuition and higher education cost, universities are divided into four types: high tuition, high cost, etc. Secondly, universities in various countries are divided into four types, such as high tuition and high burden, from the dimension of tuition and family burden. The conclusion is that there is a "path dependence" in the formation of university tuition system among the higher education systems of various countries, and the higher education service is changing from public goods to products which are mainly beneficial to individuals. Tuition fees gradually become the means of adjusting the service quality of higher education; In view of the adjustment of tuition system in our country, the relevant countermeasures are to set up the idea of paying fees according to the "ability principle", to establish the pricing mechanism of tuition fees based on the cost of higher education, and to construct the price system of tuition fees at different levels.
