【摘要】：隨著中國城鎮(zhèn)化進(jìn)程的不斷加快,基礎(chǔ)設(shè)施建設(shè)和公共服務(wù)領(lǐng)域存在巨大需求,面對較大的資金缺口,PPP模式作為政府公共治理的工具之一,也是引入社會(huì)資本解決這一問題的動(dòng)員機(jī)制,其中通過開放PPP市場等形式吸引外資參與國內(nèi)經(jīng)濟(jì)建設(shè),無疑是一條比較重要的途徑。而PPP市場對外開放道路的選擇是成本與收益相交替的過程,雖然PPP市場對外開放的成本與收益與具體PPP項(xiàng)目相比較難通過定量衡量,但是市場開放的成本與收益是制定和實(shí)施對外開放戰(zhàn)略的前提和基礎(chǔ),政府可結(jié)合各種直接和間接影響因素,通過成本收益分析評估政策,分析相關(guān)政策的可行性,為PPP市場擴(kuò)大對外開放問題的分析和政策的制定提供思路�；谥袊奶厥鈬�,中國PPP市場進(jìn)一步對外開放無法完全借鑒其他國家或地區(qū)的開放經(jīng)驗(yàn)和做法,需要結(jié)合PPP市場發(fā)展情況、宏觀經(jīng)濟(jì)環(huán)境、行業(yè)及市場主體發(fā)展水平等現(xiàn)實(shí)因素,合理、穩(wěn)妥地推進(jìn)。
[Abstract]:With the accelerating process of urbanization in China, there is a huge demand in the field of infrastructure construction and public service. In the face of a large funding gap, PPP model is one of the tools of government public governance. It is also a mobilization mechanism for introducing social capital to solve this problem. Among them, through opening up the PPP market and other forms, attracting foreign investment to participate in domestic economic construction. Undoubtedly, it is an important way to open the PPP market to the outside world. However, the choice of the way of opening up to the outside world of PPP is a process of alternating cost and profit, although the cost and benefit of opening up to the outside world of PPP market are difficult to measure quantitatively with specific PPP projects. However, the cost and benefit of market opening is the premise and foundation of formulating and implementing the strategy of opening to the outside world. The government can analyze the feasibility of the relevant policy by cost-benefit analysis and evaluation of the policy by combining all kinds of direct and indirect influencing factors. This paper provides ideas for the analysis of PPP market opening to the outside world and the formulation of policies. Based on China's special national conditions, China's PPP market opening to the outside world can not completely draw lessons from the opening experience and practices of other countries or regions. It is necessary to combine the development of PPP market, macroeconomic environment, industry and market main body development level and other realistic factors, reasonably and steadily.
