【摘要】：全球氣候變暖問題的日趨加劇,推動(dòng)了新能源汽車的發(fā)展,具有環(huán)保優(yōu)勢(shì)的電動(dòng)汽車成為推廣新能源汽車的重點(diǎn)。隨著西安市電動(dòng)汽車保有量的逐漸上升,充電需求的快速增加推動(dòng)了電動(dòng)汽車充電站市場(chǎng)的發(fā)展。目前西安市電動(dòng)汽車充電站市場(chǎng)存在著投資運(yùn)營主體單一、管理專業(yè)化水平不足、盈利能力差等一系列問題,這些問題制約了電動(dòng)汽車充電站的推廣。通過特許經(jīng)營模式,引入社會(huì)資本參與電動(dòng)汽車充電站的建設(shè)運(yùn)營,有利于豐富融資渠道、分散經(jīng)營風(fēng)險(xiǎn)、提高管理運(yùn)營水平及經(jīng)濟(jì)效益,進(jìn)而解決電動(dòng)汽車充電站的規(guī)�；\(yùn)營問題,實(shí)現(xiàn)運(yùn)維成本的下降,促進(jìn)電動(dòng)汽車的高效推廣。本文首先采用文獻(xiàn)資料法對(duì)國內(nèi)外特許經(jīng)營研究現(xiàn)狀進(jìn)行綜述,同時(shí)闡明了文章的研究?jī)?nèi)容與寫作思路。其次介紹了相關(guān)概念及理論基礎(chǔ),分析了西安市電動(dòng)汽車充電站的建設(shè)運(yùn)營現(xiàn)狀及存在的一些問題,進(jìn)而得出采取特許經(jīng)營模式運(yùn)營電動(dòng)汽車充電站的可行性。之后通過借鑒國內(nèi)外相關(guān)的成熟特許經(jīng)營模式,從投資主體、運(yùn)營主體、盈利模式三個(gè)角度進(jìn)行分析,設(shè)計(jì)出西安市電動(dòng)汽車充電站的特許經(jīng)營的運(yùn)營框架�；谠撨\(yùn)營框架,運(yùn)用凈現(xiàn)值法對(duì)電動(dòng)汽車充電站特許經(jīng)營模式的投資效益進(jìn)行測(cè)算分析,得出電網(wǎng)企業(yè)在一定的建樁數(shù)量、充電服務(wù)費(fèi)及特許權(quán)使用費(fèi)比例下,通過電動(dòng)汽車充電站特許經(jīng)營,可以分散投資風(fēng)險(xiǎn),實(shí)現(xiàn)可觀的收益,進(jìn)而快速高效的推進(jìn)電動(dòng)汽車充電站的建設(shè)運(yùn)營。最后基于以上分析,對(duì)西安市電動(dòng)汽車充電站特許經(jīng)營模式更好的推行提出了相關(guān)建議。
[Abstract]:The problem of global warming is becoming more and more serious, which promotes the development of new energy vehicles. Electric vehicles with the advantage of environmental protection have become the focus of promoting new energy vehicles. With the increasing quantity of electric vehicle in Xi'an, the rapid increase of charge demand has promoted the development of charging station market of electric vehicle. At present, there are a series of problems in Xi'an electric vehicle charging station market, such as single investment and operation main body, insufficient level of management specialization, poor profitability and so on, which restrict the popularization of electric vehicle charging station. The introduction of social capital to the construction and operation of electric vehicle charging stations through the franchise mode is conducive to enriching the financing channels, dispersing the operating risks, improving the level of management and operation, and improving the economic efficiency. Furthermore, the problem of large-scale operation of electric vehicle charging station is solved, the cost of operation and maintenance is reduced, and the efficient popularization of electric vehicle is promoted. In this paper, the current situation of franchise research at home and abroad is summarized by the method of literature, and the research content and writing thought are expounded. Secondly, this paper introduces the related concepts and theoretical basis, analyzes the current situation of construction and operation of electric vehicle charging station in Xi'an and some existing problems, and then obtains the feasibility of using franchise mode to operate electric vehicle charging station. Then through reference to domestic and foreign relevant mature franchise mode, from the investment main body, the operation main body, the profit pattern three angles carries on the analysis, designs the Xi'an electric vehicle charging station franchise operation frame. Based on the operation framework, this paper calculates and analyzes the investment benefit of the franchise mode of electric vehicle charging station by using the net present value method, and draws the conclusion that the power grid enterprise has a certain proportion of pile construction, charge service charge and royalty. Through the franchise of electric vehicle charging station, the investment risk can be dispersed, and considerable income can be realized, and then the construction and operation of electric vehicle charging station can be promoted quickly and efficiently. Finally, based on the above analysis, the author puts forward some suggestions on how to carry out the franchise mode of electric vehicle charging station in Xi'an.
