【摘要】：本文借鑒ERM框架關(guān)于內(nèi)部控制的要求,結(jié)合我國(guó)高校實(shí)際,建立一套高校內(nèi)部控制整合框架體系,在此基礎(chǔ)上明確高校內(nèi)部控制的目標(biāo)體系,建立集風(fēng)險(xiǎn)識(shí)別、評(píng)價(jià)和應(yīng)對(duì)為一體的風(fēng)險(xiǎn)防控機(jī)制,并以此為核心建立內(nèi)部控制的要素控制結(jié)構(gòu)體系,使全面風(fēng)險(xiǎn)管理成為一個(gè)互動(dòng)互通的閉環(huán)體系。內(nèi)部審計(jì)作為高校治理中的"免疫系統(tǒng)",其審計(jì)目標(biāo)與高校治理目標(biāo)具有高度的一致性,因此可以根據(jù)全面風(fēng)險(xiǎn)管理的目標(biāo)體系優(yōu)化以風(fēng)險(xiǎn)為導(dǎo)向的內(nèi)部審計(jì)體系,尋求內(nèi)部審計(jì)的最優(yōu)路徑。
[Abstract]:Based on the internal control requirements of ERM framework and the reality of colleges and universities in our country, this paper establishes a set of integrated framework system of internal control in colleges and universities. On this basis, the target system of internal control in colleges and universities is defined, and the risk identification is established. Evaluation and response as an integrated risk prevention and control mechanism, and this as the core of the internal control of the elements of the control structure system, The internal audit, as the immune system in the governance of colleges and universities, has a high consistency between the audit objectives and the governance objectives of colleges and universities. Therefore, according to the target system of total risk management, we can optimize the risk-based internal audit system and seek the optimal path of internal audit.
