【摘要】：在工業(yè)生產(chǎn)活動中,如何在獲得經(jīng)濟利益的同時有效減少企業(yè)生產(chǎn)活動對生態(tài)環(huán)境的不利影響,已成為當(dāng)前工業(yè)企業(yè)發(fā)展中的重要戰(zhàn)略問題。柴達(dá)木循環(huán)經(jīng)濟試驗區(qū)工業(yè)企業(yè)的環(huán)境績效水平直接影響海西州的經(jīng)濟轉(zhuǎn)型和產(chǎn)業(yè)結(jié)構(gòu)升級,對實現(xiàn)柴達(dá)木循環(huán)經(jīng)濟試驗區(qū)建成全國循環(huán)經(jīng)濟示范區(qū)和青海省建成全國循環(huán)經(jīng)濟發(fā)展先行區(qū)起著關(guān)鍵作用。因此,對柴達(dá)木循環(huán)經(jīng)濟試驗區(qū)工業(yè)企業(yè)的環(huán)境績效水平進(jìn)行評價就顯得尤為必要。文章綜合采用文獻(xiàn)閱讀法與Delphi法,構(gòu)建了柴達(dá)木循環(huán)經(jīng)濟試驗區(qū)工業(yè)企業(yè)的環(huán)境績效評價指標(biāo)體系,設(shè)置了資源消耗、資源綜合利用、污染排放和碳排放4個維度、11項具體指標(biāo);運用熵值法與AHP相結(jié)合的主客觀組合賦權(quán)法確定各項指標(biāo)的權(quán)重,采用線性加權(quán)求和法對柴達(dá)木循環(huán)經(jīng)濟試驗區(qū)工業(yè)企業(yè)2005年至2015年的環(huán)境績效進(jìn)行了評價和分析。研究結(jié)果顯示,柴達(dá)木循環(huán)經(jīng)濟試驗區(qū)工業(yè)企業(yè)的環(huán)境績效中成效與不足并存,整體形勢不容樂觀;2005年至2015年試驗區(qū)工業(yè)企業(yè)的環(huán)境績效水平呈現(xiàn)出震蕩式波動態(tài)勢,柴達(dá)木循環(huán)經(jīng)濟試驗區(qū)工業(yè)企業(yè)的環(huán)境績效尚未形成一個良好的持續(xù)增長機制;建立循環(huán)型產(chǎn)業(yè)鏈和提高科技水平是提升柴達(dá)木循環(huán)經(jīng)濟試驗區(qū)工業(yè)企業(yè)環(huán)境績效的關(guān)鍵。最后提出對政府和企業(yè)的管理啟示。
[Abstract]:In the industrial production activities, how to effectively reduce the adverse effects of enterprises' production activities on the ecological environment while obtaining economic benefits has become an important strategic issue in the development of industrial enterprises. The level of environmental performance of industrial enterprises in Qaidam circular economy experimental area has a direct impact on the economic transformation and industrial structure upgrading in Haixi Prefecture. It plays a key role in the establishment of the national circular economy demonstration zone in Qaidam circular economy experimental area and the establishment of the national circular economy development leading area in Qinghai province. Therefore, it is necessary to evaluate the environmental performance of industrial enterprises in Qaidam circular economy test area. In this paper, a comprehensive literature reading method and Delphi method are used to construct the environmental performance evaluation index system of industrial enterprises in Qaidam circular economy experimental area, and the resource consumption and comprehensive utilization of resources are set up. There are 11 specific indexes in four dimensions of pollution emission and carbon emission, and the weight of each index is determined by the subjective and objective combination weighting method, which combines entropy method and AHP. The environmental performance of industrial enterprises from 2005 to 2015 in Qaidam circular economy experimental area was evaluated and analyzed by linear weighted summation method. The results show that the environmental performance of the industrial enterprises in the Qaidam circular economy experimental area co-exists with the shortage, and the overall situation is not optimistic; the environmental performance level of the industrial enterprises in the pilot area from 2005 to 2015 shows a volatile and fluctuating trend. The environmental performance of industrial enterprises in Qaidam circular economy experimental area has not yet formed a good sustainable growth mechanism, and the key to improve the environmental performance of industrial enterprises in Qaidam circular economy experimental area is to establish a circular industry chain and improve the level of science and technology. Finally, the paper puts forward the enlightenment to the government and enterprise management.
