【摘要】：長期以來,我國人民群眾普遍關(guān)注的焦點(diǎn)問題之一就是農(nóng)村集體經(jīng)濟(jì)組織所有的資金、資產(chǎn)、資源管理混亂問題。主要表現(xiàn)為農(nóng)村集體“三資”管理不規(guī)范,開支隨意,財(cái)務(wù)造假、公開不透明,集體資產(chǎn)賬目和產(chǎn)權(quán)不清,輕則長期閑置得不到有效利用,重則嚴(yán)重流失,以及各類自然資源轉(zhuǎn)包私相授受等問題。權(quán)利的濫用往往容易導(dǎo)致干群矛盾,是農(nóng)村社會(huì)不穩(wěn)定根源之一,亟待解決。通過建立全市統(tǒng)一的市、區(qū)、鎮(zhèn)(街)、村(居)四級(jí)農(nóng)村集體“三資”管理系統(tǒng),引入現(xiàn)代計(jì)算機(jī)網(wǎng)絡(luò)信息技術(shù),實(shí)現(xiàn)農(nóng)村集體“三資”管理信息化,可以從根本上改變農(nóng)村集體“三資”管理的落后模式,整體提升農(nóng)村集體“三資”管理工作的質(zhì)量和水平,構(gòu)建農(nóng)村集體“三資”運(yùn)作陽光化、組織網(wǎng)絡(luò)化、產(chǎn)權(quán)明晰化、管理信息化、監(jiān)督多元化的管理新機(jī)制。通過網(wǎng)絡(luò)的形式,能有效加強(qiáng)農(nóng)民群眾對(duì)“三資”管理工作的監(jiān)督,擴(kuò)大知情權(quán)、參與權(quán)、監(jiān)督權(quán),實(shí)現(xiàn)民主化管理,為新時(shí)期農(nóng)村發(fā)展和穩(wěn)定提供堅(jiān)強(qiáng)的保障。本農(nóng)村集體“三資”管理系統(tǒng)采用B/S結(jié)構(gòu)進(jìn)行網(wǎng)絡(luò)版設(shè)計(jì)架構(gòu),主要功能是資金管理,資產(chǎn)管理和資源管理,可由市級(jí)農(nóng)業(yè)主管部門架設(shè)系統(tǒng)中心服務(wù)器,各區(qū)級(jí)農(nóng)業(yè)主管部門將本區(qū)登錄端口設(shè)在已架設(shè)并投入使用的網(wǎng)站上,各鎮(zhèn)(街)、村(居)、小組有關(guān)人員通過因特網(wǎng)遠(yuǎn)程登錄訪問中心服務(wù)器進(jìn)行相應(yīng)的操作,區(qū)級(jí)農(nóng)業(yè)主管部門授權(quán)下屬經(jīng)管機(jī)構(gòu)進(jìn)行日常監(jiān)督和管理。
[Abstract]:For a long time, one of the focal issues that the masses of our country have generally paid close attention to is the confusion in the management of funds, assets and resources owned by rural collective economic organizations. Financial fraud, public opacity, unclear accounts of collective assets and property rights, light long-term idle use, and serious losses. The abuse of power often leads to conflicts between cadres and the masses, which is one of the root causes of social instability in rural areas, and needs to be solved urgently. Through the establishment of a unified city and district of the whole city, By introducing the modern computer network information technology and realizing the management informationization of rural collective "three capital", the backward mode of rural collective "three capital" management can be fundamentally changed. To improve the quality and level of the rural collective "three capital" management work as a whole, to construct the new management mechanism of the rural collective "three capital" operation in the form of network, organizing and networking, clarifying the property right, managing information, supervising the diversified management mechanism, It can effectively strengthen the supervision of the "three capital" management work by the peasants, expand the right to know, participate in and supervise, and realize democratic management. To provide a strong guarantee for the development and stability of rural areas in the new period. The rural collective "three capital" management system adopts the B / S structure to carry out the network design framework. The main functions of the system are fund management, asset management and resource management, the main functions of which are capital management, asset management and resource management. The municipal agricultural authorities may set up a system central server, and each district agricultural authority may set up the login port of the district on the website that has been set up and put into use, In each town (street, village), the relevant personnel of the group log on to the central server remotely through the Internet to carry on the corresponding operation, and the district agricultural administrative department authorizes the subordinate administrative organization to carry on the daily supervision and management.
